Most date-and-time bugs start with a mismatch between what a value means and what the code assumes it means. Before changing code, classify the value as a calendar date, a local wall-clock time, a time in a named region, or an exact instant. Then check parsing, timezone rules, and arithmetic against that meaning.
For each bug below, start with the raw input and a reproducible date. In JavaScript, an ISO string can parse differently depending on whether it has a time or an explicit timezone, and a Date represents an instant rather than the region in which someone entered it. Those two facts explain many “one day off” and “wrong hour” reports.
1. A date-only string parses differently from a local date-time
What you see
A date appears on the previous or next calendar day, or the same-looking input produces different results in different browser engines.
Why it happens
In JavaScript’s date-time string format, 2019-01-01 is interpreted as midnight UTC. By contrast, 2019-01-01T00:00:00 has no offset and is interpreted as midnight in the host’s local timezone. Formatting the first value in a timezone west of UTC can therefore show the previous local date. Other string formats are implementation-defined and may behave differently across engines or versions. MDN Web Docs documents examples of inconsistent handling of impossible or non-standard strings such as 2014-02-30.

Debug it
Log the exact string before parsing and the resulting UTC value immediately afterward:

Check whether the input is a calendar date, a local time, or an instant, and whether it contains Z or an explicit offset such as +02:00. Define that meaning at the system boundary and use a documented format; do not rely on localized or non-standard strings being parsed consistently.
2. Local getters and UTC serialization disagree
What you see
A value looks right in a local log or UI, but an API payload or database record shows a different hour or date.
Why it happens
A JavaScript Date stores an epoch-millisecond instant: the number of milliseconds since the Unix epoch at 1970-01-01T00:00:00 UTC. It does not retain an input region such as America/Los_Angeles. Local methods such as getHours() interpret the instant in the host environment’s timezone; UTC methods such as getUTCHours() use UTC, and toISOString() serializes in UTC.

Debug it
Compare UTC serialization with local components at the point where the value changes representation:
console.log({
iso: date.toISOString(),
localHour: date.getHours(),
utcHour: date.getUTCHours(),
offsetMinutes: date.getTimezoneOffset()
});
Trace the value through parsing, storage, serialization, and display. Keep an instant as an instant when that is the requirement; if later behavior depends on the user’s region, store that region identifier separately.
3. Treating every day as 24 elapsed hours shifts schedules
What you see
A daily job moves to a different local clock time around a daylight-saving transition, or two local midnights are 23 or 25 elapsed hours apart.
Why it happens
A calendar day in a region is not always 24 elapsed hours. When the region’s offset changes, advancing an instant by exactly 24 hours and advancing a calendar date by one day can produce different local times.

Debug it
Write down the requirement in operational terms: “run again 24 elapsed hours later” or “run at the same local clock time tomorrow.” Reproduce the operation on dates on either side of a transition in the relevant named region, then compare duration arithmetic with calendar arithmetic. Choose the operation that matches the requirement rather than treating them as interchangeable.
4. A local wall time can be missing or occur twice
What you see
A scheduled time is shifted or skipped in spring, or a repeated time in autumn causes an event to run twice or at an unexpected instant.
Why it happens
When clocks move forward, a range of local times does not exist. When clocks move backward, a range occurs twice, so a wall-clock label can refer to two different instants. JavaScript local-time construction moves a nonexistent time forward by the gap and selects the earlier instant for an overlap. That is a runtime behavior, not necessarily the policy an application should use.
Debug it
Reproduce both cases in the target region. Decide what the application should do when a requested time is in a gap or overlap: reject it, shift it, select the earlier or later instant, or ask the user. Make the policy explicit in code and tests. Oracle’s Java documentation describes how ZonedDateTime resolves local times using region rules; do not assume an offset-only type can make the same region-aware decision.

5. A fixed UTC offset is used where a named timezone is needed
What you see
A future appointment or recurring event moves by an hour after timezone rules change, or a stored time is correct in one season but wrong in another.
Why it happens
An offset such as -05:00 records the difference from UTC for a particular value; it does not encode a region’s historic and future rules. A region identifier such as America/New_York lets timezone rules determine the applicable offset for a date. Governments can change future rules, so an offset recorded today may not describe the region’s offset on a future appointment date. Oracle distinguishes Java’s region-aware ZonedDateTime and its ZoneRules from OffsetDateTime, which represents an offset without those region rules.
Debug it
Inspect the fields actually stored and decide which fact must remain stable:
- “Meet at 9 a.m. in this city”: preserve the local date and time plus the named region, and define how to resolve a future gap or overlap.
- “This exact moment”: preserve the instant; an offset can also be retained when it is useful for display or audit.
- Need both scheduling intent and auditability: retain the local date-time, region, and resolved instant, along with the resolution policy where appropriate.
If two systems resolve the same future regional time differently, compare their timezone-data versions and the rules they are using.

6. The current offset is applied to a different date
What you see
A conversion works today but gives the wrong local time for a timestamp in another season or, where required, for a historical date.
Why it happens
Date.prototype.getTimezoneOffset() reports the host environment’s offset for the date represented by that Date, not a universal current offset for the region. It can vary across dates because of daylight-saving and historical changes. Its sign is easy to misread: a zone behind UTC returns a positive value, while a zone ahead of UTC returns a negative value.
Debug it
Calculate the offset for the actual timestamp being converted and log it alongside the epoch value and intended region. Test relevant dates across the year; add historical cases when the application promises historical accuracy. Avoid applying one offset observed today to every timestamp in a region.
7. Invalid fields roll over, or unusual seconds are handled unexpectedly
What you see
An invalid day silently becomes a date in another month, malformed strings behave differently across engines, or an input containing a leap second loses that second.

JavaScript date-component construction can normalize overflow into adjacent fields, so invalid calendar fields may not fail in the way a caller expects. Non-standard strings can have engine-dependent parsing behavior as well. Leap seconds are a specialized interoperability case: the Java SE 14 DateTimeFormatter API documentation says its instant parser handles 23:59:60 through appendInstant by replacing second 60 with 59, leaving application-level smoothing to the application. That statement is specific to the documented Java SE 14 API; check the actual JDK and parser in use.
Debug it
Validate calendar fields before constructing a date, and reject or deliberately normalize malformed input at the boundary. If the input comes from a leap-second-aware source, establish its time scale, the target parser’s behavior, and the application’s required semantics before converting it.
A fast triage sequence for date-and-time bugs
- Capture the input: record the raw string or numeric timestamp before any conversion.
- Name its meaning: decide whether it is a calendar date, local wall time, regional wall time, or absolute instant.
- Record the conversion context: log the parser/runtime, intended zone identifier, epoch value, offset for the represented date, and formatted output.
- Reduce the reproduction: fix the target region and use a boundary case such as midnight or a daylight-saving transition when relevant.
- Check the operation: distinguish elapsed-duration arithmetic from calendar arithmetic, and check whether parsing omitted a timezone or used a non-standard format.
- Specify edge-case behavior: decide how to handle gaps, overlaps, malformed inputs, and future rule changes rather than inheriting an accidental default.
The key modeling choice is the invariant. For an appointment that must remain at a wall-clock time in a city, preserve its regional scheduling intent. For an event that must remain at one exact moment, preserve its instant. The correct parser, arithmetic, and storage representation follow from that choice.
