The controls work at different levels: an administrator can enable or disable Location services for the device, while each user can control location access for their account and review individual apps. Turning off the device service prevents the account-level switch from enabling it.
Find the Location page and choose what to control
- Select Start, then Settings.
- Open Privacy & security, then select Location.
- To set location for the whole device, an administrator can change Location services. Microsoft says non-administrators will not see this control.
- To manage location for the signed-in account, change Let apps access your location. If the page reports that Location services is off, this account switch cannot enable it.
- Review the app controls and precise-location options shown on the page. Windows also shows when an app last accessed precise location.
Understand which setting affects which apps
Think of the controls as layers: the device switch sets whether Windows Location services is available; the account switch governs apps’ access for the current user; and per-app controls narrow access further. A restrictive setting at a higher level cannot be overridden by a lower-level one.

Microsoft explains that Windows location can be estimated using GPS, nearby Wi-Fi access points, cell towers, IP address, or a default location, depending on what is available. Disabling Windows Location services therefore does not guarantee that all software is unable to infer an approximate location: some third-party apps may use signals such as Wi-Fi, Bluetooth, or cellular data independently. Set a default location or allow Cloud PC location override
Choose a fallback location
If Windows cannot detect a more exact location, you can provide a default:

- On the Location page, expand Default location and select Set default.
- Select or enter the location, then save it.
- To remove the fallback, clear the address and save.
Use location on a Cloud PC or virtual desktop
Location override requires Location services to be enabled on both the local and remote devices, and the remote-connection app must have permission. Enable Allow location override on the device you are connecting to.
Know what turning off location changes—and what it does not
Location services can support features including automatic time-zone setting and Find my device. Microsoft Support describes the role this way: “The device location setting enables certain Windows features such as auto-setting the time zone or Find my device to function properly.” If you turn it off, those features may not work as expected.

Windows attempts to determine and share precise location during an emergency call regardless of the location settings. When the Windows location service is actively in use, a location icon appears in the taskbar notification area; hovering over it can show which app is using location.
Website location permission is separate from Windows app access. Microsoft Edge asks when a website first requests location, and you can manage site permissions in Edge.

Location history and saved activity
Microsoft says local location-history storage and its associated settings were removed in March 2025. If you are signed in with a Microsoft account, location may still be periodically saved to the cloud. You can clear cloud location activity using your Microsoft account privacy controls; this is separate from the removed local history setting.

- You cannot see Location services: Microsoft says non-administrators do not see this device-wide control. Ask a device administrator to review it.
- A setting is missing or says “Some settings are managed by your organization”: workplace policy may control location settings through Group Policy or mobile device management (MDM). Contact your organization’s administrator if you need a policy changed. Microsoft’s Windows Privacy Compliance Guide describes organization privacy controls.
- An app is absent from the list: it may be a desktop app. Review the app’s own location settings and privacy policy rather than assuming the Windows per-app list governs it.
- A website cannot access location: check the site’s permission in the browser as well as Windows settings; browser permission is a separate choice.
