What Windows Server 2008 Foundation was designed for
Microsoft introduced Foundation in April 2009 as a lower-cost, approachable option for small businesses and first-time server users. The company described it for organizations with 15 or fewer users and named several intended workloads:
- File and print sharing
- Remote access
- Business applications and databases
- Website hosting
Those are Microsoft’s launch-era descriptions of the product, not a recommendation to deploy it today. In the same announcement, Microsoft said Foundation would initially be available in 40 countries. Microsoft’s 2009 announcement also said it would come preinstalled on servers from manufacturers including Dell, HP, and IBM, with OEMs setting prices that could vary by country.
How many users could it support?
Microsoft positioned Windows Server 2008 Foundation for businesses with 15 or fewer users. For the distinct product Windows Server 2008 R2 Foundation, Microsoft’s surfaced license terms state that a license is assigned to a licensed server and permits up to 15 user accounts. The same R2 terms say an Active Directory domain using the edition must be configured for a maximum of 15 individual users and be the forest root. These are R2-specific license details; check the license for the exact SKU rather than assuming the same wording applies to every Foundation release. Microsoft’s Windows Server license terms

The surfaced R2 terms also require a Remote Desktop Services or Terminal Services CAL for each user or device accessing a hosted graphical interface. This historical license-text detail is not legal advice; verify the applicable terms for the installed product before making a licensing decision.
Hardware limits depend on the server configuration
Microsoft’s launch announcement described Foundation as preinstalled on OEM server hardware but did not provide a universal minimum hardware specification. One HPE QuickSpecs listing for a Foundation configuration describes a one-processor ProLiant server, an 8 GB RAM limit, no virtualization, and a 15-user limit. Is Windows Server 2008 Foundation still supported?
No. Microsoft’s lifecycle page lists Foundation among the Windows Server 2008 editions, records its release date as May 21, 2009, and gives January 14, 2020 as the end of extended support. Microsoft also lists a Windows Server 2008 Extended Security Updates Year 4 period for Azure only, ending January 10, 2024; that historical period is over. Microsoft’s Windows Server Team stated on January 16, 2020, that Windows Server 2008 and 2008 R2 had reached end of support on January 14, 2020. The post said security updates would no longer be available for those workloads. It described migration to Azure, upgrading to a later Windows Server version, or keeping an on-premises server while connecting it to Azure through Windows Admin Center as options at that time. What to consider when comparing it with another edition
There is no complete side-by-side feature matrix here for every Windows Server 2008 edition, so compare the exact products and licenses rather than inferring feature differences from the Foundation name. Check:
