Windows 11 may reopen supported apps when you sign in because it is set to save restartable apps and relaunch them. If that option is off—or only some apps keep appearing—check the separate startup-app settings, Startup folders, and, as a last resort, registry startup entries.
Why apps reopen after a reboot
Windows has more than one way to launch apps at sign-in. The first to check is its restartable-app option: when enabled, Windows can save supported apps and restart them after you sign in. Microsoft documents this setting as a way to stop Edge from starting when you sign in, but it does not establish that this setting explains every app that reappears. Microsoft’s Edge sign-in guidance gives the control’s location.
A different cause is an app configured to start automatically. Startup entries, shortcuts, and registry Run entries are independent places to check. If an app launches at every sign-in even when you did not leave it open before rebooting, inspect those startup mechanisms too. Microsoft describes the available checks in its startup-app guide.
How to stop apps reopening in Windows 11

Turn off restartable-app restoration
Open Settings > Accounts > Sign-in options. Turn off Automatically save my restartable apps and restart them when I sign in. Restart and sign in again to check whether the previously open apps still return. Microsoft specifically recommends this setting for people who do not want Edge to start at sign-in.

Disable the app in Startup settings
Go to Settings > Apps > Startup and turn off the switch for the app you do not want launching. You can also open Task Manager > Startup apps; Microsoft says Task Manager shows the same startup-app list and includes startup-impact information.

Look for a Startup-folder shortcut
If the app is not listed in Settings or Task Manager, check the Startup folders. Press Windows key + R, enter
shell:startup, and press Enter to open the current user’s Startup folder. Repeat withshell:common startupto check the folder that applies to all users. Remove only a shortcut you recognize as responsible; deleting the shortcut prevents that startup route from launching the app.Rank #2

Check registry Run entries only if needed
Microsoft also documents Run locations in the registry for all users and the current user. Treat this as an advanced last check: registry changes can have unintended consequences. Do not delete or modify entries you do not understand. See Microsoft’s startup-app guide for the documented locations and cautions.
Which startup mechanism should you check?

The first two checks are the simplest and safest. If just one app keeps launching, also check whether it has its own startup preference, but the Windows controls above are the documented system-wide places to begin.

Is Windows Backup restoring the apps?
Windows Backup can restore app pins during setup of a new PC or after reinstalling Windows. That is different from an app reopening after an ordinary reboot. If the behavior began while setting up a replacement or reinstalled PC, review the restore choices in the Windows Backup guide; for apps that return after every routine restart, start with sign-in restoration and startup entries instead.
