You can build useful code search without storing embeddings or comparing vectors. Use indexed text search for identifiers and phrases, trigram search for substrings and regular expressions, filters to narrow results, and language-specific indexes for symbol navigation. The trade-off is that literal search can miss relevant code when your words do not appear in the code; precise symbol navigation solves a different problem from finding an implementation described in natural language.
What “semantic code search” means—and what it doesn’t
In research, semantic code search means “the task of retrieving relevant code given a natural language query,” as Huan and colleagues define it in the 2019 CodeSearchNet Challenge paper. The goal is to find code that answers a question even when the query and code use different words. GitHub describes its Copilot semantic code search as finding relevant code “based on meaning, rather than relying solely on exact text matches” in its repository indexing documentation.
In developer tools, however, “semantic” can also be used loosely for repository-aware search or language-level navigation. Those are related but distinct capabilities. Natural-language retrieval tries to connect a description such as “read JSON data” to code that may be named deserialize_JSON_obj_from_stream. Symbol navigation resolves relationships such as definitions and references using language-specific code indexes. Neither requires that you treat the two jobs as interchangeable.
A vector index is one way to bridge vocabulary differences, not the only way to make code search useful. Trigram indexes, lexical ranking, Boolean and path filters, exact matching, regular expressions, and language-specific symbol indexes all offer practical workflows without vector similarity search.

Choose an approach based on what you know

The table describes capabilities, not a head-to-head performance result. The sources here do not establish comparative accuracy, latency, or cost for vectorless and vector-based search; benchmark on the repositories and queries that matter to you.
Use trigram and lexical search when you have clues
A trigram index records locations of three-character sequences, then checks whether those sequences occur in the right positions for a query. Zoekt uses this approach to find substring candidates without comparing query vectors against code vectors. Its documentation describes repository-scale substring and regular-expression search, Boolean operators, and ranking signals including symbol matches. As the project puts it: “Zoekt supports fast substring and regexp matching on source code, with a rich query language that includes boolean operators (and, or, not).” See the Zoekt project documentation and its design document.

This is still indexed search: “no vector index” does not mean “no index.” Zoekt organizes its index in shards; its design discusses SSD-backed postings, branch masks, and ranking. Storage and memory needs are implementation- and workload-dependent, so the design details should not be treated as universal sizing guidance.
Build a query from distinctive evidence
Start with the most specific clue you have, then widen the search only if necessary:

- Identifier or API: search for a distinctive function, type, method, or library name.
- Literal or error: search for a user-visible string, log message, exception, or error code.
- Fragment or pattern: use a substring or regular expression when you know the shape of the code but not its full name.
- Constrain scope: add repository, path, language, branch, or file-pattern filters to limit irrelevant matches.
- Combine clues: use Boolean operators and nearby terms when one token is common across the codebase.
Ranking can make results easier to inspect. Zoekt and the survey literature describe signals such as term frequency, proximity, word boundaries, file freshness, and symbol-definition matches. These signals improve ordering; they do not turn literal retrieval into a guarantee of natural-language understanding. Even established research evaluations have limits: CodeSearchNet’s 2019 corpus covered about 6 million functions across Go, Java, JavaScript, PHP, Python, and Ruby. Its challenge evaluation used 99 natural-language queries and about 4,000 expert relevance annotations. Those figures describe a dataset and evaluation set, not expected quality for a particular current tool or repository.

Use symbol search for navigation, not as a substitute for meaning search
When the question is “where is this function defined?” or “what references this symbol?”, language-aware navigation is often a better fit than broad text matching. Sourcegraph documents full-text exact and regex search, symbol search, query filters, and indexed branches. Its precise code navigation is a separate opt-in capability that depends on uploaded SCIP indexes; search-based navigation is used as a fallback when precise navigation is unavailable. The documentation lists language-specific indexers and says precise navigation is supported on Enterprise plans. See Sourcegraph code search documentation and code navigation documentation.
This model can avoid vector similarity while still requiring generated indexes and ongoing maintenance. Coverage depends on which repositories, branches, languages, and files are indexed. Sourcegraph says repository-scoped searches are up to date, while unscoped searches over large repository sets may trail the latest default branch by an interval that depends on repository count and search-indexing resources. Administrators can configure indexing for up to 64 branches per repository; these are Sourcegraph product details, not general limits on code search.

Consider hosted semantic search when names are unknown
If you only know what the code should do, rather than its identifiers or text, a hosted semantic-search feature may help with vocabulary mismatch. GitHub’s Copilot documentation says it automatically indexes repository context for Copilot Chat and the cloud agent. It reports that initial indexing of a large repository can take up to 60 seconds; subsequent re-indexing is quicker and typically updates with recent changes within seconds of a new conversation. These are current product-documentation statements, and behavior can change.
Data location is a separate decision from retrieval method. For VS Code workspaces from outside GitHub, GitHub documents that semantic indexing uploads workspace data to GitHub, is available only on GitHub.com, and is disabled by default for applicable Copilot Business and Enterprise organizations unless an owner enables it. This qualification applies to that documented workspace-indexing feature; do not assume the same behavior for every Copilot feature or plan. See GitHub’s repository indexing documentation.
Check coverage, freshness, and operating requirements
Before choosing a search setup, map the real constraints of your repositories. “Searches the repository” does not necessarily mean it covers every branch, generated file, language, or ignored path.
- Coverage: confirm which repositories, branches, languages, generated files, and ignored paths enter the index.
- Freshness: check when new commits and branches become searchable and whether refresh is automatic or scheduled.
- Operations: account for index creation, storage, refresh jobs, language-specific builds, and service maintenance.
- Privacy and deployment: establish whether indexing is local, self-hosted, managed, or requires source data to be uploaded.
- Scale and cost: benchmark against your own repositories and query set; the cited sources do not provide a comparative production benchmark.
For a local Zoekt workflow, the project documentation shows installing zoekt-git-index, indexing a Git repository, and searching with the zoekt command. Its service components can periodically fetch repositories and expose results through a web UI or API. Consult the project’s current documentation for version-specific setup details rather than assuming a fixed deployment recipe.

A practical decision rule
- You know a name, string, error, or pattern: begin with exact, substring, or regex search and add repository and path filters.
- You need definitions or references: use symbol search or precise navigation, after confirming the relevant language index is available.
- You know the behavior but not the code vocabulary: use a semantic retrieval feature if available and acceptable under your organization’s data policies. Otherwise, translate the behavior into likely identifiers, API names, literals, and file locations, then expand the query systematically.
- You need dependable results across many projects: verify branch coverage, refresh behavior, language support, deployment requirements, and maintenance effort before settling on a tool.
The evidence behind code-search research should also be read in context. CodeSearchNet is a research corpus and challenge, not a promise about any product’s results on your code. Likewise, a vendor’s indexing-time statement is not evidence of search accuracy, loaded latency, or cost savings. A useful evaluation is to collect representative tasks—exact lookups, symbol navigation, and natural-language descriptions—and check which approach returns relevant files with acceptable operational and privacy trade-offs.
