The most useful classroom technology is the tool that solves a specific learning or access problem—not the newest device or the one with the brightest screen. Schools should choose technology for a defined purpose, match it to the learners who will use it, and check whether it is delivering the intended benefit.

Start with the problem, not the gadget

Before considering a purchase, describe the learning or access barrier in practical terms. Is a student unable to read digital text independently? Does a learner need another way to communicate? Is unreliable Wi-Fi preventing lessons from using online materials? A specific problem points toward a suitable solution; a device chosen first can become an expense in search of a purpose.

The U.S. Department of Education’s August 2026 guidance recommends asking: “What learning problem does it solve?” “When should it be used?” “For whom should it be used?” “For how long should it be used?” and “What evidence demonstrates that it improves student learning?” Those questions apply to classroom technology broadly, while legal duties and specific programs vary by jurisdiction.

Which classroom technologies can help?

Assistive technology for individual access

Assistive technology can be high-tech or low-tech. U.S. Department of Education IDEA guidance lists text-to-speech, captioning, word prediction, augmentative and alternative communication, tablets, screen readers, and voice-recognition software among the examples. It also identifies supports such as pencil grips, page holders, and modified scissors. These are options, not a universal kit: the right choice depends on an individual learner’s needs and the services that make the tool usable.

A tablet may be one component of an assistive-technology setup, but selecting a device alone does not establish that it will meet a student’s needs. Consider the required software or access features, how the learner will use the tool during instruction, and what training and support are available. The federal guidance does not rank tablet models or establish a best device.

Connectivity that lets classroom technology work

Wi-Fi access points and network switches are less visible than student devices, but they can determine whether connected tools function reliably in classrooms. England’s Department for Education describes its Connect the Classroom programme as upgrading those network components. Its evaluation examines connectivity alongside effects on schools, pupils, staff workload, and effective technology use—an example of why infrastructure and implementation belong in the same conversation as devices.

Other classroom tools

Interactive displays and other classroom technologies may be candidates where they address a defined instructional need. Their presence or novelty alone does not demonstrate educational value. England’s Department for Education collection on using technology in education covers broader considerations including infrastructure, security and safeguarding, purchasing, AI, assistive technology, and evidence.

How to choose and evaluate a tool

  1. Define the intended outcome. State the learning or access problem and what improvement would look like for the learners concerned.
  2. Identify the users and setting. Consider who will use the tool, where it will be used, and whether accommodations or assistive features are needed.
  3. Set boundaries for use. Decide when the tool should be used and for how long, rather than assuming it belongs in every lesson.
  4. Ask for evidence. Look for evidence that relates to the intended outcome and context. The available official sources set out evaluation questions and examples, not head-to-head results for commercial devices.
  5. Check design and data transparency. Understand what the tool does, what information it uses, and whether its design is clear enough for the school to assess.
  6. Plan implementation. Account for connectivity, educator training, technical support, and the services needed to help learners use the tool effectively.
  7. Review the result and act. Check whether the tool is meeting its stated purpose. If it is not improving learning or access, be prepared to adjust how it is used or remove it.

These criteria combine the U.S. Department of Education’s guidance on purpose, learners, timing, duration, and evidence with infrastructure and implementation considerations reflected in England’s technology guidance and connectivity evaluation. Costs over the equipment’s useful life also belong in a purchase decision, even though the cited sources do not provide comparative prices.

Accessibility is part of instructional access

In the United States, IDEA regulation 34 C.F.R. § 300.105 requires public agencies to make assistive technology devices or services—or both—available to a child with a disability when required as part of the child’s special education, related services, or supplementary aids and services. The regulation also provides that school-purchased assistive technology may need to be available at home or elsewhere on a case-by-case basis when the child’s IEP Team determines it is needed for the child to receive a free appropriate public education. This is a U.S. federal requirement, not a rule that applies worldwide.

For schools, the practical implication is that accessibility should be considered as part of instruction and the learner’s required supports, rather than treated as an optional feature added after a general device purchase.

What the available evidence does—and does not—show

The U.S. Department of Education’s August 20, 2026 release states that “instructional technologies should be judged by their impact on learning, not simply whether they happen on a screen.” The guidance supports careful selection and review; it does not establish that every technology improves learning or prove that one device category is superior across subjects, ages, or school settings.

The official sources cited here provide selection criteria, examples of assistive technology, and the scope of an infrastructure evaluation. They do not provide a comparative test of commercial classroom devices or a numerical estimate of learning gains. A school should therefore evaluate candidates against its own stated need and review whether they are working in the intended context.
