A coding agent’s reliability depends on more than the wording of its prompt. It also depends on the environment around it: the project information it can find, the tools and permissions it receives, the checks that define success, and the way it preserves and reports work. That surrounding system is often called an agent harness.
What does a coding agent need besides a prompt?
A prompt communicates what a person wants done. A harness makes that request actionable in a particular repository: it supplies relevant context, gives the agent a defined set of tools, governs its execution loop, and provides ways to verify and inspect the result.
The term is used inconsistently. A 2026 conceptual paper proposes a reference definition and a test for distinguishing an agent harness from adjacent systems such as agent frameworks, SDKs, IDE plugins, evaluation harnesses, and orchestrators. Its abstract describes a harness as the layer that wraps a language model to make it a coding agent able to act on a repository. Read the paper’s abstract.
For practical purposes, look at the responsibilities the surrounding system takes on—not the label a vendor gives it. A practitioner explainer frames these as parts of an agent episode contract and execution system. See the practitioner explanation.

What belongs in a coding-agent harness?
A task contract and a stop rule
Make the goal, constraints, success criteria, and stopping conditions explicit. Say what the agent should deliver, what it must not change, what evidence it should collect, and when it should stop or ask for human help. A request without an observable finish line invites an agent to mistake a plausible answer—or an unfinished attempt—for completed work.
Discoverable repository context
Give the agent a dependable route to project knowledge: architecture notes, conventions, build and test instructions, and relevant domain documentation. Keep durable guidance organized and current rather than expecting a task prompt to carry the whole project.
OpenAI describes using a short AGENTS.md file as a map to structured documentation. In its internal project, the team found that a giant instruction file crowded out task context, accumulated stale guidance, and was harder to verify. That is an account of OpenAI’s system, not a universal benchmark; the transferable point is to make relevant knowledge easy to locate and maintain. OpenAI’s account of its harness engineering.

Tools and enforceable permissions
Specify which actions the agent can take, and put meaningful boundaries in the mechanisms that govern those actions. If an operation requires approval or must never occur, a sentence in a prompt is not a substitute for an enforceable permission or workflow control. Test that the boundary holds in practice.
Verification and feedback
Define “done” with evidence appropriate to the task. Depending on the change, that may mean tests, linters, structural checks, review, or another reproducible check. A fluent report that work is complete is not itself proof that it is correct.
OpenAI says its internal project used mechanical checks for repository knowledge and architecture, as well as pull-request review and feedback loops. These are examples of how validation can be built into a workflow, not a claim that any one check is sufficient for every codebase. OpenAI’s account.

Persistent state, recovery, and traces
Long tasks need enough continuity to resume after interruption or failure. The system should preserve useful state and expose a record of what happened, so a person can understand the agent’s actions, diagnose a stall, and decide what to do next. These are useful design responsibilities; implementations vary, and no single way of storing state or traces is established as universal.
Should you fix a failure with a better prompt or a better rule?
Ask what actually failed. A prompt can clarify intent, but it cannot reliably compensate for every missing capability or control. Use the failure to identify the responsibility the harness is not handling well.

- The agent takes an action that should be constrained: change the enforceable permissions or workflow controls, then test the boundary.
- The agent says it is done without convincing evidence: define executable, task-appropriate acceptance checks.
- The task stalls or loses continuity: improve the execution loop, saved state, and recovery path.
- The agent misunderstands the requested change: make the task contract clearer, including constraints and the expected result.
This distinction is useful because it avoids treating every failure as a prompt-writing problem. The right fix may be clearer instructions, better context, a stronger control, a missing check, or a more reliable way to continue work.

What OpenAI’s internal project illustrates—and what it does not
OpenAI’s Ryan Lopopolo, a Member of the Technical Staff, summarized the working arrangement as: Humans steer. Agents execute.
That is a description of the team’s approach, not a guarantee that an agent can take over a software project without human direction.
In a February 11, 2026 account of an internal product experiment, OpenAI reported that no lines of code were manually written and estimated that the team built the product in about one-tenth the time it would have taken to write the code by hand. OpenAI also reported a repository on the order of a million lines of code and roughly 1,500 pull requests opened and merged over five months after the first commit in late August 2025. It reported an average of 3.5 pull requests per engineer per day for a small team of three engineers, with throughput rising as the team grew to seven. These are OpenAI’s self-reported figures and estimate for its own project, repositories, tools, and team—not independent measurements or a forecast for other organizations. OpenAI also cautions that its end-to-end agent behavior depends heavily on the structure and tooling of its repositories. The account is most useful as a case study in the investment surrounding the agent—repository instructions, organized documentation, CI, linters, tests, instrumentation, and review loops—not as evidence that a longer prompt is irrelevant or that the same results will generalize without comparable work.

How to evaluate a harness or agent workflow
There is no evidence here for a universal winner among named coding-agent products. Compare systems against the same practical questions instead:
- Context: What project information can the agent reliably discover, and how is that information kept current?
- Tools and controls: Which actions can it invoke, and how are sensitive actions bounded or approved?
- Verification: What evidence determines that a task is complete?
- State and recovery: How does it retain progress, recover from failure, and provide a useful trace?
- Assumptions: What model, repository structure, or surrounding tooling does the workflow require?
The harness-definition paper treats the line between a harness and nearby categories as a definitional question; the practitioner explainer provides a responsibility-based way to think about the system.
