To “illuminate the darknet” is to make particular parts of activity observable—not to reveal one complete, hidden network. Here, “darknet” means anonymity-enabled services such as Tor onion services; in Internet measurement, the term can also mean unused IP address space monitored for unsolicited traffic. Those are different subjects, and each offers a limited view.
What “darknet” means—and what can be seen
“Darknet” and “dark web” are often used loosely for services that ordinary search engines do not index or that rely on anonymity systems. The National Academies’ Reference Guide on Computer Science cautions that these labels can be imprecise; describing a system’s structure and purpose is more useful than treating the terms as exact categories.
Tor illustrates why visibility is not all-or-nothing. Tor Browser routes a user’s connection through relays so the destination site does not see the client computer’s IP address. Tor onion services provide a separate protection: they can conceal the server’s IP address from people connecting to the service. These mechanisms protect different ends of a connection. Neither guarantees that material at an endpoint is accurate, safe, or lawful.
In network-measurement research, “darknet” may instead refer to unused IP address space watched by a network telescope. Packets arriving there can reveal some scanning and other unsolicited traffic. That use of the word does not mean researchers are observing Tor or the contents of hidden services.

How different methods illuminate different activity
| Method | What it can show | Important blind spot |
|---|---|---|
| Tor relay and onion-service design | How a connection can obscure a client IP from a destination, or a service’s server IP from connecting users. | It does not make endpoint information trustworthy or expose all activity on the network. |
| Network telescope | Packets directed at the unused address space it monitors, including some scanning activity. | Coverage depends on the observed address space and collection approach; some campaigns can be missed. |
| Public law-enforcement records | Actions, seizures, and investigative claims reported in a specific case or operation. | A case provides evidence about that operation, not a census of the broader ecosystem. |
| Commercial OSINT products | Intelligence gathered and organized from sources a vendor says it monitors. | Coverage, freshness, provenance, and collection methodology require scrutiny. |
Why a network telescope is not a view of all scanning
In “Scanning the Scanners: Sensing the Internet from a Massively Distributed Network Telescope,” Philipp Richter and Arthur Berger reported that some 30% of logged scan traffic in their observations resulted from localized scans. That is a study-specific result, not an estimate for all Internet scanning or for current traffic.
The authors also warn that conventional darknet observations capture only part of scanning activity. A telescope may miss widespread campaigns that target particular prefixes or services rather than the unused address space it observes. Where the sensors sit, what traffic they collect, and when they collect it all affect the picture. A packet observation can reveal behavior, but by itself it does not establish who operated the source.

What Operation SpecTor shows—and what it does not
On May 2, 2023, U.S. Attorney General Merrick B. Garland said, “We will continue to illuminate the dark web,” in remarks announcing Operation SpecTor. The Department of Justice announcement reported that the coordinated operation across the United States and eight other countries resulted in 288 arrests and seizures of 117 illegal firearms, 850 kilograms of drugs, and $53.4 million in cash and cryptocurrency.
Those are figures DOJ announced for that operation in 2023. They document the reported results of a particular enforcement effort; they do not measure the current size of darknet markets or the share of activity that is criminal.

How to judge claims about darknet visibility
Any claim that a source “sees the darknet” is clearer when it specifies what was observed and how. Useful questions include:
- What was collected? Packets, onion-service content or metadata, public case records, or vendor-curated intelligence are not interchangeable evidence.
- What was the coverage? Check which address space, services, source networks, or geographic areas were included—and what was inaccessible or excluded.
- How strong is the attribution? Traffic observations may not identify an operator. Official case records describe an investigation bounded by that case. Vendor outputs should be assessed for provenance and collection methods.
- When does the information apply? Collection dates, system versions, jurisdictions, and legal context matter. A study result, an operation tally, and a current measurement answer different questions.
These distinctions also matter in legitimate security work: network defenders can use observations to understand scanning, while analysts may assess public records or specialized intelligence. Visibility is useful when its boundaries are explicit; it should not be presented as comprehensive or as proof beyond what the underlying evidence supports.

Commercial intelligence is a specialized view, not a complete map
DarkOwl describes its commercial OSINT platform and data products as covering Tor, I2P, ZeroNet, and adjacent sources for darknet investigation and threat monitoring. That is a vendor description, not independent proof of exhaustive coverage. Organizations evaluating such products should ask about collection scope, freshness, source provenance, and how analysts review and use the outputs.
