IBM opened its first quantum data center outside the United States in Ehningen, Germany, on October 1, 2024. IBM called it the company’s second quantum data center worldwide. The opening expands remote access to IBM quantum processors in Europe; it does not mark Europe’s first quantum-computing facility, nor does it mean the service platform itself is hosted in Europe.
Where the center is—and what “first” means
The center is at IBM’s facility in Ehningen, near Stuttgart, Germany. IBM had already installed a Quantum System One there in 2021. The 2024 milestone was the opening of a quantum data center, which IBM described as its first outside the U.S. and its second worldwide—not the arrival of the first quantum computer in Europe.
IBM first announced the project in June 2023, describing its intended role as a European cloud region for quantum research and exploratory work. The center opened the following year.
Which quantum systems IBM announced at launch
IBM’s October 1, 2024 opening announcement described two utility-scale systems based on Eagle processors as online at the center. Its launch-day technical blog named them and separately described a Heron system as forthcoming.

Those are launch-day descriptions, not confirmation of the Heron system’s present deployment or availability. IBM said the planned Heron system would offer “up to a 16-fold increase in performance and 25-fold increase in speed” compared with IBM quantum computers measured two years earlier. That is IBM’s qualified comparison against its own earlier systems—not a result against classical computers or competing quantum processors.
How users can access the Europe-based processors
IBM said users could submit workloads to the Europe-based systems through IBM Quantum Platform. Its October 2024 blog listed access through the platform’s Premium Plan, Qiskit Runtime on IBM Cloud through Pay-as-you-go, and third-party offerings from regional business partners. These are the access routes IBM named at launch; the announcement does not establish current availability, pricing, or eligibility for every route.

This is cloud infrastructure for organizations and people conducting quantum research or exploratory work, not a consumer device to buy and operate at home.
Does all the data stay in Europe?
No—not according to IBM’s description of the service geography. IBM’s October 2024 blog said the IBM Quantum Platform is hosted in the United States, while circuit inputs, executions, and outputs are based in Europe. That distinction matters when evaluating where a service is hosted versus where quantum workloads are processed.

IBM’s June 2023 announcement presented the center’s design intent as helping clients manage European data-regulation requirements, including processing all job data within EU borders. That earlier statement describes the project’s intended purpose; it should not be read as overriding the more specific platform-versus-workload qualification in IBM’s later launch blog. Organizations with regulatory or contractual requirements should check the applicable service terms and their own compliance obligations rather than infer that all service data remains in the EU.
What the opening says about quantum computing’s practical use
The center is a meaningful investment in specialized infrastructure and regional access, but its opening does not establish that quantum computers already outperform classical systems on practical commercial tasks. IBM’s launch announcement reported more than 80 European organizations accessing its quantum computers, 850 European developers with IBM Quantum learning badges, and over 100,000 European learners using IBM Quantum Learning. It also cited a global Quantum Network of more than 250 organizations, universities, research institutions, and others. These are IBM-reported launch-time figures, not independent audits or current counts.

Statements from organizations named in IBM’s press release illustrate areas of interest, not proof of realized advantage. Bosch said it aimed to advance material simulation; E.ON described investigating optimization, scenario modeling, and quantum machine learning for energy-transition challenges. Such work is exploratory, and the announcement does not report specific commercial outcomes from the new center.

Locating processors in Germany gives European users a route to run workloads on hardware based in the region, while IBM’s stated platform hosting remains in the U.S. The distinction may be relevant for latency, access arrangements, and regulatory review, but the opening announcement alone does not establish the performance, compliance, or commercial result for any particular user.
