Cookies can accompany matching HTTP requests, so they are commonly used for server-managed sessions. localStorage keeps origin-scoped data across ordinary browser restarts, while sessionStorage keeps origin-and-tab-scoped data for a tab’s lifetime. Neither Web Storage API sends data to the server automatically.
How the three storage options differ

Browsers send applicable cookies in the Cookie request header. Web Storage values stay in the browser unless application code reads them and deliberately sends them. That difference affects both architecture and security: a cookie can let the server recognize a session without JavaScript copying a credential into every request, while Web Storage is directly available to scripts running on the same origin. When to use cookies
Server-managed sessions
When the server needs to associate a request with a signed-in user, a common choice is a server-managed session identifier in a cookie. Configure Secure to restrict transmission to HTTPS, HttpOnly to prevent JavaScript from reading the cookie, and an appropriate SameSite value to limit some cross-site sending. Keep the cookie’s domain and path scope narrow, and define server-side expiry and invalidation.
Cookie lifetime is not always a predictable timer. Expires or Max-Age makes a cookie persistent; without either, it is a session cookie. The browser determines when that session ends, and session-restore features can preserve session cookies across a restart. Plan session expiration and revocation on the server rather than relying solely on a browser’s session boundary. Small values the server needs on requests
Cookies are sent with matching requests, which is useful for session state but wasteful for arbitrary client data. MDN describes cookie capacity as usually around 4 KB per cookie and notes that cookie counts vary by browser and are generally in the hundreds. Treat those as approximate guidance, not universal limits. Since cookies travel with requests, storing unnecessary data in them can add overhead.
When to use localStorage
Use localStorage for client-side state that should be available again on a later visit and does not need to accompany requests—for example, a non-sensitive display preference. It is shared by documents of the same origin and ordinarily persists through browser restarts.

Do not put a session secret in localStorage on the assumption that it is hidden from scripts. JavaScript running in the origin can generally read it. Storage quotas and eviction behavior depend on browser and conditions; there is no single quota figure established here for all browsers. For larger client-side storage needs, MDN points to Web Storage or IndexedDB rather than cookies.
When to use sessionStorage
Use sessionStorage when state belongs to one tab and should be discarded when that tab closes, such as a temporary form draft or a tab-specific step in a workflow. Its storage is separated by both origin and tab, so another tab does not share the same area.

Like localStorage, it is JavaScript-readable and does not go to the server automatically. Do not use it as a hidden store for credentials, and remember that its lifetime is tied to browser tab behavior rather than a server-side session policy.
Security: cookies help, but do not solve XSS or CSRF
An HttpOnly cookie prevents script from reading the cookie value directly, reducing one way an injected script could steal a session identifier. It does not stop injected code from making authenticated requests from the user’s browser. Preventing cross-site scripting remains important.

Cookie-based authentication also requires protection against cross-site request forgery. SameSite can limit some cross-site cookie sending, but it is only one part of a CSRF defense. Use appropriate server-side checks and session controls; MDN’s session management guidance covers the distinction.
Choose by asking where the data belongs
- The server needs the value with matching requests: use a cookie, commonly for a server-managed session identifier, with deliberate security attributes and server-side expiry and invalidation.
- The client needs a non-sensitive value across visits, but requests do not: use
localStorage. - The client needs temporary state isolated to one tab: use
sessionStorage. - The client needs larger amounts of data: consider Web Storage or IndexedDB rather than putting bulk data in cookies.
What changes in embedded and private browsing contexts?
Storage behavior can vary with browser privacy protections, private browsing, and embedding context. Firefox documents partitioning state by resource origin and top-level site, so a third-party resource may not share state across different sites as a developer expects. Do not assume this Firefox behavior is identical in every browser; test the actual browsers and privacy modes your application supports. See Mozilla’s State Partitioning documentation.

MDN’s Web Storage API documentation also notes that storage behavior in private browsing can differ. Quotas, eviction, and third-party access are implementation-dependent, so avoid relying on a universal limit or cross-browser rule.
