A DSL VoIP modem is a descriptive term for equipment used to get broadband over a telephone line and make internet-based phone calls. It may mean a single DSL gateway with VoIP phone ports, or a DSL modem/router paired with a separate analog telephone adapter (ATA). A DSL modem alone does not necessarily support VoIP.
What does “DSL VoIP modem” mean?
The phrase combines two separate functions. DSL is the broadband connection delivered over telephone-line infrastructure. AT&T describes its DSL service as using copper telephone lines, with voice calls and data able to share the line; the arrangement depends on the service and installation (AT&T’s DSL overview).
VoIP (Voice over Internet Protocol) carries calls over an IP connection. The term “DSL VoIP modem” is not a universal device category: it may describe a combined gateway with telephony support or a setup that uses separate networking and phone equipment.
What each part of the equipment does
- DSL modem: connects the premises to the internet service provider over a DSL line.
- Router: shares that internet connection with local devices, often over Wi-Fi. A modem-router, also called a gateway, combines modem and router functions (NETGEAR’s modem and router explanation).
- VoIP phone port or ATA: connects a compatible telephone to an IP telephony service. A DSL gateway needs telephony hardware and suitable configuration to do this itself; otherwise, a separate ATA may be used.
Common DSL and VoIP setups

Can you use a VoIP phone with a DSL modem?
Yes, if the setup includes equipment and service that support VoIP. A modem that only provides DSL internet access does not, by itself, connect an analog phone to VoIP. You need either a compatible gateway with VoIP phone ports or a compatible ATA connected to the network, plus a VoIP service that supports the equipment.

Also distinguish internet calling from traditional telephone service. Sharing a physical telephone line for DSL data and voice, as described for AT&T’s service, does not mean that DSL broadband automatically includes VoIP calling.

What to check before connecting or buying equipment
- Confirm the DSL line type and equipment requirements with the ISP, including whether it approves or supplies the modem or gateway.
- If choosing an integrated gateway, check the exact model’s DSL compatibility and whether it has FXS phone ports—not just Ethernet ports.
- Ask the VoIP provider whether it supports the gateway or ATA and what configuration details are required.
- Check whether you need a separate ATA for your analog phone, and confirm how it connects to the router and phone.
- Follow your provider’s instructions for filters, splitters, and cables. AT&T’s Pace 4111 setup, for example, specifies its own gateway connections and phone-jack filters; those instructions are not universal (AT&T Pace 4111 installation guidance).
