No. An LLM can help people explore options, summarize information, draft text, or generate scenarios, but it is not a prerequisite for making decisions—and usefulness as an assistant does not make it the right authority for a final call. Choose an approach based on the task, the consequences of error, the quality of the evidence, and whether people can check and challenge the outcome.
What an LLM can contribute—and what it should not be assumed to do
A language model can be useful when a task involves working with text or generating possibilities. It might summarize documents, surface questions to investigate, compare proposed options, or draft material for a person to review. Governments, for example, have explored generative AI to support policy-option exploration, scenario simulation, legislative drafting, and service prototyping. Those are support roles, not proof that a model should own the resulting decision. The OECD’s 2025 report on governing with AI discusses both potential uses and their risks.
Keep the distinction between assistance and authority explicit. A model may help assemble or interpret information, while a person or institution remains accountable for choosing what to do. If an organization cannot say who owns the decision, what evidence supports it, and how an affected person can question it, adding an LLM does not resolve those problems.
How to choose the right decision process
Start with the work itself rather than with a desire to use AI. The following questions form a practical decision aid; they synthesize guidance from NIST and the OECD, rather than reproducing a formal checklist from either organization.

- Define the task. Is it standardized and repeatable, or does it require context, judgment, and interpretation? Structured administrative work may be easier to support with automation than policy or accountability work, which can demand more data quality and governance. The OECD describes this distinction in its Digital Government Outlook 2026.
- Assess the consequences and reversibility. Consider who could be affected by an error, how serious the harm could be, and whether the outcome can be corrected. The harder an outcome is to reverse or contest, the less reasonable it is to treat an unverified model output as a final answer.
- Check the evidence. Are the inputs current, representative, and suitable for the decision? An articulate response cannot compensate for missing, outdated, or unsuitable information.
- Ask whether the output can be checked. Can a qualified person verify the relevant facts and understand the basis for a recommendation? If not, the model may be unsuitable for a role that requires a defensible decision.
- Name the accountable decision-maker. Decide who approves the outcome, who monitors the system, and how someone affected can raise a challenge. Oversight needs defined responsibilities, not just a human click at the end.
- Measure real value. Compare outcomes in the actual workflow, including errors, review effort, and implementation costs. Keep the model only if its contribution is demonstrable and worth those trade-offs.
Compare the available approaches

These options are not a ranking from old-fashioned to advanced. NIST describes human-AI configurations ranging from fully manual to fully autonomous; the suitable arrangement depends on the system and its context. Its AI Risk Management Framework 1.0, Appendix C (2023) also says human roles and responsibilities in decision-making and oversight should be clearly defined and differentiated. NIST notes the framework is being updated, so consult its page for the current version.
Why higher-stakes decisions need stronger safeguards
Language models can produce fluent but false claims, and their opacity can make it difficult to assess how an outcome was reached. The OECD also identifies automation bias: people may accept algorithmic recommendations as more reliable than human judgment despite limitations. Errors can therefore pass through review or spread to later decisions when people do not scrutinize the output.

A human reviewer is not automatically an effective safeguard. NIST notes that human and systemic biases can arise across an AI system’s lifecycle, and that interaction effects vary: AI can amplify bias in some settings, while carefully organized teams can achieve complementary performance. Meaningful oversight depends on whether reviewers have clear responsibilities, relevant expertise, enough time, and genuine authority to question or stop the process.
Be especially cautious when a decision affects people’s access to services or opportunities, is difficult to reverse, or cannot be readily challenged. NIST warns that turning complex social practices into measurable quantities can strip away context that matters when assessing impacts. For these uses, the decision process needs stronger attention to data quality, transparency, assurance, and oversight—not merely a model that produces a plausible answer.

What public-sector AI adoption figures do—and do not—show
In findings reported in the OECD’s 2026 edition of Digital Government Outlook, based on the 2025 Digital Government Index, 35 of 36 OECD countries (97%) reported AI use in at least one area of government. The report says 13 of 36 (36%) reported AI use to support policymaking, and 12 of 36 (33%) to strengthen oversight and accountability. These are country-level survey findings about government AI use, not rates for organizations generally and not LLM-specific adoption figures. They show that public-sector uses vary by function; they do not establish that every decision needs AI.

Use the least complex approach that meets the task’s needs. Add an LLM when it offers measurable help, its contribution can be checked, and responsibility for the final decision remains clear. For a consequential decision that people may need to understand or challenge, treat the model as a possible source of assistance—not as a substitute for accountable judgment.
