Replace a reference such as tf.optimizers.Adam() with tf.keras.optimizers.Adam() when that matches your code and installed version. If the error persists, check which TensorFlow package Python imported and whether the code was written for TensorFlow 1 before changing your installation.
Use the TensorFlow 2 optimizer namespace
For TensorFlow 2, instantiate an optimizer through tf.keras.optimizers:
import tensorflow as tf
optimizer = tf.keras.optimizers.Adam()The TensorFlow v2.16.1 API reference documents optimizer classes in this namespace, including Adam and SGD: TensorFlow Keras optimizer API. Check that reference for the arguments supported by the version you have installed.
If your code uses tf.optimizers.Adam() and raises the stated attribute error, update the path to tf.keras.optimizers.Adam() if the project is intended to use TensorFlow 2. The error message alone does not identify the cause: it could reflect an API-path mismatch, an unexpected package or module being imported, or a legacy codebase.

Check the imported TensorFlow version and location
Before reinstalling or changing versions, inspect the module that the running Python process actually loaded:
import tensorflow as tf
print(tf.__version__)
print(tf.__file__)tf.__version__ reports the imported package version, while tf.__file__ shows its location. Confirm that the version and path are consistent with the environment where you installed TensorFlow. Also check the project directory for a file named tensorflow.py or a directory named tensorflow, either of which could shadow the installed package. The error wording by itself does not prove that shadowing is occurring.

Determine whether the project uses TensorFlow 1 APIs
TensorFlow 1 and TensorFlow 2 differ in APIs and behavior. If the code comes from an older project or tutorial, decide whether to migrate it to modern TensorFlow 2 APIs or keep selected legacy calls through tf.compat.v1. TensorFlow’s migration guide explains the transition and compatibility options.
The migration guide also describes an upgrade utility that can rewrite some code mechanically. Such rewrites do not guarantee that the full program will work with TensorFlow 2 behavior; review the changes and test the application. Treat tf.compat.v1 as a bridge for specific legacy requirements, not as a universal replacement for TensorFlow 2 APIs.

Change the installation only after checking the environment
If the imported version or package location is unexpected, verify the active Python environment and platform before installing anything. TensorFlow’s official pip installation guide covers installation and verification, and distinguishes the stable tensorflow package from tf-nightly and the CPU-only tensorflow-cpu package. Supported installation details depend on the operating system, Python environment, and current package compatibility, so follow the guide for the environment you are using rather than choosing a package by name alone.
After changing packages or environments, restart the notebook kernel or Python process before testing again. A long-running interpreter can continue using modules it imported before the change.

Quick troubleshooting sequence
- Correct the API path: for intended TensorFlow 2 code, use
tf.keras.optimizers.Adam()or another class documented undertf.keras.optimizers. - Inspect the active import: print
tf.__version__andtf.__file__, then check for a localtensorflow.pyfile ortensorflowdirectory. - Identify the code’s target: determine whether the project is TensorFlow 1-era code and whether it needs migration or a specific
tf.compat.v1API. - Verify package and platform requirements: consult the TensorFlow pip installation guide before changing the installed package.
- Restart and retest: start a fresh interpreter or notebook kernel after an installation or environment change.
