An archived listing identifies version 5.2.3790.1180 and an MSI installer, but neither that record nor a community report establishes supported compatibility with Windows 10 or Windows 11. For routine file and folder permissions, Windows’ built-in icacls is usually the more appropriate starting point.
Where can you download SubInACL?
Microsoft’s old Download Center listing is preserved in an archived copy at Legacy Update. It says the download is no longer available from microsoft.com; the archived page points to an Internet Archive copy of the installer. This is not a current Microsoft download endpoint or an endorsement of copies hosted elsewhere.
The archived listing warns that deleted downloads are no longer supported by Microsoft and may have known security vulnerabilities. No installer was downloaded or tested for this article, so the archive’s presence should not be treated as verification that a copy obtained today is authentic, safe, or suitable for your system.

Does SubInACL work on Windows 10 or Windows 11?
The available documentation does not establish a current compatibility guarantee for either release. A Microsoft Q&A participant reports using the archived MSI on Windows 10 22H2, but that is one person’s experience, not a Microsoft certification or a broadly validated result. The same discussion says the participant did not know whether it worked on Windows 11. See the Microsoft Q&A discussion for that anecdotal report.
Microsoft’s troubleshooting documentation still describes SubInACL for a particular inaccessible-file problem, but that narrow example does not mean the utility is generally supported on current Windows versions. The Microsoft NTFS troubleshooting article addresses an unusual filename case; it is not a general Windows permission-repair guide.

What SubInACL does
SubInACL is a command-line utility for displaying or changing security information associated with files, registry keys, and services. The archived listing describes it as able to show owner, group, DACL, SACL, and ACL information; change ownership; replace security information for one account or security identifier (SID) with another; and migrate security information after domain changes.
These capabilities can be relevant to legacy administration or a narrowly diagnosed security issue. They also make careless use consequential: an ownership or ACL change can alter who can access an object, and replacing or migrating identifiers affects the security entries tied to those accounts.

How to deploy the historic MSI
The archived instructions say that running subinacl.msi installs the utility and its documentation, and that the installer lets you choose an installation directory. If the Windows Server 2003 Resource Kit was installed, the listing recommended placing it in that toolkit’s Tools folder:

This describes the historical installer instructions only. It does not verify that a copy available from an archive installs or runs correctly on a present-day Windows system. The listing also does not provide a current support path if deployment fails.

When is SubInACL appropriate, and when should you use icacls?
Choose the tool based on the object and the operation you actually need. For everyday file and folder ACL work, the built-in icacls command is the more natural first option; a Microsoft Q&A discussion names it as an alternative. A 2007 TechNet Magazine article likewise describes SubInACL’s setowner switch while noting that SubInACL can be more complicated to use than icacls in many cases. That comparison is historical context, not a current product endorsement.

A narrowly scoped SubInACL example
Microsoft documents this command for an inaccessible file whose name includes a trailing space. Replace the path and account placeholders with the actual target and domain account:

subinacl /onlyfile "\?c:<path_to_problem_file>" /setowner= domainadministrator /grant= domainadministrator=F
In that example, /onlyfile limits the operation to the specified file; /setowner sets the domain administrator as owner, and /grant gives that account full control. Use it only when the unusual-path problem described by Microsoft matches the actual failure. It is not a general-purpose permissions reset.
Why you should not reset permissions across C:
A blanket permissions reset from the root of the system drive can damage access controls. Windows directories do not all share one ACL: system folders and other paths can have distinct explicit permissions and inheritance patterns. A broad reset may replace those differences rather than repair the specific access problem. The Microsoft Q&A discussion on running icacls C: /reset /t /q illustrates why community guidance cautions against this approach.
Diagnose the failing object first, then limit any ownership or permission change to that target. If the problem concerns a system folder, service, registry key, or multiple inherited permissions, identify the intended access and the existing security entries before making changes; do not assume a whole-drive reset is a safe shortcut.
