A setup screen can show that a setting appeared in an interface at a particular moment. By itself, it does not establish that the setting was applied to every relevant system, persisted, or worked as intended. For a defensible claim, corroborate the screen with system data, asset and change records, and tests of the control’s behavior.
What a setup screen can—and cannot—show
A screenshot or configuration page is evidence of what the interface displayed, in the context captured. Its meaning is bounded by details such as the system, environment, account or role, and capture time. It may support a point-in-time claim about a displayed value; it does not automatically establish the live state of other systems or users, or prove consistent operation over a period.
The U.S. Government Accountability Office (GAO) advises auditors to corroborate inquiries and notes that observation provides evidence only for the time observed. Additional evidence is needed to assess whether a control functioned consistently throughout an assessment period. A setup view is therefore a useful artifact, but its strength depends on what claim it is being used to support.
Build evidence around the claim
Use evidence that addresses the actual question: Is the setting configured, does it cover the relevant population, and does the control behave as required? GAO distinguishes information displayed in an interface from system information that can provide evidence about actual configuration. In its Federal Information System Controls Audit Manual, GAO states: “Analysis of system information (e.g., configuration settings, access control lists, etc.) obtained through system or specialized software provides the auditor with evidence about actual system configuration.”

- Preserve the screen’s context. Record the system, environment, account or role, and capture time when they are relevant. The screen documents what was visible; do not use it alone to imply broader coverage.
- Inspect system information. Where appropriate, obtain configuration settings or access-control information from the system or specialized software. This can help establish actual configuration rather than merely what a setup interface displayed.
- Define the in-scope assets. Identify the systems that should receive the setting and the approved configuration profile or baseline. NHS England Digital recommends sampling assets to check that documented profiles have been correctly applied.
- Review changes and status. Check configuration-change approvals and records, whether profiles were updated to reflect approved changes, and whether settings have been applied to the relevant assets. Track justified deviations and validate settings on a schedule or when the environment changes.
- Test the relevant behavior. If the claim is that a control works, examine whether it actually behaves as required—not just whether a setting is shown. NHS England Digital gives checking whether MFA is required during privileged login, including testing a sample of privileged users, as an example.
- Match evidence timing to the conclusion. A screen or observation supports a claim about the time it was captured or observed. A conclusion about operation across a period needs evidence that addresses that period.
Choose evidence that fits the question

These methods answer different questions; they are not interchangeable. A system query may establish configuration but not behavior. A successful operation test may establish behavior for the tested cases without showing fleet-wide coverage. Use a combination that matches the claim’s scope and time period.
Be precise about image integrity
Do not treat every screenshot as invalid, or assume that every setup screen can be forged. NIST SP 800-63A includes controls for checking media integrity and source confidence in defined remote identity-proofing workflows that use optical capture or recognition. That guidance applies to those identity-proofing processes; it is not a general rule for configuration screenshots or every audit.

State the conclusion at the level the evidence supports
Describe what was checked, which systems or users were in scope, when the evidence was collected, and whether the work examined configuration, application, or actual behavior. If you inspected only one screen, say what it showed and avoid presenting it as proof of broad coverage or ongoing operation. Where you sampled assets or users, make the sample’s scope clear. The conclusion should not claim more than the evidence demonstrates.
