A grid interconnection study assesses whether the electric system can reliably serve a proposed data center load, and what conditions or upgrades may be needed to do so. Planners need more than a peak-demand figure: they need credible forecasts and details about how the facility’s electrical load may ramp, trip, and return. In the United States, the process depends on the transmission provider, regional rules, and project; there is no settled, universal nationwide study sequence for large loads.

What a large-load interconnection study is meant to determine

The study evaluates how a proposed facility would affect the electric system and whether that system can serve it reliably under the conditions being considered. Its findings inform whether service is feasible as proposed, whether operating conditions or flexibility are needed, and whether transmission or generation additions may be required.

A proposed data center is a large electrical load, not a generating facility. Its assessment should not be confused with the generator interconnection queue process. Nor does a study finding that a site can be served under a particular arrangement mean every requested service level is immediately available.

What planners need to know about the data center

A useful assessment starts with a credible forecast of the facility’s expected demand and a description of how that demand behaves. NERC says large-load forecasting needs to account for characteristics beyond the total megawatts requested, including ramping capability, power-electronic settings, internal protection schemes, and coordination among facilities. Its May 2025 Large Loads FAQ notes that emerging loads can change quickly; AI training and inference may be among the reasons for controlled ramping.

Data centers do not all operate alike. A study’s assumptions should reflect the particular site, equipment, operating profile, and any related facilities rather than treating every data center as having the same load pattern.

Load changes, trips, and restoration

Planners need to understand not only ordinary demand but also how the load could change during disturbances. Abrupt disconnection or restoration can produce rapid shifts in demand. Electronics at a data center may also be sensitive to electrical conditions such as low voltage, which can affect whether equipment stays connected. Those behaviors matter when assessing reliability, voltage, frequency, and potential oscillations.

How planners assess reliability

The analysis asks how the proposed load interacts with the bulk power system in normal conditions and during disturbances. That requires models capable of representing the facility’s electrical behavior. NERC has warned that current dynamic load models can have difficulty accurately representing some emerging loads, making model quality and assumptions important to the reliability assessment.

For a data center, the relevant questions include how its demand ramps, whether equipment may disconnect under poor electrical conditions, and what happens when service is restored. The answers can affect the system conditions under which service is considered reliable. The study is therefore not just a check that enough energy can be purchased; it is an assessment of how the load and grid behave together.

How capacity constraints can lead to upgrades or conditions

Study results must be considered alongside the transmission and generation capability available to serve the site. If the existing system cannot support the requested load or service conditions, planners may identify a need for transmission additions, generation, or a different operating arrangement. Those requirements have schedules as well as engineering implications.

NERC states that transmission expansion projects can take a decade from planning to energization, while generation can also take years. These are broad planning horizons, not a promised schedule for a particular data center or a statement that every project needs an upgrade. A desired connection date may therefore differ from the date when all infrastructure needed for the requested service can be available.

How flexibility, co-location, and cost enter the discussion

Some projects may be able to alter or curtail demand under specified conditions; others may seek to pair grid service with co-located or behind-the-meter generation. These arrangements can change the questions planners and regulators need to answer, but they do not remove the need to assess reliability. A project’s actual capabilities and operating arrangements matter.

As of October 4, 2026, FERC’s RM26-4-000 large-load docket is gathering input on potential approaches to timely, orderly, reliable, and non-discriminatory interconnection. Topics include whether flexible or curtailable loads could be studied faster; who should bear upgrade costs and whether credits may apply later; how to assess a generator partially serving a co-located customer; and how to handle requests already under review if requirements change. These are questions under consideration, not universal rules already settled for every project.

FERC’s June 2026 large-load show-cause fact sheet says the Commission issued tailored show-cause orders to six jurisdictional regional operators and their transmission owners, calling for a justification or proposed tariff changes within 60 days. The fact sheet identifies study efficiency, cost transparency, co-location and behind-the-meter generation, flexible large-load transmission services, and study processes for generation serving electrically proximate loads as areas for attention. It does not establish that one uniform nationwide load-study process has resulted. State authority over generation siting and retail rates remains part of the framework described by FERC.

Why the process differs by region

There is no single nationwide sequence of study phases or guaranteed time to power established by the sources cited here. A real project’s requirements depend on the applicable transmission provider, regional transmission organization or independent system operator (RTO/ISO), tariffs, state process, and the project’s characteristics. FERC’s RM26-4 docket describes large loads generally as electricity demand greater than 20 megawatts (MW); that is the docket’s general description, not a universal threshold for every utility or jurisdiction.

For a project, the practical starting point is to identify the transmission provider and the applicable RTO/ISO tariff and state process, then confirm the provider’s current requirements for load requests and studies. The provider-specific rules—not a general description of generator queues or a proposed federal policy—determine what applies to that project.

Large-load studies are not generator interconnection studies

FERC Order No. 2023 reforms procedures for connecting generating facilities, including a shift toward cluster studies and stronger readiness requirements. Those generator-queue reforms are relevant context for grid-study capacity, but they do not mean a data center seeking to consume electricity automatically enters the generator cluster process. For a large load, consult the applicable transmission provider, RTO/ISO tariff, and state process.

FERC’s 2023 Order No. 2023 explainer reported that, at the end of 2022, more than 10,000 active generator interconnection requests represented over 2,000 gigawatts (GW) of potential generation and storage capacity; it also reported that 68% of 2,179 generator studies completed in 2022 were issued late. Those figures describe generator requests and studies, not large-load studies.

How project studies relate to regional transmission planning

A project-level assessment addresses the proposed connection; it is not a substitute for longer-range regional transmission planning. Under Orders 1920, 1920-A, and 1920-B, FERC requires long-term regional planning using at least three distinct scenarios and a planning horizon of no less than 20 years, with scenarios reassessed at least every five years. The framework considers longer-term transmission needs and cost allocation; it does not promise a particular data-center connection date. NERC describes a “proactive, holistic approach” as necessary for integrating large loads. For a data center, that means forecasting its electrical behavior credibly, assessing reliability and available system capability, and identifying what operating conditions or infrastructure the requested service may require. The specific process and outcome still depend on the project and the rules that govern its location.
