It is a standards process—not a programming language, runtime, or Java product. Its work is organized as Java Specification Requests (JSRs), which move through public review and formal approval.
What is the Java Community Process?
The JCP was created in 1998 to give the international Java community a way to standardize and ratify Java technology specifications. The process covers the written specification and associated artifacts that help implementers build and verify compatible implementations. The official JCP FAQ describes it as an open, participative process for developing and revising specifications, reference implementations, and test suites.
The official procedures overview lists JCP 2.11, dated December 17, 2018, as the process-document version. That date identifies the listed procedures document; it is not the JCP’s founding date or a claim about the latest activity of individual JSRs.
What is a JSR?
A Java Specification Request (JSR) is the formal proposal for a new or revised Java technology specification. The term is also commonly used for the specification effort as it proceeds through review, development, approval, and maintenance. To understand a particular Java standardization effort, follow its JSR record and milestones.

A JSR brings together a proposed specification and the work needed to make it implementable and testable. The effort is led by a Specification Lead and developed by an Expert Group, with oversight at formal milestones from the Executive Committee.
How does a JSR move from proposal to maintenance?
The JCP procedures describe four broad stages: initiation, draft releases, final release, and maintenance. Exact milestone details are available in the official procedures.

- Initiation: A community member proposes a new or revised JSR. The proposal is made available for public review, and the Executive Committee decides whether the work proceeds.
- Draft development: If approved, an Expert Group works on the specification under the direction of the Specification Lead. Early Draft and Public Review stages provide opportunities for feedback; the Executive Committee votes at defined transitions.
- Final release: After feedback and a proposed final draft, the Specification Lead prepares the specification’s Reference Implementation (RI) and Technology Compatibility Kit (TCK) for final evaluation. The Executive Committee considers the final approval.
- Maintenance: After approval, a Maintenance Lead handles requests to clarify, interpret, enhance, or revise the specification. Maintenance changes are reviewed and voted on through the process.
Who writes specifications, and who oversees the process?
Expert Group and Specification Lead
The Expert Group does the technical specification work. The Specification Lead organizes and leads that work; the JCP FAQ identifies the lead as a representative of a Full Member responsible for the JSR. Technical authorship therefore belongs to the group developing the specification, not to the Executive Committee.
Executive Committee
The Executive Committee oversees the process at key decision points. Its responsibilities include selecting JSRs for development, approving drafts for Public Review, granting final approval to specifications and their associated RIs and TCKs, reviewing maintenance releases, and handling specified TCK appeals. It guides the work but does not replace the Expert Group as the day-to-day specification author.

Program Management Office
The JCP FAQ says the Program Management Office is within Oracle and oversees the program’s day-to-day administration. That administrative role is distinct from the technical work carried out by Expert Groups.
What are the RI and TCK?
- Reference Implementation (RI): An implementation that accompanies the specification and demonstrates how it can be implemented.
- Technology Compatibility Kit (TCK): A set of tests used to assess whether an implementation conforms to the specification.
Together with the written specification, these artifacts connect the standard’s requirements to working software and compatibility testing. A final JSR is not just a document: the JCP process calls for the specification, RI, and TCK to be published after approval.

How can you participate in the JCP?
Public access and formal membership are different levels of participation. Anyone with an internet connection can review and comment on JSR proposals and draft specifications. Membership agreements provide additional formal rights; public review alone does not give someone a vote or an Expert Group seat.
- Read a proposal or public draft through the JSR’s page or the JSR overview.
- Submit comments through the channel stated for that JSR, then follow its milestone and ballot information.
- If you want a formal role, look into contributor or Expert Group candidacy, association with a JCP Member, or membership under the applicable agreement.
The JCP distinguishes Associate, Partner, and Full Member rights. Those categories are not interchangeable: check the applicable membership terms before assuming a particular proposal, voting, or committee right. The official participation information describes committee and membership pathways.

Where can you check current JSR activity?
The procedures document and live JSR listings answer different questions. JCP 2.11 is the version and date shown for the process document; it does not indicate how many JSRs are currently in a particular stage. For current stage information, use the JSRs by Stage listing. Counts change as work progresses, so a stage count should be read as a snapshot rather than a durable measure of the JCP’s overall activity.
