It reads workflow files from your repository and uses Docker containers to execute jobs. That makes it useful for quick feedback—not a guarantee that the run will match GitHub. Check the workflow on GitHub when its behavior depends on hosted runners, event context, permissions, secrets, or services your local setup does not reproduce.
What you are testing
GitHub Actions workflows are YAML files checked into your repository under .github/workflows. A workflow describes when work should run and what that work does: triggers select events, jobs specify units of work and their runner machines, and steps run shell commands or use actions. Triggers can include repository events, manual runs, and schedules. See GitHub’s workflow overview and workflow syntax reference.
Start by finding the relevant YAML file and identifying the event, job, and steps you changed. If the workflow has multiple triggers or path filters, decide which event and change set your local test is meant to represent. GitHub’s on and paths syntax determines when a workflow runs; a local test should not be treated as proof that every GitHub event would select the same run.
How act creates a local feedback loop
The act project describes its purpose as “Run your GitHub Actions locally” and sums up its approach with “Think globally, act locally”. It reads workflows in your repository, uses the Docker API to fetch or build images, and runs containers for actions. The execution path follows workflow dependencies, allowing you to exercise job steps without pushing every edit first. Consult the act project site for its setup and usage instructions.

Use the loop for fast checks while editing: inspect the workflow, run the relevant job or workflow with act, review failures, and adjust the YAML or scripts. The local run is an approximation, not a substitute for the GitHub run that the project ultimately relies on.
Choose a runner image deliberately
In act, the runner definition maps to a container image. The image affects both the resources and environment available locally; a smaller image can mean less image overhead, while a fuller image can provide a different set of preinstalled contents. Neither choice establishes exact parity with a GitHub-hosted runner.

The act runner guide lists these example mappings. They are version-sensitive; check the current runner guide before relying on a particular mapping.

These are guide examples, not a promise that the container is identical to the runner GitHub will use for a hosted run. Consider whether the test needs a small image for quick iteration or a more populated image for the tools its steps expect, and compare the actual environment that matters to your workflow.

Compare the local test with the GitHub run
Before treating a passing local run as useful evidence, compare the conditions that can change the result:
- Runner OS and image: act runs jobs in containers; confirm the relevant operating-system and tool assumptions against the runner used by the GitHub workflow.
- Docker and container requirements: act relies on Docker to fetch or build images and run containers, so the local Docker setup is part of the test environment.
- Event and context: identify the event and change set represented by the test. Do not assume an arbitrary local invocation recreates a complete GitHub webhook payload or every platform integration.
- Permissions and secrets: check what token permissions and secret availability the hosted job will have, and do not infer hosted access from a local pass.
- Network and services: account for external services or access conditions that may differ between your machine and GitHub’s runner.
- Required hosted check: confirm the final behavior on GitHub wherever the workflow depends on GitHub-hosted behavior or context.
GitHub’s hosted-runner documentation describes that environment; act documents its own container-based execution. The distinction is why local success is a useful development check, but not proof of hosted success.

Keep tokens and secrets out of trouble
Apply GitHub’s security guidance to local testing as well as hosted workflows. Give GITHUB_TOKEN only the permissions the workflow needs; where possible, set repository contents to read-only by default and grant additional permissions only to jobs that require them. Avoid putting sensitive values in workflow files, and audit how actions use any secrets they receive. GitHub’s security hardening guide covers these controls.
- Prefer appropriately scoped test credentials over production credentials, and follow your repository’s secret-management policy.
- Review command output and logs after tests with both valid and invalid inputs. Output can accidentally expose sensitive data.
- If a secret appears in a log without redaction, GitHub advises deleting the log and rotating that secret.
A local run should not become a reason to pass valuable credentials casually into a workflow. Keep permissions and test data limited to what the check needs.
