Put it in a central data center or cloud region when shared scale, managed services, and centralized operations matter more than proximity. Many systems work best split across both: keep time-sensitive or restricted components local and use central services for tasks that can safely tolerate the trip.
How to decide where a workload belongs
Choose a location by the workload’s constraints, not by whether its architecture is labelled “edge” or “cloud.” Map where users, devices, and data actually are, then measure the full path from request or input to response or action. A central region near an organization’s headquarters may still be far from its users; AWS advises choosing placement based on the workload’s network requirements, not the decision-maker’s location (AWS Well-Architected Framework, PERF04-BP06).
- Screen for hard constraints. Identify which data must be stored or processed within a particular boundary, whether derived data may leave it, and whether contracts or security policy restrict movement. Remove locations that cannot meet those requirements before comparing performance or cost. Compliance interpretation depends on the organization and jurisdiction; AWS’s hybrid-cloud guidance leaves that determination to the customer and recommends review with legal and security teams (AWS Data Residency and Hybrid Cloud Lens).
- Define service targets. Set requirements for end-to-end response time, throughput, concurrency, and completion time. Measure from the user or data source through application, compute, storage, and network—not just the network segment—and test representative normal and peak demand, maintenance, and intended failure conditions. Microsoft recommends measuring workload paths and sizing for real demand and failure scenarios in its Azure Local architecture guidance.
- Trace data and traffic. Estimate input and output volumes, synchronization frequency, and how often users or systems need the same content. Processing near a large source can reduce repeated transfers; caching can bring frequently requested content closer to users without relocating the whole application.
- Compare only feasible designs. Assess latency and jitter, capacity, transfer volume, resilience, operating effort, and total cost. If a central design meets the workload’s targets without excessive movement or risk, edge placement may add complexity without improving the outcome.
Workload patterns and starting placements
These are starting points, not rules that force an entire application into one tier. A single service can have a local response path and central systems for training, storage, or fleet-wide analysis.

When a central data center or cloud region is the better fit
Central placement is a strong starting point for workloads that benefit from elastic shared capacity, managed databases and platforms, large-scale training, or processing that can run asynchronously. It also provides a natural place for shared services, centralized orchestration, policy, and fleet-wide analytics when the necessary data can reach it.

Centralization is not automatically simpler for every component. If every device must send raw input to a distant service before a time-sensitive action can occur, or a critical process stops when the WAN fails, test a local execution path. But avoid distributing services solely because an organization has a branch office, factory, or connected devices; each site adds infrastructure and operational responsibilities.
What “edge” can mean in practice
Edge is not one fixed location. It can mean compute on a device, at an enterprise site, in an on-premises rack, in a provider’s metropolitan zone, or inside a mobile carrier network. The distance to the workload, available services, connectivity, ownership, and failure modes vary across these options.

- Device or site edge: Useful for local control, filtering, and processing that must continue without a remote round trip. The organization may also need to manage site hardware, software updates, capacity, and recovery.
- Metropolitan or carrier edge: A provider-operated option can move compute closer to users or devices without putting equipment at every site. AWS describes Local Zones as placing compute and storage near population centers and Wavelength as embedding them in telecom-provider networks (AWS Wavelength FAQ). Availability and supported services depend on the specific location and offering.
- On-premises provider infrastructure: AWS describes Outposts as AWS-managed infrastructure on premises for workloads that need to remain there and integrate with AWS (AWS Wavelength FAQ). Azure Local is a separate Microsoft offering with its own validated deployment and hardware requirements (Microsoft Azure Local architecture guidance); these products are not interchangeable labels for a generic edge tier.
Latency targets are workload-specific
There is no universal latency cutoff that determines whether a workload belongs at the edge. Set targets from the application’s needs and measure the complete request-to-response or input-to-action path under realistic conditions. Network latency alone does not account for application processing, storage access, queueing, or jitter.
AWS’s 2026 telecom AI article uses under 10 milliseconds for selected real-time telecom examples, such as policy enforcement and automated traffic rerouting, and 10–50 milliseconds for examples it says can use metropolitan Local Zones (AWS for Industries). Those are examples in a telecom-specific deployment framework, not general edge-computing standards. A video-processing pipeline, an industrial control loop, and an asynchronous reporting job have different acceptable delays.

Account for resilience, operations, and total cost
Edge can reduce data movement or preserve local service during an interruption, but it shifts work into a more distributed operating model. For any candidate site, decide how the workload behaves if the WAN, site, rack, or individual component fails; whether it buffers data locally; and how it recovers or synchronizes state when connectivity returns.
- Performance and capacity: Validate compute, accelerators, storage, network throughput, and concurrency at the proposed location. Profile representative demand instead of sizing from aggregate CPU and memory totals alone.
- Data movement: Estimate raw input, selected output, synchronization frequency, and transfer charges. Local processing can reduce upstream volume, but synchronization and central aggregation still consume bandwidth.
- Operating model: Include hardware lifecycle, patching, security, monitoring, spares, support coverage, and the skills needed to operate distributed sites. AWS’s telecom AI guidance calls out specialized model optimization and fleet operations across sites (AWS for Industries).
- Total cost: Compare hardware and facilities with cloud consumption, connectivity, data transfer, licensing, availability engineering, support, and realistic utilization. The available architecture guidance does not establish a vendor-neutral cost break-even point; the result depends on local assumptions.
Use end-to-end monitoring and review cost and utilization over time across central, on-premises, and edge resources, as recommended in the AWS Data Residency and Hybrid Cloud Lens. A deployment that meets targets only at average load or only while every connection works is not sized for its intended operating conditions.

How a hybrid design divides the work
Hybrid is not a compromise tier; it is a way to put each component where its constraints fit. A local agent can use nearby tools and data for a responsive action while a central orchestrator coordinates work that is safe to distribute. For AI, this can mean local inference or data access with central services for broader models or orchestration, depending on what may cross the boundary. AWS documents this regional-orchestration/local-agent pattern for distributed agentic AI workloads (AWS, June 22, 2026).
Make the boundary explicit: identify which data and actions remain local, what can be sent centrally, what happens when connectivity is lost, and how local state is reconciled afterward. This avoids treating “hybrid” as a vague label while leaving data movement and failure behavior undefined.

Bottom line
Start with hard location and connectivity constraints, then measure the workload’s real end-to-end targets. Use central infrastructure for work that benefits from shared scale and can tolerate distance and transfer; use edge infrastructure when proximity, local processing, or independent local operation changes the result. Split components when that delivers both outcomes without exceeding the organization’s capacity to operate the design.
