Flow efficiency measures how much of a process’s total elapsed lead time is spent doing value-adding work. Calculate it as value-adding work time ÷ total lead time × 100. The rest may be spent waiting in queues, between handoffs, for approvals, or for other work to become ready.
That explains how a task that takes minutes can take days to reach completion. But “most of your lead time is waiting” is a question to test with a process map, not a universal percentage: the available examples do not establish a representative flow-efficiency benchmark across industries.
What flow efficiency measures
Lead time is the elapsed time for one item to move through a defined process or value stream, from its start point to its finish point. It is an end-to-end measure, not the duration of one task. The Lean Enterprise Institute’s value-stream mapping reference describes a value stream as all the actions—both value-creating and non-value-creating—needed to bring a product from raw material to the customer.
Flow efficiency compares the time counted as value-adding work with that entire elapsed time. For example, if an order receives 30 minutes of value-adding work during a 10-hour lead time, its flow efficiency is 0.5%: 30 minutes divided by 600 minutes, multiplied by 100. The other 9 hours and 30 minutes are not automatically waste; they are elapsed time not counted as value-adding work and should be investigated in context.

Define the two parts before calculating
- Lead time: Decide what event starts and ends the clock. Specify whether you use calendar time or working time.
- Value-adding work time: Count the time spent on work that meets the customer’s value test. It is not automatically the same as machine run time, employee utilization, or every activity that keeps a process moving.
- Waiting time: Identify elapsed periods when the item, request, or case is not receiving the work included in your numerator. Waiting may occur in queues or inventory, between steps, or during handoffs and approvals.
Use the same unit and scope for numerator and denominator: for example, minutes per order or hours per case. If you map a process with overlapping waits, take care not to count the same elapsed time twice.
Why a short task can have a long lead time
Work does not necessarily begin as soon as it arrives, and completing one step does not mean the next step is ready to start. An item may wait for a batch, a scheduled slot, missing information, an approval, or capacity at the next stage. A defect can also send it back for rework. These are possible causes to check, not diagnoses to assume.

The distinction is similar to comparing touch time with time in the system. Cycle time describes a process cycle or step; lead time covers the defined end-to-end journey. A process can have brief individual tasks but still take a long time overall when gaps between them accumulate.
The Lean Enterprise Institute’s operations guidance frames flow as material and information moving through a value stream without stopping. In that view, waits matter because the customer experiences the elapsed journey, not just the minutes of active work.

How to measure flow efficiency in your process
- Choose one process and define its boundaries. Select a product, service, request type, or customer journey. State precisely what starts the clock and what counts as completion, and choose calendar or working time.
- Map the current process as it actually runs. Walk the work and record steps, handoffs, information flow, queues or inventory, and relevant process data. Ask the people doing the work to validate the map. A current-state value-stream map records actual flow and process conditions; a future-state map describes an improvement target, not the current reality. - Classify and total value-adding work. Apply the customer-value test to each activity rather than counting all busy time. The Lean Enterprise Institute’s definition of value asks whether omitting a task, without affecting the product, would make the customer judge it less valuable.
- Calculate across the same scope. Divide the value-adding work time by the end-to-end lead time and multiply by 100. For variable processes, collect multiple cases and report the observation period and summary statistic you use; one order may not represent the whole process.
- Locate the largest contributors to delay. Break elapsed time down by where it occurs and investigate plausible causes, such as batching, scheduling, capacity mismatch, approval policy, defects, rework, or missing information. Validate the cause before selecting a countermeasure.
- Test a future state and measure again. Use a future-state map to make a specific change, then remeasure lead time alongside quality and customer outcomes. A faster process is not an improvement if it creates defects, unsafe work, excess workload, or unwanted inventory elsewhere.
The Lean Enterprise Institute’s value-stream improvement guidance describes using a current-state map to analyze problems and propose countermeasures in a future-state map. Countermeasures are part of continued learning, not proof that a permanent solution has been found.
What published examples do—and do not—show
Two dated examples illustrate how sharply active work and elapsed time can differ. Neither is a universal benchmark.

These examples show why mapping can be useful; they do not establish how much lead time is waiting in a typical process today. The sources cited here do not support one current, representative flow-efficiency percentage. Treat popular rules of thumb as unverified unless their original study, process scope, and measurement method are available.

A flow-efficiency percentage is meaningful only when the process boundary, clock convention, case type, and work classification are comparable. Avoid ranking teams by raw scores when their customer requirements, case mix, or definitions differ. There is no universal target percentage established by the sources cited here.

For a useful comparison, pair the ratio with the conditions behind it:
- Total lead time, measured with the same start and finish definitions.
- Value-adding work time and the resulting calculation.
- Waiting by location and suspected cause, such as a queue, handoff, batch, approval, or rework loop.
- Quality and completeness, including first-pass completion and rework.
- Customer outcomes and tradeoffs in inventory, workload, safety, and reliability.
A higher ratio alone is not proof of better service. It matters whether changes reduce elapsed delay while preserving the result customers need.
