atob() decodes Base64 into bytes, but it does not decode those bytes as UTF-8 text. Its result is a binary string: each JavaScript character represents one byte. For UTF-8 text, turn that string into a Uint8Array, then pass the bytes to TextDecoder.
Why can atob() return garbled text?
Base64 is a way to represent bytes as text; decoding it recovers the bytes, not necessarily human-readable text. The browser’s atob() method returns those bytes in a string whose characters range from U+0000 to U+00FF. Each character stands for one byte, rather than being the Unicode character that the original text contained. The [HTML Living Standard](https://html.spec.whatwg.org/multipage/webappapis.html) specifies this behavior, and [MDN’s atob() reference](https://developer.mozilla.org/en-US/docs/Web/API/Window/atob) describes the result as a binary string.
UTF-8 characters outside the basic ASCII range usually occupy multiple bytes. If you display the byte-valued characters directly, those bytes may appear as unrelated symbols. That does not necessarily mean Base64 decoding failed: the bytes may be correct, while the separate text-decoding step is missing.
How to decode Base64 as UTF-8 text
Convert each character returned by atob() to its byte value, then decode the byte array as UTF-8:

UTF-8 is the appropriate interpretation only when the data’s format says the bytes are UTF-8; the [WHATWG Encoding Standard](https://encoding.spec.whatwg.org/) covers encoding behavior and web interchange.
If the Base64 contains binary data
For an image, compressed file, or other binary payload, do not convert the bytes to text. Keep the Uint8Array and pass it to the API or parser that expects those bytes. Text decoding is not a generic cleanup step: it interprets bytes according to a character encoding.

What does atob() actually return?
It returns a JavaScript string used as a byte container, not a UTF-8-decoded string. For each character in that result, its code point is the value of one decoded byte. The distinction is important because a JavaScript string normally represents Unicode text, which can make the result look ready to display even when it is still raw byte data.
If you prefer a byte-first API, MDN recommends considering Uint8Array.fromBase64() where the target browser supports it:

Does Base64 require = padding?
Do not assume that every decoder handles padded and unpadded input the same way. The conventional Base64 alphabet uses = as a padding character, but browser atob() follows the HTML Standard’s forgiving-base64 decoding algorithm. A malformed alphabet or invalid structure can still cause an InvalidCharacterError; third-party libraries may use stricter validation rules.

For browser code, rely on the documented behavior of atob() rather than a blanket rule that padding is always required or never required. If the same input must work across browsers, server-side libraries, or a Base64 variant, check each decoder’s rules and the format that produced the data.
Why does btoa() fail on Unicode?
btoa() has the inverse byte-oriented limitation. It treats each input character as one byte and throws if a character is above U+00FF; it does not automatically encode arbitrary Unicode text as UTF-8. [MDN’s btoa() reference](https://developer.mozilla.org/en-US/docs/Web/API/Window/btoa) explains this limitation and the UTF-8 conversion approach.

For text, first encode it as UTF-8 bytes, then Base64-encode those bytes. This preserves the same separation in the other direction: character encoding produces bytes, and Base64 represents those bytes.
