A button, link, tab, or toggle that looks actionable but fails to produce its expected result is a dead feature: a useful descriptive phrase, not an official accessibility term. To find one, check both whether the control can be reached and activated—especially with a keyboard—and whether activation produces the expected result. A visible focus indicator and keyboard access are essential checks, but they do not prove that the action itself works.

What makes a control a “dead feature”?

A control’s appearance sets an expectation. A button suggests that it will perform an action; a link suggests that it will take the user somewhere; a toggle suggests that it will change a setting. When the expected action does not happen, the interface breaks that promise. “Dead feature” describes this problem for readers; it is not a formal WCAG category.

“Does nothing” can describe two different failures. The control may not activate at all, or it may activate without making the result apparent. For example, an action might run but leave the user without a visible state change, confirmation, validation message, or other indication of what happened. Test the action and its outcome separately.

Check access and function separately

Accessibility and functionality overlap, but one does not guarantee the other. WCAG 2.2 Success Criterion 2.1.1, Keyboard, Level A, requires that all functionality be operable through a keyboard interface, subject to its stated exception for functions that depend on the path of movement. Success Criterion 2.4.7, Focus Visible, Level AA, requires a mode in which keyboard focus is visible. The [WCAG 2.2 criteria](https://www.w3.org/TR/WCAG22/) define these requirements.

Visible focus lets keyboard users tell which element is selected. W3C’s [Understanding Focus Visible](https://www.w3.org/WAI/WCAG22/Understanding/focus-visible.html) guidance recommends a visible indicator for every item that receives focus. WAI also advises using distinct, consistent styles to help people identify interactive elements and ensuring keyboard users can reach them and see focus. Those checks help expose access problems; you still need to activate the control and confirm its result.

WCAG 2.2 became a W3C Recommendation on 5 October 2023. Its Success Criterion 2.4.11, Focus Not Obscured (Minimum), says that a focused component must not be entirely hidden by author-created content. A sticky header or overlay can therefore make focus difficult to locate even when the control is technically focusable. See the [WCAG 2.2 standard](https://www.w3.org/TR/WCAG22/).

Audit controls with a repeatable workflow

WAI’s [Easy Checks](https://www.w3.org/WAI/test-evaluate/easy-checks/) recommends a practical first review that includes navigating by keyboard, checking visible focus and logical order, and examining key interactions. Use that as a starting point, then verify each control’s actual outcome:

  1. Inventory what looks actionable. Include links, buttons, form actions, tabs, toggles, menu items, and other elements that appear interactive.
  2. Write down the promise. For each control, note its apparent purpose and expected result: navigation, a state change, validation, submission, or clear error feedback. Check whether its visual treatment is distinct and consistent with other interactive elements.
  3. Navigate without a pointer. Use the keyboard to move through the page. Confirm that controls can be reached, that focus is visible, and that the sequence makes sense.
  4. Check for obscured focus. Look for focused controls hidden completely behind sticky headers, overlays, or other content created by the page.
  5. Activate and verify. Use the keyboard and pointer to operate each control. Confirm that the expected action occurs and that the result is communicated clearly.
  6. Record and retest defects. Describe the blocked user task and its impact. After a fix, repeat the same action with keyboard and pointer input.

Diagnose what “nothing happened” means

When a control appears unresponsive, trace the interaction from selection to outcome rather than concluding from appearance alone. These distinctions help make a defect reproducible:

  • Cannot reach it: The control is missing from the keyboard sequence or otherwise unavailable to the user.
  • Cannot tell where focus is: Keyboard navigation may move, but the focus indicator is absent or hard to see.
  • Cannot activate it: The control receives focus or appears clickable, but activation does not start the expected action.
  • Action occurs without clear feedback: The interface changes or a task proceeds, but the user receives no clear indication of the result.
  • Focus is covered: A sticky header, overlay, or other page content entirely hides the focused control.

Describe the defect in terms of the user’s task and the observed result—for example, “The Save button receives focus, but activating it does not show confirmation or update the page.” That is more actionable than reporting only that a button is broken.

Turn fixes into regression checks

For each defect, preserve the steps that reveal it: the page state, how the control is reached, the input used to activate it, and the expected result. After a correction, repeat those steps and check both keyboard and pointer operation. If the interface has meaningful variations, such as an open menu or a validation error, include the relevant state in the retest.

Prioritize controls that block a primary task, then work through less consequential interactions. This is a practical prioritization approach, not a ranking rule specified by WCAG. For a broader review, compare approaches by whether they test keyboard operation, make focus location and order observable, exercise actions and confirm outcomes, cover the relevant browsers and interface states, and let teams repeat checks after changes.
