PRI and BRI are both ISDN access types, but they serve different channel capacities. BRI provides two 64-kbit/s bearer channels for user traffic; PRI provides 23 bearer channels on a North American T1 or commonly 30 on an E1. In both, a separate D channel carries signaling rather than an additional ordinary voice or data channel.

The channel arrangements and rates are described in the NIST FIPS ISDN publication and an ITU-D technical report. The BRI physical-layer rate distinction is defined in ITU-T Recommendation I.430.
How the B and D channels work
B channels carry user traffic
Each B, or bearer, channel supports 64 kbit/s. It carries voice or data traffic. BRI has two B channels, so it offers two bearer channels; PRI offers a larger pool—23 on T1 or commonly 30 on E1.
The D channel carries signaling
The D channel handles signaling between the user equipment and network. It is not another normal bearer channel, so a BRI line is not three simultaneous voice channels, nor is a PRI line 24 or 31 bearer channels. The D-channel rate is 16 kbit/s for BRI and 64 kbit/s for PRI.

Why BRI has two different rate figures
BRI’s 144 kbit/s figure is the sum of its two 64-kbit/s B channels and one 16-kbit/s D channel. ITU-T I.430 describes a 192-kbit/s physical interface rate that also includes framing and physical-layer structure. The 192-kbit/s line rate is therefore not the same as the channel capacity available for user traffic.
What PRI means in T1 and E1 regions
PRI is not one identical channel layout everywhere. In North American T1 service, it commonly means 23 B channels plus one 64-kbit/s D channel, on a 1.544-Mbit/s line. E1 PRI commonly means 30 B channels plus one D channel, on a 2.048-Mbit/s line. The ITU-D technical report gives these rates and regional configurations; confirm the actual format rather than ordering or configuring equipment based on “PRI” alone.

The D-channel signaling configuration and equipment compatibility also matter. Check whether the service is T1 or E1 and verify the provider’s signaling requirements with the PBX, router, or other customer equipment.
Which interface fits a legacy system?
For an existing ISDN installation, choose according to the required number of simultaneous bearer channels and the interfaces already supported by the equipment—not the names alone.

- BRI: Consider it when two bearer channels are sufficient and the system has a compatible BRI interface. Technical descriptions cite small key systems and individual terminals as common uses.
- PRI: Consider it when a PBX or other switching system needs a larger trunk capacity. Its B channels may be allocated in groups for trunks; Mitel documents this type of E1 PRI configuration in its E1 PRI trunk attributes guide.
Before changing or ordering service, confirm the interface format, provider signaling, and equipment compatibility. Cisco’s legacy BRI configuration guide directs users to order the ISDN line with the correct provider configuration before setting up BRI equipment. For a module or port, verify the specific platform and whether the interface is BRI S/T or U; a generic BRI label does not establish compatibility.

Availability, retirement schedules, pricing, and alternatives depend on the local provider and installation. The cited standards and equipment documentation establish how the interfaces work, but do not establish current carrier availability or a universal replacement. Ask the carrier whether it supports the service at your location and ask the equipment vendor which signaling and interface configuration the system requires.
