That characterization suite gives reviewers a baseline to check as the structure changes. A passing suite is evidence for the cases it runs—not proof that every behavior is unchanged.
What a characterization suite establishes
A characterization test captures what the system does now at a useful boundary: an input and its output, a state change, an error, or another observable result. Before restructuring, that baseline makes the behavior you intend to preserve visible to the person making the change and to the reviewer.
It does not establish that the observed behavior is correct. If a test exposes a surprising result, decide whether it is an existing contract to preserve or a bug to fix. Keep an intentional behavior change distinct from the structural refactor so its purpose and consequences can be reviewed separately.
Choose cases based on likely impact
Start by identifying the code the diff touches and the behavior that code can affect. List relevant test cases before choosing their order; Martin Fowler describes listing cases and selecting a useful sequence as an initial part of test-driven development (Fowler on test-driven development).

Choose cases because they exercise meaningful behavior, not to reach a universal coverage percentage. Include ordinary use and the boundaries or edge conditions made relevant by callers, data, and control flow. For each case, ask whether a failure would reveal a behavior change the team cares about.
- Cover representative inputs and outcomes at the boundary where the behavior matters.
- Include relevant boundary conditions, error paths, and alternate flows.
- Use test names and assertions that make the observed contract understandable during review.
- Keep the set focused on the affected behavior rather than capturing unrelated parts of the system.
Choose assertions reviewers can understand
A direct example-based assertion is often easy to review when a small number of inputs and outcomes express the contract. For complex behavior, capturing a broader output may be useful, but only if the captured result is stable and the important differences are legible. Large, noisy captures can make meaningful changes hard to spot and create avoidable maintenance work.

There is no universally best technique. Evaluate any test approach by what behavior it samples, whether reviewers can understand its assertions, the maintenance cost of keeping expected results current, and whether it covers the affected behavior and its relevant boundaries. A test that specifies a desired new result serves a different purpose from one that pins the existing result; label and review those purposes accordingly.
Make the refactor in small steps
Once the baseline is in place, restructure through small changes intended to preserve behavior. Fowler’s description of refactoring emphasizes disciplined, behavior-preserving transformations: small steps reduce risk and help keep the system working (Fowler’s definition of refactoring).

- Identify the impact area. Trace the changed code to the behaviors and boundaries it can affect.
- Pin current behavior. Add or confirm focused tests for representative normal, boundary, and failure cases before changing the structure.
- Review the baseline. Check that the tests express behavior the refactor is meant to preserve. Resolve surprising results as explicit decisions, not accidental expectation updates.
- Restructure incrementally. Make a small structural change, then run the relevant tests before proceeding to the next step.
- Inspect both diffs. Review production changes and test changes together; ask whether the cases match the likely impact and whether every changed expectation is explained.
Run the suite frequently—and interpret green carefully
Run automated tests repeatedly while restructuring, not only at the end. Frequent runs help expose a behavioral change near the step that introduced it. Fowler’s discussion of self-testing code describes running an automated suite frequently to find bugs soon after they are introduced (Fowler on self-testing code).
A green result means the tests that were selected and executed passed. It says nothing conclusive about untested inputs, omitted behaviors, or tests that do not assert the important outcome. Before accepting the diff, judge whether the suite samples the affected behavior adequately and whether its assertions would catch the changes a reviewer is concerned about. No universal test count, coverage target, or CI rule can replace that judgment.

What to ask before accepting the diff
- Which observable behaviors can the changed code affect, and are representative cases pinned?
- Are relevant boundary and error cases included, rather than only the happy path?
- Do the assertions clearly express existing behavior, or are they mixing in a desired behavior change?
- Are captured outputs stable and readable enough to make meaningful changes apparent?
- Were tests run during the small steps as well as after the final change?
- Do the test diff and production diff tell a coherent story about what changed and what stayed the same?
