Set three separate ceilings for an autonomous agent: a maximum exposure per consequential action, a budget for each run or session, and a cumulative project or organization cap. Enforce them in a policy service or execution layer outside the agent’s control—not in its prompt or editable configuration. The three-layer model is a practical design pattern, not a standard with prescribed dollar amounts.

What the three limits control

These limits cover different ways an agent can create cost or exposure. A per-action ceiling limits one transaction; a run budget contains a task that makes too many calls; and an outer cap bounds cumulative consumption across tasks. Choose amounts based on your own risk tolerance and operating needs: the cited guidance does not set universal thresholds.

1. Set a ceiling for each consequential action

Define the maximum value or exposure the agent can initiate in a single action. This is an operator-defined policy, not an amount prescribed by OWASP or OpenAI. Apply it to actions that can spend money or create comparable exposure, such as purchases, transfers, and paid API-triggered operations.

When an action exceeds your chosen ceiling, or is irreversible or high-impact, require a human to approve that specific action before execution. Approval should be tied to the action, target resource, and normalized parameters; an approval for one request should not authorize a materially different request. OWASP also recommends recording the actor, timestamp, and expiry, with short-lived authorization artifacts and replay protection for irreversible operations. 2. Budget each run or session

Set hard bounds on the resources a task can consume before it must stop or request intervention. OWASP specifically recommends limits on tool calls, API usage, and session duration to contain runaway or adversarially triggered execution. Those are resource controls; translate them into cost-aware limits appropriate to the tools and APIs your agent can invoke.

  • Limit the number of tool calls and paid API operations available in one run.
  • Set a maximum session duration so a task cannot continue indefinitely.
  • Define what happens at the boundary: block further calls, stop the run, or pause for an authorized review.

Make the enforcement component count and reject over-budget requests. An alert that fires after the run continues is useful for visibility but is not a hard limit.

3. Set a cumulative project or organization cap

Use an outer limit to govern aggregate consumption across tasks, rather than assuming that individually bounded runs cannot collectively exceed the amount you are willing to spend. Put this cap in the relevant administrative or execution controls, and define how new work is handled when it is reached—for example, block further paid actions pending review.

Usage reporting helps check consumption, but should not be mistaken for enforcement. OpenAI’s Organization Usage API reference distinguishes detailed usage data from its separate Costs endpoint. The documentation recommends the Costs endpoint or the Costs tab in the Usage Dashboard for figures that reconcile to invoices. It also notes that usage and cost records may not match perfectly because they record consumption differently. The cited documentation describes reporting and reconciliation; it does not establish that those reports automatically block an agent at a spend threshold.

Keep enforcement outside the agent

An agent can propose an action, but it should not decide whether its own limits apply or be able to raise them. Put the authoritative policy in a gateway, policy service, or execution component that checks each request before carrying it out. OWASP states: “Separate decision-making from execution. The agent can propose an action, but a policy service or execution component should independently validate scope, privilege, and approval state before execution.”

At execution time, verify that the actor is authorized, the request is within scope and under the applicable limits, and any required approval applies to the exact action. A risk classification alone does not grant permission. OWASP’s AAI9 guidance advises classifying permission and configuration actions by reversibility: read-only inspection may be suitable for unattended execution, while external or irreversible changes such as granting IAM roles warrant approval. Design approvals and permissions deliberately

Give the agent only the tools, data access, and authority needed for its task. Treat user inputs, retrieved content, tool outputs, and messages from other agents as untrusted until validated; none should be able to alter the authoritative limits or bypass execution checks.

As a practical approval workflow, show the reviewer the proposed action, target, normalized parameters, expected cost or exposure, and how it fits under the relevant cap. Record the decision and its expiry, then have the execution layer independently confirm that the approved request is the one being executed. These workflow details are implementation recommendations; the security property that matters is binding authorization to the exact action rather than relying on a broad or reusable approval.

Verify that limits actually stop excess use

Test each boundary with a request just below and just above its limit. Confirm that the enforcement layer permits the former and blocks or routes the latter for approval, and that an agent cannot change the limit, restart a run to evade its budget, or reuse an old approval. Review recorded usage alongside billing records; use cost-reconciliation data for financial checks, and treat dashboards and alerts as visibility unless the platform explicitly documents blocking behavior.

When comparing implementations, check whether they provide a hard block or only reporting, which scope the control covers, whether approval is bound to exact parameters and targets, and whether recorded costs can be reconciled to billing. A control that merely reports spend does not substitute for an execution-layer stop.
