The U.S. government’s developer-focused guidance recommends treating supply-chain security as part of the full software lifecycle: prepare teams, protect code and components, build and test securely, and respond to vulnerabilities. The central document is the Enduring Security Framework’s Recommended Practices for Developers, hosted by CISA and mapped to NIST’s Secure Software Development Framework (SSDF). It offers process recommendations, not a requirement to buy or use a particular product.

What the developer guidance recommends

The Enduring Security Framework (ESF) document translates software supply-chain security into activities development teams can incorporate into their existing workflows. It connects organizational preparation, design, implementation, testing, release, and vulnerability handling rather than treating security as a final check before shipping. The recommendations are mapped to NIST SSDF practices, giving teams a way to relate project-level controls to a broader secure-development program.

In practice, the recommendations include documenting architecture and design, training people who develop or support software, creating threat models and security test plans, and retaining evidence associated with releases. These controls reinforce one another: training gives teams the skills to apply expectations, threat modeling helps identify design risks, tests check whether controls work, and release evidence supports decisions and later investigation.

The guidance does not establish that any one checklist, scan, or tool is sufficient to secure a supply chain. Teams should select and adapt controls to their software, dependencies, development environment, and risks.

How the recommendations fit NIST’s SSDF

NIST’s Secure Software Development Framework is a set of high-level practices intended to be integrated into different software development life cycles. Its four practice groups provide a useful way to organize implementation:

SSDF group What it addresses Developer examples from the guidance
Prepare the Organization (PO) Organizational roles, expectations, and capabilities for secure development. Provide secure-development training and establish the planning and documentation needed to make security part of development.
Protect the Software (PS) Protect software, development environments, and related assets from unauthorized access or tampering. Use safeguards appropriate to the code, components, and systems that support development and release.
Produce Well-Secured Software (PW) Build and verify software using secure practices. Document architecture and design, model threats, plan security tests, and retain relevant release evidence.
Respond to Vulnerabilities (RV) Identify, assess, and address vulnerabilities in released software. Use development and release records to support follow-up when a vulnerability is reported or discovered.

The table is a practical orientation, not a substitute for the detailed mappings in the ESF developer recommendations and NIST’s SSDF materials. A team can use the groups to spot missing responsibilities: preparation establishes who does the work, protection safeguards the assets, production builds and verifies software, and response closes the loop after release.

Put the practices into a development and release workflow

1. Set expectations and build skills

Assign responsibility for secure development and make sure developers and other relevant staff receive training suited to their roles. Training is most useful when it connects to the team’s actual tools, architecture, coding practices, review process, and vulnerability-handling procedures.

2. Document the design and model threats

Keep architecture and design documentation current enough to identify important components, trust boundaries, data flows, and dependencies. Use threat modeling to examine how attackers could misuse those elements and to decide which risks need mitigations or tests. These artifacts help reviewers understand what the software is intended to do and where security controls matter.

3. Plan security testing throughout development

Define security test plans that reflect the design and identified threats, and integrate the checks into development and CI/CD workflows where practical. Testing should be part of producing software, not merely a release-day gate. Component and dependency analysis can complement testing by identifying known vulnerabilities in included software.

4. Retain evidence that supports release and response

Preserve useful records of design decisions, testing, and release processes. Evidence helps teams make informed release decisions and gives responders context if a vulnerability is later reported. The appropriate records depend on the organization’s processes and obligations; the cited guidance does not prescribe one universal evidence format.

Secure open-source and third-party components

Supply-chain security includes the components a team brings into its own software. NIST’s Open Source Software Controls guidance recommends obtaining components through secure channels and using software composition analysis (SCA) to identify publicly known vulnerabilities. It also describes maintaining controlled repositories or libraries for components used in CI/CD workflows.

  • Use acquisition channels that let the organization verify the origin and integrity of components.
  • Apply SCA to identify known vulnerabilities in open-source dependencies; treat results as inputs to risk review and remediation, not as proof that a component is safe.
  • Consider controlled component repositories or libraries so teams can manage what enters build workflows.
  • Connect component findings to ownership and vulnerability-response processes so a detected issue can be evaluated and addressed.

These controls complement secure design, testing, and release practices. They do not eliminate the need to assess how a component is used or whether a reported vulnerability affects the product.

What federal software suppliers should know about attestation

NIST’s purchaser-side guidance helps federal agencies communicate secure-development expectations and request evidence or supplier attestations for risk-based acquisition decisions. It covers federal procurement of software and products containing software, including cloud-based software. It excludes software developed by federal agencies and freely and directly obtained open-source software; open-source components bundled into purchased software remain within scope.

For suppliers, NIST frames attestation as information about ongoing processes and procedures across the software lifecycle. Describing the practices that govern development is typically more useful than describing only one release produced by one instance of a process. An attestation is evidence for an agency’s assessment; it is not, by itself, a guarantee that a product has no vulnerabilities.

Agencies and suppliers can consult NIST’s Software Supply Chain Security Guidance: Purpose and Scope and Attesting to Conformity with Secure Software Development Practices for the procurement context and evidence expectations.

Which SSDF version is current?

NIST’s established SSDF publication is Version 1.1, documented in SP 800-218. NIST’s publication record lists SP 800-218 Revision 1, SSDF Version 1.2, as an initial public draft published December 17, 2025, with its public comment period closed. That record identifies a draft, not a final publication. Check NIST’s Revision 1 publication record for any subsequent status change before treating Version 1.2 as final.

How to use the guidance without treating it as a checklist

  • Map existing controls to PO, PS, PW, and RV to see where responsibilities or evidence are missing.
  • Prioritize practices based on the software’s architecture, dependencies, development environment, and threat exposure.
  • Connect training, design review, testing, component management, release evidence, and vulnerability response into one workflow.
  • For federal procurement, distinguish the supplier’s lifecycle practices from the agency’s need to assess evidence and make a risk-based decision.

The ESF recommendations provide the developer-facing practices; NIST’s SSDF supplies the organizing framework, and NIST’s separate procurement guidance explains how agencies can seek evidence from suppliers. Together, they support a process-based approach without endorsing a specific commercial tool or prescribing one implementation for every team.
