Protect sensitive data in two places: encrypt stored copies—such as data on computers, removable media, or storage infrastructure—and use TLS to protect information sent between a client and server. Then plan who controls the encryption keys, how access is restricted, and how data can be recovered if a key is lost. Disk encryption or TLS alone does not settle those key-management and recovery questions.

What needs encryption: stored data, transmitted data, or both?

Choose protections according to where the data is and what it is doing. NIST addresses storage encryption for end-user devices in Special Publication (SP) 800-111, and TLS selection and configuration for electronic dissemination in SP 800-52 Revision 2. NIST SP 800-209 addresses security in storage infrastructure. These are different settings, not interchangeable encryption options.

These protections address different data states. TLS protects communication between the client and server; it does not by itself answer how a stored copy is encrypted or how its keys are managed.

How do you plan key access and recovery?

Encryption depends on keys: someone or some process must be able to use the relevant key to access protected data. NIST SP 800-57 Part 1 Revision 5 provides general guidance on managing cryptographic keying material, while SP 800-111 applies related concerns to storage encryption on end-user devices.

Decide how each key will be generated, used, stored, recovered, and ultimately destroyed. Define who is allowed to access keys and how that access is controlled. Treat these as part of the protection design, not as administrative details to settle after deployment.

Recovery needs particular attention before encryption is enabled. NIST SP 800-111 warns: “If a key is lost or damaged, it may not be possible to recover the encrypted data from the computer.” Establish and test an authorized recovery route appropriate to the deployment; otherwise, a lost key can mean permanently inaccessible data.

How should organizations administer encryption?

For an organization, decide who administers the deployment and how policy, updates, logs, authenticators, and recovery operations will be handled. NIST SP 800-111 recommends centralized management for most storage-encryption deployments, with exceptions for standalone and very small-scale deployments. Central administration is therefore a scale-dependent recommendation, not a requirement for every person or setup.

For storage infrastructure, NIST SP 800-209 recommends end-to-end encryption of sensitive information, including data at rest. The exact design depends on the infrastructure and operational needs; the guidance does not endorse a particular vendor or product.

What is a practical deployment sequence?

  1. Map the data states. Identify which sensitive information is stored on endpoints, removable media, or storage infrastructure, and which information is sent over networks.
  2. Choose protection for each location. Plan storage encryption for stored data and TLS for client-server communication. Do not treat one as a substitute for the other.
  3. Assign key responsibilities. Specify who can administer, access, and recover keys, and how those actions are controlled.
  4. Plan for loss and recovery. Decide how authorized users regain access if a key is lost or damaged, and make the recovery procedure part of deployment planning.
  5. Match administration to scale. Determine whether centralized management is appropriate for the organization, or whether the deployment is standalone or very small-scale.
  6. Verify current implementation guidance. Check the latest NIST publication status before choosing version-specific TLS settings or key-management procedures.

What should you check before choosing a specific configuration?

Guidance status can change. NIST’s SP 800-52 Revision 2 publication page reported that the publication was under review on May 7, 2026. Check that page for current guidance before relying on version-specific TLS setup instructions. NIST’s key-management page listed an initial public draft of SP 800-57 Part 1 Revision 6 dated December 2025; check for a final successor before treating a revision-specific recommendation as current. SP 800-111 is a legacy guide, so use it for its conceptual storage-encryption guidance rather than as a current product specification.

The cited NIST publications provide a framework for matching encryption to data location, key custody, recovery, and scale. They do not rank commercial products or establish one configuration that is best for every threat model. For removable storage, a hardware-encrypted USB flash drive is a relevant category to consider, but the device does not remove the need for a key-access and recovery plan; no particular model or specification is established here.
