A Hyper-V failover cluster is a group of Windows Server hosts that coordinate to keep virtual machines available when a host needs maintenance or fails. For planned work, administrators can live-migrate a running VM to another host; after a host failure, the cluster can restart the VM on a surviving host. That recovery may interrupt service, so clustering is not a promise of zero downtime—and it does not replace backups or disaster recovery.
What a Hyper-V failover cluster does
In a failover cluster, multiple Windows Server hosts—called nodes—work together under Windows Server Failover Clustering. The nodes monitor cluster health and coordinate access to the configuration and virtual disks of clustered VMs. Because another node can access the VM’s state, the workload can move or recover there when needed.
This is different from simply keeping a copy of a VM. A cluster coordinates hosts and workloads in the same availability design; a backup preserves recoverable data, and disaster recovery addresses a larger site or infrastructure outage. Clustering alone does not provide either of those protections. Microsoft describes clustered workloads as capable of experiencing minimal service interruption during hardware or software failures, but the actual interruption depends on the failure and recovery.
Live migration and failover are different

Live migration depends on working hosts and network connectivity; it is not the recovery action for a host that has already failed. Microsoft’s Live Migration Overview explains the role of migration in highly available systems, while its network recommendations describe migration behavior in a failover cluster.

What a Hyper-V cluster requires
Compatible, validated hardware
Microsoft requires hardware certified for the Windows Server release being deployed and says all cluster components must pass cluster configuration validation. Confirm compatibility for servers, storage, network adapters, drivers, firmware, and software against that release and with the relevant manufacturers. Hyper-V hosts also need 64-bit processors, hardware-assisted virtualization, and hardware-enforced Data Execution Prevention (DEP) enabled. Storage accessible to the cluster nodes
Every node that may run a clustered VM needs a supported way to access its configuration and virtual disks. Microsoft documents attached shared storage, SMB 3.0 file shares, and Storage Spaces Direct for Hyper-V cluster designs. These are architectural options, not interchangeable choices for every environment. A design may use disaggregated SAN or NAS storage, for example, but the correct model depends on supported hardware and how the storage is presented. Networks planned for distinct traffic
Plan how the design carries management, cluster communication, live migration, storage, replica, and VM access traffic. Cluster communication includes node heartbeats and Cluster Shared Volumes (CSV) coordination. If a node loses direct access to CSV storage, CSV resiliency can redirect I/O over the network through a node that still has access, so cluster-network behavior affects more than migration.
Live migration can saturate links and raise latency for other traffic. Microsoft recommends isolating migration traffic on a dedicated network or VLAN and applying appropriate Quality of Service (QoS); general Hyper-V guidance also recommends isolating cluster traffic and using Hyper-V QoS on the virtual switch. A 10 GB migration network in Microsoft’s guidance is an example for a prioritized-network scenario, not a universal minimum. Likewise, a second, slower 1 GB migration network is an example, not a general requirement. Validate network equipment and configuration for the target design. Windows Server 2025 live-migration considerations
Windows Server 2025 changes the live-migration authentication considerations for domain-joined servers that are not domain controllers: Credential Guard is enabled by default, and after an upgrade, CredSSP-based Hyper-V live migration cannot be used. Microsoft directs administrators to use Kerberos constrained delegation instead. Windows Server 2025 also documents live migration in workgroup clusters; stated prerequisites include a workgroup cluster with at least two nodes and matching local accounts. - How every node will access VM configuration and virtual disks, and whether the storage approach is supported for the selected hardware.
- Whether the servers, storage, network components, firmware, drivers, and software are compatible and pass cluster validation.
- How management, cluster, storage, migration, replica, and VM traffic will be carried, isolated, and prioritized—and what impact migration traffic could have on other workloads.
- What recovery interruption is acceptable if a host fails, separately from the planned-maintenance experience of live migration.
- Whether the operational complexity of the storage and network design fits the team and workload.
Specific server or storage models, licensing requirements, quorum or witness configuration, and build steps are not established here; verify those against the documentation for the chosen Windows Server release and the hardware vendors before deployment.
