DARPA completed its Liberty Lifter program in June 2025 without building or flying the planned full-scale demonstrator. The agency says simulation and materials testing supported the concept’s viability, but it is shifting from aircraft development to transitioning selected technologies with industry and Department of Defense stakeholders.
Why did DARPA end the Liberty Lifter project?
DARPA describes the decision as a restructuring toward the program’s highest technical risks, followed by technology transition rather than construction of a demonstrator. Its Liberty Lifter program page says simulation success and materials testing showed the concept’s viability, and that the agency is working with industry and Department of Defense stakeholders to transfer what it learned and encourage fielding of platforms that use the developed technologies. The page marks the program complete and says it is no longer maintained.
Some reporting has characterized the demonstrator as infeasible or not cost-effective, but DARPA’s own public explanation emphasizes risk reduction and transition. The available statements do not establish a single definitive reason—such as a specific cost overrun or technical failure—for not building the aircraft.
What was Liberty Lifter supposed to do?
Launched in May 2022, Liberty Lifter explored a long-range, low-cost aircraft for strategic and tactical heavy lift from the sea. Its operating concept combined water takeoff and landing with flight close to the sea surface, using ground effect, while also aiming to fly at higher altitudes. These were program goals, not capabilities demonstrated by a completed aircraft.

DARPA’s 2023 performer announcement described a planned demonstrator with size and capacity comparable to a C-17. The goals included:
- Takeoff and landing in Sea State 4.
- Extended operation on the water in conditions up to Sea State 5.
- Flight out of ground effect up to 10,000 feet above sea level.
Those figures describe targets, not achieved test results. Public information does not establish measured full-scale range, payload, speed, or sea-state performance.

Which teams and designs were selected?
DARPA selected two teams for initial design work in February 2023. Their concepts differed in hull arrangement, wing layout, and propulsion:

These were early design concepts, not final aircraft configurations. Aurora later said its preliminary design work showed the technical feasibility of a seaplane intended for high-sea-state and ground-effect operations, and produced manufacturing techniques intended to reduce costs. That is the contractor’s account of its work, not evidence that a full-scale aircraft demonstrated those capabilities.

Was a Liberty Lifter aircraft built or flown?
No full-scale Liberty Lifter demonstrator was built or flown as part of the program. DARPA says it ended the effort after simulation and materials testing and would transition technologies instead of constructing the planned aircraft. Janes also reported that the effort ended after simulation, scaled-model testing, and materials tests; Defense News reported DARPA confirmed the program’s conclusion in June 2025.
DARPA program manager Christopher Kent was quoted by Janes as saying, “We’ve learned we can build a flying boat capable of take-off and landing in high sea states; the physics make sense.” The statement reflects the agency’s interpretation of the risk-reduction work; it is not a report of a completed, full-scale flight test.

What happens to the technology?
DARPA says it is working with industry and Department of Defense stakeholders to transition lessons and technologies developed during Liberty Lifter, with the aim of encouraging their use in future platforms. The public program information does not specify which technologies will be adopted, by whom, on what schedule, or in what aircraft. Ending this demonstrator effort therefore does not establish that a Liberty Lifter aircraft will enter service, nor that every technology from the program will be fielded.
