For an on-premises SharePoint Server 2013 farm, use the SharePoint Management Shell and the server-side cmdlets New-SPSite, Get-SPSiteAdministration, Set-SPSiteAdministration, and Backup-SPSite/Restore-SPSite to provision, inspect, configure, back up, and restore site collections. First confirm the target URL, required permissions, and any template, quota, or content-database prerequisites. SharePoint Online uses a different PowerShell module and tenant-oriented commands; its examples are not substitutes for these farm procedures.
Before you run a site collection command
Run SharePoint cmdlets from the SharePoint Management Shell on an appropriately authorized farm server. Check that the URL you intend to change or recover identifies the correct collection, and confirm that the cmdlet applies to the SharePoint Server build installed in your farm. Microsoft’s references identify SharePoint Server 2013 applicability for the creation and configuration cmdlets, but they do not establish your farm’s patch level or support status.
Use the permissions appropriate to the operation. Where required, a farm administrator can use Add-SPShellAdmin to grant SharePoint Management Shell permissions. Restore also has SQL Server and server-level prerequisites described below.
Inventory site collections before changing them
Get-SPSiteAdministration returns administration information that can help farm administrators inspect collections, including some they may not otherwise have access to. For a basic URL and primary-owner inventory, Microsoft documents this pattern:

Get-SPSiteAdministration | Select-Object Url, OwnerLoginNameTo focus on a particular owner, use the cmdlet’s server-side filtering options rather than retrieving the entire farm and filtering afterward. For a large farm, set an appropriate result limit where possible. Microsoft also documents using an assignment collection to manage returned objects; avoid keeping a broad assignment collection active while enumerating a large farm, because it can grow quickly.

Create a site collection with PowerShell
New-SPSite creates an on-premises site collection at the specified URL and requires an owner alias. A documented example is:

New-SPSite https://webApp/sites/test -OwnerAlias "DOMAINJDoe" -Language 1033 -Template STS#0Before executing it, verify that the URL is available and intended, the owner login is correct, and the language ID and template match the deployment plan. The selected template must already be installed. If you specify -QuotaTemplate, that quota template must already exist. If you specify a content database, verify it is the intended destination. Microsoft also documents host-named site collection creation and compatibility-level selection; use those options only when they fit the farm’s design.

Change collection settings and ownership
Farm administrators can use Set-SPSiteAdministration to configure supported site collection settings, including the owner and maximum storage. Check the collection URL and intended quota policy before applying changes. Its MaxSize value must be nonnegative; 0 means unlimited storage, not a zero-byte limit.

Assign a secondary site collection administrator
To set or replace the secondary site collection administrator, Microsoft documents the following Set-SPSite pattern:
Set-SPSite -Identity "<SiteCollection>" -SecondaryOwnerAlias "<User>"Replace both values with the verified collection identity and the user’s domain-and-account login. Confirm spelling and permissions before running the command. Microsoft’s procedure points administrators to Add-SPShellAdmin for minimum shell permissions.

Back up a site collection
Backup-SPSite backs up an on-premises site collection. By default, SharePoint makes the collection read-only for the duration of the backup to reduce the risk of changes during the operation. Account for that access impact when choosing the backup window and output path. A successful backup command alone does not establish that the backup has been restored or otherwise validated.

Keep SharePoint Server and SharePoint Online commands separate
This procedure is for an on-premises SharePoint Server 2013 farm, where operations use server-side identities, farm permissions, and content database concepts. SharePoint Online commands such as New-SPOSite and Get-SPOSite belong to the Microsoft Online SharePoint PowerShell module and use a tenant-oriented model. Do not copy an Online command into a SharePoint Server farm runbook or treat it as an equivalent cmdlet.
