There is no single best PC preset for every open-world RPG. For smoother play, first identify whether you have low frame rates, stuttering or hitching, screen tearing, input lag, or long loading times; then change one relevant setting at a time and retest. Start with the game’s system requirements, GPU selection, drivers, and background apps before trading image quality for performance.
Diagnose the symptom before changing settings
“Smoother” can mean several different things, and the fix for one may not help another. Low average FPS points toward reducing the workload on a limiting component. Stuttering or hitching is uneven frame delivery, which may involve settings, background activity, or the game itself. Tearing and input latency concern how frames reach the display. Long loading times are a storage issue more often than an in-scene FPS issue.
- Low FPS: Test upscaling or selectively lower demanding visual settings.
- Stutter or hitching: Check background apps and overlays, then test a frame cap and relevant settings individually.
- Tearing: Test V-Sync or a compatible variable refresh rate (VRR) feature.
- Input lag: Check whether V-Sync or frame generation is adding delay; compare responsiveness with it disabled.
- Long loading or streaming pauses: Check where the game is installed and whether it meets the game’s storage guidance.
These symptoms can overlap. Change one item at a time, revisit the same area or activity, and keep the change only if it improves the problem without an unacceptable visual or control trade-off.
Check hardware, GPU selection, and background load
Confirm the game is using suitable hardware
Check the specific game’s system requirements before tuning its graphics. On a laptop or a PC with more than one GPU, confirm that the game is using the intended high-performance GPU rather than an integrated or power-saving option. Bethesda’s Starfield support guidance also identifies GPU selection and power-saving modes as troubleshooting checks. A power-saving mode can constrain performance, particularly on a laptop.

In Windows 11, per-app graphics preferences are under Settings > System > Display > Graphics. Available options depend on the PC and installed hardware; use the game’s listing to select the desired graphics preference if Windows exposes one.
Reduce avoidable background activity
Close applications you do not need while playing, especially resource-intensive programs. Obsidian notes that browsers with many open tabs can consume CPU and memory headroom. If performance is poor or hitching occurs, temporarily disable overlays as a diagnostic test: Bethesda suggests this for Starfield, and Obsidian includes it in its performance guidance for The Outer Worlds 2. An overlay is not automatically the cause, so restore it if disabling it makes no difference.
Update graphics drivers, then restart
Obsidian recommends current graphics drivers for The Outer Worlds 2; if graphics-related issues persist, it suggests a clean driver installation followed by a PC restart. That is a troubleshooting step, not a promise of a particular FPS gain. Use the driver and installation guidance for your GPU maker, and retest before changing several other settings at once.

Reduce GPU load without lowering everything
Try in-game upscaling first
Upscaling renders the game internally at a lower resolution and reconstructs a higher-resolution image, reducing the work needed to produce each frame. The The Outer Worlds 2 guide names TSR, NVIDIA DLSS, AMD FSR, and Intel XeSS as options to test. Which options appear depends on the game, GPU, driver, and version. Start with an available quality mode; if FPS remains too low, compare the next lower mode and inspect the image for softness or artifacts before settling on it.

Lower the settings that matter for the game and scene
Obsidian’s advice for The Outer Worlds 2 lists shadows, reflections, global illumination, foliage, view distance, visual effects, textures, and crowd density as settings to test. These are candidates, not a universal ranking for every RPG. Dense vegetation may make foliage a sensible test; a sluggish populated area may make crowd density a more relevant one. If the game offers presets, step down one level or switch to custom settings so you can make targeted changes.

Use the game’s own performance readouts, if available, alongside repeatable play in the affected location. Lower one setting, retest, and compare both the frame rate and the image. Texture quality is also worth testing if memory pressure is suspected, but lowering it is not automatically the right fix for a low frame rate.
Use CPU and GPU load to choose the next test
When the GPU is lightly loaded while CPU use is high, reducing a GPU-heavy option may not address the limiting factor. Obsidian’s The Outer Worlds 2 guidance suggests testing CPU-heavy ray tracing and crowd density in this situation. Ray tracing’s effect varies with hardware and scene complexity, so compare it in the area where the problem occurs rather than treating it as an automatic “off” setting.
Set frame pacing, tearing, and latency separately
Test a frame cap for steadier delivery
A frame-rate cap can help stabilize pacing and prevent the GPU from working harder than necessary. Obsidian recommends starting with a cap near the display’s refresh rate for The Outer Worlds 2. The right cap depends on how consistently the game can sustain performance, the display, and whether VRR is available. A cap that is too high to hold steadily may not smooth delivery; compare a lower cap if frame pacing remains uneven.

NVIDIA Control Panel provides a per-game maximum frame-rate setting. Prefer a per-game setting when tuning one RPG rather than imposing a global driver override. NVIDIA’s reference describes the control but does not establish a universally best value.
Choose V-Sync and VRR based on the trade-off
V-Sync can reduce tearing, but it can add input latency. Test it if tearing is distracting; test it off if responsiveness is more important or it appears to worsen stutter. If the display and GPU support a compatible VRR feature such as G-SYNC or FreeSync, check the game and driver settings for the relevant option. Compatibility and behavior depend on the hardware, display, game, and presentation mode, so judge the result in play rather than assuming one setting is best for everyone.
Use frame generation conditionally
Obsidian’s The Outer Worlds 2 guidance recommends frame generation only when the game supports it and says it may feel sluggish below roughly 45 FPS. That is game-specific advice, not a universal threshold for every frame-generation implementation. If you enable it, follow the game’s instructions for adjusting the frame cap and compare control responsiveness as well as apparent smoothness.

Check Windows 11 windowed-game optimizations only when applicable
Microsoft says Optimizations for windowed games applies to DirectX 10 and 11 games running in windowed or borderless-windowed mode. For compatible games, it transitions presentation to flip model to reduce frame latency and can enable features such as Auto HDR and VRR on supported displays. It does not apply to every game or graphics API.
- Open Settings > System > Display > Graphics.
- Open the default graphics settings and enable Optimizations for windowed games, if the option is available.
- Restart the game and compare performance in the same display mode and scene.
Windows also allows per-app options that can turn the optimization off. If a compatible game performs worse or behaves unexpectedly, test that app-specific setting and compare again.
For long loading times, check the game’s drive
For loading and streaming concerns, storage may matter more than graphics quality. Obsidian recommends installing The Outer Worlds 2 on the fastest available drive, ranking M.2 NVMe ahead of a SATA SSD and advising against a mechanical hard drive. Bethesda’s Starfield guidance also recommends an SSD. These are storage recommendations for loading and streaming; they do not promise a higher average frame rate.
If you are considering moving a game or adding an M.2 NVMe SSD, check the game’s requirements and your PC’s available drive options and compatibility first. Do not buy a drive on the assumption that it will fix low in-scene FPS.

Retest and undo changes that make things worse
- Choose one symptom and a repeatable test location or activity.
- Change one game setting or per-game graphics option.
- Compare FPS, frame pacing, image quality, tearing, and control response as relevant to the symptom.
- Keep the change only if it helps; otherwise restore the previous value before testing something else.
- If driver-level changes were involved, reset the per-game setting or application profile rather than leaving an unhelpful global override in place.
Obsidian’s support article says, “Each step can improve framerate or stability, often with little visual sacrifice.” Its step-by-step advice is specifically for The Outer Worlds 2; individual RPGs and PCs can respond differently. AMD’s Radeon settings reference describes controls and trade-offs, including resetting global or individual application settings, but its available controls are not evidence of a guaranteed performance gain.
