A useful Codex skill turns one recurring task into a workflow Codex can recognize and follow. Give it a specific name and trigger, write the steps and expected output in SKILL.md, add supporting files only when they help, and test it against a clear success check. A skill does not automatically need an MCP server: use one when the workflow requires live information, authentication, or controlled actions.

What a Codex skill is—and what it is for

A Codex skill is a reusable set of instructions and supporting resources for a task. Its directory is centered on a SKILL.md manifest with front matter and workflow instructions; optional files can provide references, scripts, templates, or other assets. Skills are useful when a recognizable task recurs and a consistent process improves the result. OpenAI’s Skills guide and Build skills guide describe this structure.

Think of the skill as a playbook, not a general-purpose assistant personality. It should tell Codex what task it covers, when to use it, how to do the work, and what a satisfactory result looks like.

Start by giving the skill one clear job

Choose a recurring task

Pick a task with a recognizable goal and repeatable process—for example, turning meeting notes into an action list in a specified format. Avoid combining unrelated work, such as summarizing meetings, writing marketing copy, and updating a project tracker, in one skill. A narrow purpose makes the instructions easier to follow and the skill easier to select.

Make the trigger understandable

The skill’s name and description help Codex determine when it is relevant. Use a descriptive name and say both what the skill does and the situation in which it should be used. A vague description such as “helps with documents” gives a weaker signal than “turns meeting notes into a concise action list when the user provides meeting notes.” OpenAI’s build guide recommends focusing a skill on a recognizable user goal.

What to put in SKILL.md

Write the core workflow in SKILL.md. Make the instructions explicit enough that Codex can act consistently without guessing about required inputs or the finished result. Include:

  • Ordered steps: the actions to take, including decision points and any rules for handling exceptions.

The following is an editorial starter template, not a quoted OpenAI form:

---
name: meeting-action-list
description: Turn supplied meeting notes into a concise action list when the user asks to extract follow-up work.
---

Use this skill when the user provides meeting notes and requests follow-up actions.

1. Gather the notes and identify decisions, owners, and deadlines.
2. Separate confirmed actions from open questions; do not invent missing owners or dates.
3. Produce a concise list with action, owner, and deadline where available.
4. Check that every listed action is supported by the notes and that missing details are labeled clearly.

When to add references, scripts, or other files

Keep the manifest focused. Add supporting files when they enable the workflow rather than merely making the skill directory larger.

  • Reference file: Put detailed background material or a substantial policy in a separate file when including it all in the core instructions would make them unwieldy.
  • Script: Include one when the task genuinely needs a repeatable executable action. A script can make that action consistent, but it also adds something to maintain.
  • Template or asset: Add a reusable output template, example, or other resource when the workflow depends on it.

OpenAI’s skill-building guidance describes these as optional resources. For a workflow that can be carried out reliably through instructions alone, an instruction-only skill is a reasonable starting point; the evaluation article also describes it as the default recommendation in the skill-creator flow.

Decide whether the skill needs scripts or an MCP server

Instruction-only or script-backed

Use instructions alone when the job is primarily a sequence of decisions or writing steps. Add a script when the workflow needs an executable action that should run consistently. The choice depends on whether the task benefits from execution and repeatability enough to justify maintaining that code.

Standalone skill or skill plus MCP server

A skill can work on its own when its instructions and packaged resources are sufficient. An MCP server may be useful when the job needs live information, authentication, authorization, or controlled actions in an external service. The skill describes when and how to use available tools; the server provides supported data or actions. OpenAI explains this distinction in its build guide and Using skills overview.

Do not add an MCP server just because a workflow is called a skill. First identify what live data or action the task actually needs, then connect a suitable tool only if that requirement exists.

Test the skill against its intended job

Before relying on a skill, define what a good result means and try representative requests. Check both whether the description helps select the skill in the right situation and whether the instructions produce the expected result once it is used.

  • Trigger check: Try a request that should use the skill and a similar request that should not. Confirm the description distinguishes them as intended.
  • Workflow check: Use a representative input and verify the required steps, decision rules, and output format were followed.
  • Edge-case check: Try missing or ambiguous input and confirm the instructions prevent unsupported guesses or provide a useful way to proceed.
  • Regression check: When you revise the skill, repeat the same checks to see whether the change fixed a problem without creating another.

For checks with unambiguous answers, use deterministic criteria—for example, whether required fields are present. For qualities that require judgment, such as clarity or relevance, use a rubric. OpenAI’s article on evaluating agent skills discusses combining these methods to identify improvements and regressions.

Where you can use and share a skill

OpenAI’s Codex app announcement says a skill created in the app can be used in the app, CLI, or IDE extension, and that skills checked into a repository can be shared with a team. Product setup and availability can differ, so check the instructions for the Codex surface you use.

OpenAI’s API skills guide also describes local-execution and hosted, container-based forms for API use. Those API arrangements are separate product contexts; do not assume their setup applies to every Codex app, CLI, or IDE workflow.
