Employers can make AI training more useful by starting with the tasks people need to do, then teaching the skills required to use AI appropriately in those tasks. That skills-first approach can help connect learning to real jobs, but it is not a proven universal fix: the available evidence does not show that it outperforms degree-based training or causes higher productivity.

Why AI skills training needs to catch up

Workplace AI use and employer-provided training do not move in lockstep. In a global survey of nearly 1,300 workers, The Conference Board reported that 55% regularly used AI, while 33% had participated in employer-provided AI training in the previous six months. The same survey found that 28% said their employer provided no AI training. These are worker-reported findings from that survey, not a universal estimate of workforce training. The Conference Board’s July 28, 2026 release describes the results.

Other evidence points to the same challenge, but measures different populations and questions. The UK government’s SKAI executive summary reports that more than 44% of surveyed organisations used AI tools daily. Its AI Labour Market Survey 2025 executive summary found that 97% of respondents identified at least one AI skills gap; 57% reported a technical gap and 30% a non-technical one. In that survey, 88% of organisations used on-the-job training. Those UK figures should not be combined with the global worker survey as though they measured one shared rate.

The OECD’s April 2025 policy brief concludes that current training supply may not be sufficient to meet growing demand for general AI literacy. The practical issue for an employer is not simply whether staff have tried an AI tool. It is whether they can use it safely and effectively for the work they are responsible for.

What a skills-first approach means

A skills-first approach begins with the work, not a generic course catalogue or an assumption that everyone needs the same credential. For each task, define what the employee needs to produce or decide, where AI may help, and what judgment remains the employee’s responsibility. Then identify the skills that support that outcome and choose learning that builds and tests them.

This is a design frame, not a finding that skills-first training is superior to degree-based education. The UK government’s SKAI evidence describes formal education, employer-led learning linked to roles or tasks, and informal or self-directed learning as distinct routes. In practice, they can complement one another: formal provision can establish foundations, employer-led learning can address a particular workflow, and informal learning can support continuing practice.

How to design AI training around actual work

  1. Choose a task, not just a tool. Identify a specific workflow where AI may be used, such as drafting, summarising, research support, or analysis. Describe the expected output and the decisions a worker must still make. The SKAI evidence supports role- and task-linked employer training as one route; this step-by-step design is practical guidance, not a tested intervention result.
  2. Specify the skills the task requires. Consider what a worker must know to give useful instructions, judge whether an output is relevant and reliable, protect sensitive information, and revise or reject unsuitable results. The balance will differ by task and role; do not treat tool familiarity alone as proof of capability.
  3. Use a shared skills framework. Map learning objectives to a clear framework so managers, learners, and trainers have a common way to describe the skills being taught. The U.S. Department of Labor’s February 13, 2026 notice presents its AI Literacy Framework as a resource for program design and encourages expanded AI literacy training across public workforce and education systems. It is federal guidance, not evidence that a particular course or framework has been proven best.
  4. Build practice around the real context. Use exercises that resemble the work employees will actually do, including evaluating outputs and deciding when not to rely on them. The UK government’s SKAI insight briefing found that 34% of surveyed organisations lacked practical, contextualised learning. That figure describes those surveyed organisations, not all employers.
  5. Make participation feasible. Offer formats and timing that fit different roles and working patterns. In the same SKAI insight briefing, 51% of surveyed organisations cited missing flexibility and accessibility. This is a reported organisational gap, not a measure of employee ability.
  6. Reinforce learning through work. Pair structured instruction with supported on-the-job practice and opportunities to ask questions. Informal learning can help people get started, but the UK SKAI executive summary cautions that trial-and-error alone may lead to uneven and risky practice.

How to choose and combine training routes

There is no single format established as best across roles. Compare options against the job they are meant to support and consider how they fit together.

The UK government’s SKAI research drew on 23 workshops, 10 case studies, and 536 survey responses. Its evidence describes multiple learning routes and reported design gaps; it does not rank providers or establish one optimal format. A useful selection test is whether a learning option is relevant to the task, includes contextual practice, is accessible, and makes the intended skills clear.

How workers can build AI skills for a job

If you are an employee, start with a recurring task in your role rather than trying to learn every AI tool at once. Ask your manager which uses are permitted, what information must not be entered into a tool, and what standard the final work needs to meet. Then look for learning that gives you a chance to practise that task and assess the output—not just watch a demonstration.

  • Identify the task and the result you are responsible for.
  • Learn how to use the approved tool for that task and how to review its output.
  • Practise with realistic examples and compare the result with the quality your job requires.
  • Ask for feedback on decisions that require human judgment, including when to revise or discard an AI-generated result.

What the evidence does—and does not—show

The figures above come from different studies: a global worker survey, UK organisation research, UK labour-market respondents, OECD policy analysis, and U.S. federal guidance. Their populations, methods, time periods, and questions differ, so the figures are not directly comparable. Taken together, they show reported gaps between AI use, training, and perceived skills needs; they do not prove that a particular training model closes those gaps.

In particular, the evidence does not establish that skills-first training outperforms degree-based training or quantify a causal effect on productivity. Tool use is not the same as demonstrated capability, and completing a course is not by itself proof that a workplace skills gap has closed. Employers should define the task and skills they want to support, then assess learning against those expectations rather than treating attendance as the outcome.
