Microsoft’s Enhanced Security Admin Environment (ESAE), also called a red forest, admin forest, or hardened forest, was an Active Directory architecture for protecting administrator identities in a separate environment. Windows Server 2016’s related Privileged Access Management (PAM) design used Microsoft Identity Manager (MIM) to provision a bastion forest and grant approved, temporary access. Microsoft now classifies ESAE as a legacy approach and recommends its modern privileged-access strategy and Rapid Modernization Plan (RAMP) guidance by default.
What ESAE meant in Windows Server environments
ESAE was a protected administrative-forest architecture focused on Windows Server Active Directory (AD) administrator identities. The separate forest was intended to create a more secure environment for managing privileged accounts. Microsoft describes ESAE as a legacy approach and notes that it is often called a red forest, admin forest, or hardened forest. Microsoft’s ESAE retirement guidance provides its current position.
ESAE and Windows Server 2016’s PAM implementation are related, but not interchangeable terms. ESAE describes the broader administrative-forest architecture; the Windows Server 2016 feature documentation describes a MIM-based way to configure PAM using a bastion forest. How the Windows Server 2016 PAM design worked
In Microsoft’s documented design, MIM provisions a bastion AD forest and establishes a special PAM trust with an existing forest. An administrator requests privilege through an approval workflow. After approval, MIM provisions a shadow security principal in the bastion forest that can reference the SID of an administrative group in the existing forest. This enables access without changing the existing forest’s ACLs.

Membership is temporary: expiring links connect the shadow group to the relevant access, and their time-to-live (TTL) also controls Kerberos ticket validity. In practical terms, the design provided controlled elevation for a limited period rather than relying solely on permanent membership in highly privileged groups.
This separation and time-limited access do not eliminate the risk of compromise. Microsoft notes that an ESAE-style architecture adds technical complexity and operating cost, and that organizations retaining it need additional monitoring and risk management.

Why Microsoft’s recommendation changed
Microsoft now recommends its modern privileged-access strategy and RAMP guidance as the default, describing them as part of a broader move toward Zero Trust. Its guidance treats a hardened administrative forest as a custom configuration for exception cases rather than a pattern every organization should adopt. The modern approach is intended to address a wider range of privileged and business-sensitive identities and systems than the older forest model.

What to do if your organization already uses ESAE
Microsoft says there is no urgency to retire an existing implementation solely because its recommendation has changed, provided the environment operates as designed and intended. The priority is to keep its software updated with security fixes and within its support lifecycle, while ensuring the architecture is monitored and risks are managed.

Do not treat the legacy forest as a complete privileged-access program. Apply modern privileged-access practices to identities and roles it may not cover, including cloud administrators, sensitive business users, and standard enterprise users. Review access paths and high-risk identities as part of that broader effort.
Controls that remain useful beyond ESAE
- Use a PAW for administrative work. Match its trust tier to the systems and identities being administered. Microsoft’s AD DS tier model separates Tier 0 identity control, Tier 1 enterprise servers and applications, and Tier 2 end-user devices and accounts. - Protect administrator authentication. Microsoft recommends token-based authentication or multifactor authentication (MFA) for administrative credentials.
- Review privileged group and role membership. Apply least privilege and remove standing access that is no longer needed.
- Use time-limited elevation where appropriate. Microsoft’s current least-privilege guidance recommends temporary Domain Admins or Enterprise Admins membership when required, removal after the task, and auditing of the activity. It also advises restricting those identities from logging on to ordinary member servers and workstations. Microsoft’s least-privilege administrative model guidance covers these operational controls.
- For organizations not using ESAE and unable to move fully to cloud-based controls, minimize privilege, audit privileged identities, use time-based roles, and understand attack paths and high-risk identities.
How the original security rationale fits today
Microsoft’s 2016 security article described a common attack progression: initial access, credential theft and privilege escalation, then mission execution. Its recommendations included protecting privileged identities and discussed then-current technologies such as Credential Guard, just-in-time administration, Just Enough Administration (JEA), Local Administrator Password Solution (LAPS), and enhanced security auditing. Those were recommendations in a 2016 article, not a current product-lifecycle or implementation checklist. Check current lifecycle and implementation guidance before adopting any specific technology.
