A quota or billing error is not a short article. If a retry loop handles a provider rejection as though generated text failed a length check, it may send the same request again without fixing the account limit that blocked it. First identify the error; retry only when it represents temporary throttling.
Why a quota error can look like a content problem
A generation workflow can fail at two different stages: the provider may reject the request before producing an article, or a successful response may contain text that fails your length check. Those are different failures and need different handling.
HTTP 429 alone does not settle the question. Depending on the provider and the specific error, it can indicate temporary request or token throttling, or a quota, credit, billing, or configured usage/spend limit. OpenAI’s rate-limit troubleshooting guidance distinguishes these causes; inspect the response details rather than treating every 429 as a signal to wait and resend.
The title’s four days and three wasted calls per run describe an author’s reported experience, not figures established by provider documentation. Such counts are meaningful only when supported by run logs that show the actual attempts and their outcomes.

Diagnose the failure before changing the retry loop
- Record what actually happened. Capture the HTTP status, full response body, provider error code or type, relevant headers such as
Retry-After, request ID, timestamp, and actual attempt count. Keep enough context to distinguish the provider’s response from an SDK error or your own article-length validator. - Branch on the specific error. A temporary request- or token-rate limit calls for pacing. An exhausted balance or usage/spend ceiling calls for account action. OpenAI notes that billing-related failures can use the broad error type
insufficient_quota; that type alone may not identify the precise remedy. Check the code and message alongside it. - Check which account controls the key. For quota, credit, billing, or spend-limit failures, inspect the organization or project associated with the API key and address the relevant balance or usage setting. Retrying does not replenish credits or change a configured ceiling. OpenAI’s API error troubleshooting and usage and spend limit guidance describe the account-side checks.
- Keep quality checks downstream of generation. Run article-length validation only after receiving a successful generation response. Treat a provider rejection as a provider failure, not as empty or too-short content. This separation is an implementation recommendation based on the different error classes, not a provider-mandated architecture.
When retrying is appropriate
Retry temporary throttling with delay, not immediately. If the response supplies a valid Retry-After value, wait at least that long. Otherwise, use exponential backoff with jitter and impose both an attempt limit and a maximum elapsed-time limit. OpenAI’s rate-limits guide cautions that unsuccessful requests can still contribute to per-minute limits, so rapid retries can make throttling worse.
Do not retry quota, billing, spend-limit, or other errors that require an account change. The OpenAI guide states: “Don’t retry quota, billing, or other errors that require you to take action.” Surface the actionable error to the operator or user instead of disguising it as a content-quality failure.

Check retries at every layer
Your application may not be the only retrying component. Inspect the application loop, framework, HTTP client, and provider SDK. OpenAI’s error-code guidance notes SDK retry behavior; overlapping automatic and application-level retries can multiply the number of calls. Decide which layer owns retries, or account explicitly for the combined attempt count.

A safer retry-loop decision
- Successful response, text too short: apply your content-quality policy, such as requesting a continuation or revising the prompt.
- Temporary rate-limit response: honor
Retry-Afterwhen present; otherwise back off with jitter, while enforcing attempt and elapsed-time caps. - Quota, credit, billing, or spend-limit response: stop retries and report the account action required.
- Unclear or unclassified response: preserve the exact response and request context, avoid an unbounded retry, and investigate the provider’s current error documentation.
