What CI/CD tools do—and what to compare
Continuous integration (CI) means integrating changes into a shared branch frequently and checking them with automated builds and tests. Continuous delivery (CD) prepares reliable releases for an environment. The terms are related, but they describe different parts of the software delivery process.
When comparing tools, start with where your code lives and how much infrastructure you want to operate. Then check workflow flexibility, build environments and deployment destinations, security and governance, concurrency and usage limits, and the cost of running your expected workload. A tool that fits your source-control platform may still be a poor fit if its runner model, controls, or usage limits do not suit your team.

GitHub Actions
For code hosted on GitHub, Actions is a natural option to evaluate: workflows live in the GitHub repository and can automate builds and tests as well as deployment, packaging, and release tasks. GitHub offers both GitHub-hosted and self-hosted machines, giving teams a choice between managed execution and more control over the runner environment.
GitHub’s billing information says standard hosted runners in public repositories and self-hosted runners are free; private-repository included usage depends on plan, and excess usage is billed. Check the current plan allowance and rates against your expected workload before choosing.

GitLab CI/CD
GitLab CI/CD belongs on a comparison shortlist for teams considering an integrated platform. CircleCI supports pipeline types for GitHub, GitLab, and Bitbucket, according to its documentation. Buildkite is worth considering when running agents on your own infrastructure and using dynamic pipelines are relevant to your team. Its plans describe self-hosted agents, so compare the infrastructure control with the effort of provisioning, maintaining, and scaling that infrastructure.

Argo appears in broad buyer-guide coverage and the CNCF survey material as a CI/CD ecosystem option. - Start with your repository host. Decide whether native workflows in your existing source-control platform matter, or whether you need a CI/CD service that supports multiple repository providers. Confirm the integration and pipeline type you plan to use.
- Choose a runner model. Compare managed runners or agents with self-hosted execution. Include infrastructure control, maintenance responsibility, scaling, and the build environment your software requires.
- Map the full delivery path. List the builds, tests, packaging, deployments, and release steps you need. Verify that the tool supports your target environments and destinations rather than choosing on CI features alone.
- Review security and governance. Check how permissions, secrets, and pipeline changes are governed for your repositories and deployment targets. The exact controls are product- and configuration-specific; verify them in current documentation.
- Estimate cost at expected usage. Model your private-repository workload, runner or agent use, concurrency, included quotas, and overage terms. A headline plan price is not a workload estimate.
What the 2024 CNCF survey figures do—and do not—show
The CNCF’s 2024 annual survey search-result excerpt reports tool figures of +19% for GitHub Actions, +16% for Argo, +40% for Jenkins, +20% for GitLab, and +3% for Azure Pipelines. It reports CircleCI at 5% in 2024 versus 10% in 2023, and Flux at +3%.
