There is no single verified national count of cities that have ended active Flock Safety camera contracts. Available trackers show a substantial stream of decisions, but they count different things—including terminations, non-renewals, pauses, rejected proposals and cameras being switched off. Those figures do not establish a consistent national acceleration rate, either.

What the available counts actually measure

The reported totals are snapshots from trackers, not an official census of cities that terminated active contracts. They also cover different kinds of public bodies and different outcomes, so they should not be added together or compared as if they measure the same thing.

The figures are not directly comparable: the trackers use different definitions, dates and geographic scopes. In particular, a broad “ending” total should not be presented as “cities that canceled their contracts.”

Why “dropped” can mean several different things

In ordinary conversation, a city may say it “dropped” a camera system. The phrase does not, by itself, tell you whether the contract ended or whether cameras and data access are still active. Finding Flock distinguishes several outcomes that are often blurred together:

  • Terminated: The jurisdiction formally ended an active contract.
  • Non-renewed or expired: The agreement reached its end and was not extended. That is different from ending it early.
  • Paused or suspended: Use stopped temporarily or pending review; the contract may still be in place.
  • Rejected: A proposed agreement did not take effect, so there may be no active contract to cancel.
  • Deactivated: Cameras were switched off. Deactivation does not necessarily mean the contract was terminated, equipment removed or data access ended.

Scope matters too: a tracker may include counties, school districts, police agencies and other public bodies alongside cities. A decision date is not necessarily the date cameras came down or system access ended. To understand an individual entry, check the contract status, effective date, equipment status and data-access status separately.

Recent decisions show scrutiny, not a measured national acceleration

Local examples illustrate the variety of decisions behind tracker totals. In September 2026, Axios reported that Englewood, Colorado’s council voted 6–0 to terminate its Flock contract. The city had 12 stationary readers and paid $64,500 annually. A proposal to replace Flock with Axon deadlocked 3–3, so the vote to terminate Flock did not amount to approval of that replacement.

Englewood’s debate included data access and safeguards, contract and removal costs, and the possibility of switching vendors. Councilmember Rita Russell said, “Whether we use Flock or Axon, it’s no different.” That was Russell’s view in the debate, not a technical finding that the systems are equivalent. A decision to end one vendor’s contract does not necessarily mean a jurisdiction has rejected the broader use of automated license plate readers.

In Sedona, Arizona, the Finding Flock tracker records a 7–0 council vote on September 9, 2025, to cancel the contract and remove cameras. Its summary attributes the decision partly to concerns about the vendor’s statements on data sharing. The example predates the 2026 tracker snapshots and is a recorded contract decision, not evidence of how quickly national decisions are increasing.

Together, the examples and trackers support a visible run of public decisions and growing scrutiny. They do not provide a dated, consistently defined series of jurisdiction-level outcomes from which to calculate an “explosion” or national growth rate.

Why jurisdictions are reconsidering contracts

Reported debates touch on privacy, data access, public trust, surveillance scope, cost, safety arguments and whether to adopt another vendor. These are recurring issues in the cited coverage, not a ranked explanation for decisions nationwide. The balance differs by jurisdiction: some concerns may focus on information sharing or safeguards, while others involve contract expense, removal costs or the merits of a replacement system.

When comparing decisions, look for the stated rationale alongside the operational details. A vote may cover Flock license plate readers only or other services as well; the agreement may have a termination fee or simply be nearing expiration; and a replacement vendor may be proposed but not approved. Those distinctions help explain what a “dropped” system means in practice.

How to verify a claim about a particular city

  1. Identify the public body. Confirm whether the decision concerns a city, county, school district, police agency or another jurisdiction.
  2. Read the action precisely. Look for a termination vote, a non-renewal, a pause, a rejected proposal or a deactivation—not just a headline saying cameras were dropped.
  3. Check the dates and contract status. A council vote, contract end date and operational shutdown can occur at different times.
  4. Check what changed operationally. Determine whether cameras were disabled or removed and whether data access ended.
  5. Check scope, rationale and replacement plans. Establish which Flock services the decision covered, what reasons officials gave, any stated costs, and whether a proposed alternative actually passed.

Trackers are useful for finding decisions, but their entries may describe different stages or outcomes. For a city-specific conclusion, the decisive evidence is the jurisdiction’s contract and official record of its action.
