“Make it work offline” is not a cache requirement; it is a lifecycle contract. An application must define when it may start, which failures permit cached configuration, when that configuration must be discarded, and how it can return to live data without unnecessarily disrupting a valid session.

Define readiness as explicit states

Before changing storage, name the states the application can occupy and the events that move it between them. A useful model for a .NET MAUI wrapper hosting a Blazor UI has five states:

  • Uninitialised: startup has not begun resolving configuration.
  • Resolving: the application is attempting to obtain the configuration needed to activate its scope.
  • Ready from live data: a current live response established the active configuration.
  • Ready from fallback data: live resolution failed transiently, and an eligible cached configuration is being used.
  • Unavailable: no valid live or fallback configuration can establish an active scope.

Make transitions explicit for startup, live success, transient failure, authoritative invalidation, fallback rejection, and connectivity recovery. This prevents separate startup layers from quietly enforcing incompatible definitions of “ready.” For example, a lower layer might treat a failed reachability probe as nonfatal, while a higher layer refuses to activate the application scope until its runtime-configuration endpoint answers. During an outage, the result can look like invalid configuration even though the configuration was simply unreachable.

Classify the live result before using a cache

Resolve the live configuration first. Then classify the outcome: a timeout, dropped connection, or temporary server error means the current answer is unavailable; an authoritative not-found or gone response means the configuration no longer exists at that source. Those outcomes should not share one generic “network failure” fallback rule.

  1. Attempt to load configuration from the configured live source.
  2. Classify the failure or response as transient, authoritative invalidation, or another failure that does not permit fallback.
  3. For a transient failure only, check whether cached data passes the acceptance rules below.
  4. When an authoritative response establishes that the configuration is invalid or gone, clear the matching cached fallback rather than reviving it.

A recent cached answer can be useful when the server cannot be reached. But serving it after the server has authoritatively said the configuration is gone can contradict current server knowledge. Apply the same invalidation discipline to other control-plane data, including permissions, feature manifests, and routing metadata. As Ivan Rossouw puts it, “Not every failed request grants permission to use stale data.” This is architecture guidance, not a formal standard.

Set rules for accepting cached configuration

Fallback is safe only when the entry is demonstrably relevant and sufficiently fresh. Check all four conditions before activating it:

  • Logical scope: the entry belongs to the same tenant, user, workspace, or other logical scope being resolved.
  • Configured source: it came from the same configured source now being queried. This matters when configuration contains service addresses or capability switches; a cache from an earlier source could direct work incorrectly while making the app appear healthy.
  • Maximum age: its age falls within an explicit product and operations limit.
  • Clock plausibility: its timestamp is not implausibly far in the future. Define a clock-skew rule so a future-dated entry cannot remain fresh indefinitely.

There is no universal maximum age established for this design. Set the bound according to the outages the product is expected to tolerate and the operational risk of keeping retired configuration active. Document the limit and the behavior when it is exceeded; do not treat “cached” as an expiration policy.

Reconnect without discarding a valid session

Starting from fallback data should leave an explicit refresh-needed signal. When connectivity returns, use the active state to decide how much work is necessary:

  • A valid active scope exists: refresh configuration in place. If the refreshed result remains compatible, update the configuration, clear the refresh-needed signal, and preserve the current session.
  • The refresh says the scope disappeared or changed incompatibly: escalate to full resolution because continuity is no longer safe.
  • The app is unavailable and has no active scope: resolve fully; there is no active state to preserve.

Full reinitialisation can, depending on the implementation, advance a session epoch, cancel in-flight requests, clear actor state, restart background work, or remount the renderer. These are potential disruption points to account for, not measured costs. Prefer an in-place refresh when the active scope remains valid; do not preserve it when the refreshed truth makes it unsafe.

Use connectivity and storage as fallible dependencies

Connectivity is context, not proof

.NET MAUI’s connectivity documentation describes IConnectivity for inspecting network accessibility and connection changes. It also warns that a reported Internet connection does not guarantee full web access: a device may have Wi-Fi while its router has lost Internet access. Treat connectivity status as useful context, not evidence that a particular configuration endpoint will answer.

Storage failures should not become startup failures

Make fallback storage fail-soft: a read failure behaves like a cache miss; a write failure removes future offline convenience but should not invalidate a successful live load; a failed clear remains bounded by expiry; and cancellation must still propagate. Test serialization with round trips, and resolve services through the real dependency-injection container so a missing registration cannot silently select an optional null implementation.

Microsoft describes MAUI Preferences as a key/value store for small amounts of text, with platform-specific persistence behavior. That description alone does not establish that Preferences is appropriate for every runtime-configuration cache; choose storage based on the configuration’s size, sensitivity, and durability needs.

Review the contract with concrete failure cases

For each startup and recovery path, ask which state is active, what evidence permits the next transition, and what the user experiences if a dependency fails. Useful cases to exercise include a live success, transient endpoint failure with eligible cache, expired or wrong-source cache, authoritative not-found with an existing cache, failed cache read or clear, and reconnection while a valid session is active. The review question is: “Which state are we in, what evidence permits this fallback, and what is the least disruptive path back to live truth?”

The state model, cache rules, and recovery guidance here are recommendations from Ivan Rossouw’s article on offline readiness, posted September 21 with no year stated on the opened page. They are not reported experiments: no outage tolerance, cache age, startup success rate, reconnect frequency, or performance comparison is established.
