Cisco’s May 2025 Codex announcement was an early evaluation of an AI software-engineering agent—not a launch of autonomous network management. Cisco said it would assess Codex on real-world engineering use cases across its product portfolio and provide feedback to OpenAI. The practical promise for network engineers was help writing, testing and building software, while people remained responsible for reviewing and deploying changes.

What Cisco announced in May 2025

OpenAI introduced Codex in May 2025 as a cloud-based software engineering agent and named Cisco an early design partner. Cisco president and chief product officer Jeetu Patel said the company was exploring how Codex could help engineering teams bring ideas to life faster. Cisco planned to evaluate real-world use cases across its portfolio and share feedback with OpenAI. OpenAI’s May 2025 announcement and Cisco’s announcement describe an evaluation, not a finished Cisco network-operations product.

For network engineers, the relevant work was software development: navigating code, implementing changes, testing them and supporting review. That is different from giving an AI agent direct authority to configure routers or switches. The 2025 announcement does not establish that Codex independently operated production networks, replaced engineers or made live network changes. Network World’s May 16, 2025 report framed the potential as helping network engineers work better through writing, testing and building code.

How Cisco’s Codex work expanded

Later announcements describe a progression from design-partner evaluation to broader engineering use and, eventually, a customer-facing integration. Those developments should be read on their own dates rather than treated as capabilities Cisco had announced in May 2025.

What the reported results do—and do not—show

In its May 27, 2026 case study, OpenAI reported three outcomes for Cisco’s Codex use: more than 95% of new AI features written by Codex, a 10–15x increase in defect-resolution throughput using Codex CLI, and more than 1,500 engineering hours saved per month. These are OpenAI-published figures, not independently verified measurements established by the cited material. OpenAI’s Cisco case study is the source for each figure.

OpenAI also reported in October 2025 that Cisco engineers cut complex pull-request review times by up to 50% with Codex. That result is likewise OpenAI’s report; the cited announcement does not provide an independent audit or enough detail to treat the figure as a universal expected improvement. OpenAI’s general-availability announcement supplies the claim.

Why the distinction matters to network teams

Network software can shape products and services that ultimately affect infrastructure, but using an AI agent to work on code is not the same as authorizing it to alter a live network. The Cisco announcements support a story about AI-assisted engineering around networking and security products. They do not show that Codex was granted direct production access to configure network equipment.

For an engineering team considering a coding agent, useful questions include how well it can work with context across interconnected repositories, whether it can assist with implementation, tests and pull-request review, how its use fits enterprise governance and compliance, and how long-running tasks connect to existing development pipelines. OpenAI said Cisco’s enterprise feedback helped shape compliance, long-running task management and pipeline integration. These are evaluation criteria, not evidence of a head-to-head performance advantage over other tools. OpenAI’s original announcement; OpenAI’s later case study.

What Codex’s role means for Cisco customers

The June 2026 Cloud Control App Builder announcement marks a different kind of use from the original internal engineering evaluation: Cisco said customers and partners could use natural-language prompts to create customized applications through Cloud Control. Cisco described U.S. availability as controlled, with global availability to follow; the announcement does not establish that access was immediately open to every customer worldwide. The timeline therefore runs from evaluating an engineering agent, to reported use in Cisco’s software development, to a later customer-facing app-building feature. It does not turn the 2025 announcement into a claim that Codex autonomously manages Cisco networks.
