The Linux Foundation’s 2025 Annual Report lists $8,410,114 for its “Linux Kernel Project” expense category—about $8.4 million. But the report presents its 2025 financial figures as forecasts, not as verified final actual spending, and it does not say that the full amount went directly to kernel developers.
What does the $8.4 million figure mean?
The figure comes from the Linux Foundation’s 2025 Annual Report. Its expense breakdown assigns $8,410,114 to “Linux Kernel Project.” The headline-style $8.4 million figure is a rounded version of that amount.
The report’s financial-transparency section says the Foundation was forecasting its 2025 revenue and spending. It states: “In 2025, we are forecasting revenues of over $310M. In 2025, the LF is forecasting to spend nearly $285M supporting our mission.” The report displays gross revenue of $311,343,021 and total expenses of $284,795,682 in that section. Those figures provide context for the kernel-project line, but they remain part of the report’s forecast-framed financial presentation.
How large is the kernel-project line within the Foundation’s budget?
Using the report’s displayed amounts, $8,410,114 is about 3.0% of its $284,795,682 Foundation-wide expense-category total. That percentage is a calculation from the report’s figures, not a statistic published by the Foundation. The expense breakdown also includes categories such as corporate operations, event services, community tooling, project infrastructure, training, project support, and international operations.

The $8.4 million line is therefore one category in a much larger Foundation budget—not the Foundation’s total spending, nor a complete measure of all resources that may support Linux kernel work across the wider ecosystem.
Does the report show how the money was spent?
No detailed allocation appears alongside the line item. The report does not establish how much, if any, went to individual maintainers or developers, nor does it break the category into compensation, infrastructure, events, or services. It would be inaccurate to describe the full $8,410,114 as direct payments to kernel developers.

The Foundation’s kernel section describes work involving hardware support, new workloads, Rust integration, and security-notification processes. It also says, “Each release results from the work of thousands of contributors worldwide and hundreds of different organizations.” That is the Foundation’s description of kernel development, not an independently quantified census; the report does not map the expense figure to those specific activities.
Is $8,410,114 confirmed actual spending for 2025?
The report alone does not establish that. Because its financial-transparency section describes the 2025 totals as forecasts, the safest description is that the Foundation’s 2025 Annual Report listed $8,410,114 for the Linux Kernel Project expense category. The reviewed material does not establish a separate audited final actual for this category.

Where can readers find more information about kernel funding?
The Foundation’s LFX Crowdfunding page for projects describes a separate fundraising platform that supports projects and publicly displays donations and expenses. It currently lists an initiative called “Linux Kernel Vulnerability Remediation and Reporting Security Review.” The page does not establish that this initiative’s fundraising is included in, or equivalent to, the annual report’s $8,410,114 expense category.
