Gartner’s 2024 list identifies five strategic capabilities for government technology leaders: adaptive security, digital identity ecosystems, AI for decision intelligence, digital platform agility, and programmatic data management. Gartner announced the trends on April 16, 2024, as guidance for public-sector leaders aiming to provide citizen services that are modern, accessible, resilient, and more cost-effective.
What Gartner’s 2024 government technology trends are
The five trends address different parts of public-sector modernization: security and resilience, trusted identity, governed decision support, the platforms used to deliver services, and the data practices that underpin them. Gartner presented them as strategic capability areas, not endorsements of specific vendors or products.

Gartner’s March 20, 2024 research abstract says governments faced global turmoil and economic headwinds while under pressure to meet citizen demands faster and more creatively. The full report is available to Gartner clients; the public abstract summarizes its scope and lists contributing analysts, but does not provide the complete report.
1. Adaptive Security
Adaptive security means continually adjusting cybersecurity tools, techniques, and talent as threats change. Gartner’s emphasis is on treating security as an evolving organizational capability rather than a fixed collection of defenses.

For a government CIO, the strategic case should connect security investment to outcomes beyond IT risk reduction: digital innovation and transformation, national security objectives, and operational resilience. This framing can help leaders address resistance to adopting a more adaptive model.
Gartner predicted in its 2024 announcement that multiagent AI would rise from 5% to 70% of AI implementations in threat detection and incident response by 2028. This was a forecast, not a reported result, and the announcement does not provide its underlying forecast methodology.
2. Digital Identity Ecosystems
Digital identity is broader than logging in. Gartner’s description includes unique identifiers for citizens or organizations and the verification of credentials, including identity wallets on smartphones. The ecosystem idea matters because identity services may involve multiple public and private organizations rather than a single government system.

Gartner suggests governments can shape these ecosystems through partnerships across traditional sector boundaries and by taking roles such as federator, facilitator, or regulator. Which role is appropriate depends on the public service and the surrounding institutions; the announcement does not prescribe one model for every jurisdiction.

3. AI for Decision Intelligence
Gartner describes machine learning, analytics, and generative AI as an expanding suite of tools that can support service delivery and human administrative decisions. The emphasis is decision support, not replacing human decision-makers as a blanket policy.

Governance is central to the recommendation. CIOs should develop AI adoption policies tied to desired outcomes and continue to assure those policies after implementation. In practice, that means governance cannot stop when a system is approved: leaders need ongoing oversight to check whether deployment remains aligned with policy and intended results.
Gartner predicted in its 2024 announcement that more than 70% of government agencies would use AI to enhance human administrative decision-making by 2026. This is a forecast from 2024, not evidence of an outcome, and the announcement does not disclose the methods behind it.
4. Digital Platform Agility
Digital platform agility is about using platforms to deploy business capabilities more quickly and reduce risks associated with antiquated systems. Gartner names industry cloud and low-code application platforms as examples of approaches that can support this work.

Gartner says cloud-native capabilities can help with cost control and time to value, while recommending a multicloud strategy to capture opportunities and manage the complexity of incremental modernization. A multicloud approach is therefore part of a broader modernization strategy, not a claim that moving workloads to multiple providers automatically resolves legacy-system risks.
Gartner also forecast that more than 60% of government organizations would prioritize investment in business process automation by 2026, compared with 35% in 2022. Both figures are part of Gartner’s 2024 prediction; they should not be read as confirmation that the projected 2026 level occurred.

The rationale is that expanding AI use raises the importance of reliable data and clear rules for managing it. Government organizations need to improve data quality and the structures that govern data, so information can be used more consistently across services and decisions. This trend concerns the foundations and management of data; it is distinct from the AI systems that may consume it.
How the five trends fit together
The themes are complementary rather than a ranked checklist. Identity services depend on trustworthy information and secure systems; AI-assisted decisions depend on governed data and appropriate oversight; and agile platforms can help agencies deliver or modernize capabilities, while security and resilience remain necessary across them.
For a public-sector leader, a useful starting point is to identify the primary constraint: changing threats point toward adaptive security; fragmented identity and credential checks toward identity ecosystems; decision-support use cases toward governed AI; slow delivery or legacy risk toward platform agility; and inconsistent or difficult-to-scale data practices toward programmatic data management. This is a practical reading of Gartner’s descriptions, not a Gartner ranking or vendor assessment.
What Gartner’s announcement does—and does not—establish
Gartner’s April 16, 2024 newsroom announcement is the public source for the five themes, their descriptions, the CIO guidance, the forecasts, and the quotations from Gartner VP Analyst Todd Kimbriel. Gartner’s March 20, 2024 research abstract provides the report summary and analyst list; it notes that the full document is client-only.
