For international SMS event alerts, configure destination-country rules and sender permissions before sending, then track status with callbacks and reconcile missing or delayed events by polling. Do not treat a carrier handoff as proof of delivery or resend just because a callback has not arrived: first check the provider’s message record, failure details, and the cost of a duplicate.
Why the destination country belongs in the design
SMS works differently in every country. Twilio’s international messaging guide describes country-specific differences in sender support, registration, throughput, and rules for message content and use. Treat each destination country as an explicit configuration, not as a setting that can safely be inferred from the recipient’s phone number.
Provider guidance is useful for operational setup, but it does not certify compliance with current national law. Check the current provider guidance and the applicable regulator’s requirements for the destination, sender type, and actual alert purpose before launch. Twilio’s examples include promotional-message timing limits and opt-in requirements in France and India, and filtering of gambling-related or objectionable content in Japan and Saudi Arabia. These examples are not a complete or current legal checklist for every use case.

Country preflight checklist
- Confirm the sender types supported in the destination, including registration requirements and whether two-way messaging is available.
- Check any A2P, promotional, content, dialing, throughput, or other special requirements that apply to the alert.
- Confirm that international destinations are enabled in the messaging account. Twilio documents that account geographic permissions may need to be enabled; the exact setup depends on the account and destination.
- Record the alert’s purpose and recipient permission in the application, along with the sender identity and the applicable opt-out route.
Choose a sender the destination can actually use
Twilio lists long codes, short codes, and alphanumeric sender IDs as options with different country coverage, throughput, content, pricing, and registration considerations. The provider’s published guide gives the following broad coverage figures; they are Twilio figures, with no publication year stated, not independent market estimates. Check the live country guidance for the target destination rather than using a global count as proof that a particular sender is supported there.

For an alphanumeric sender ID, Twilio requires recipients to opt in and to receive opt-out instructions before the first message. Its general messaging policy also describes consent, sender identity, disclosure of use and subject matter, and a withdrawal mechanism, subject to applicable law and requirements. Sender choice therefore affects not only branding and delivery, but also how a recipient can respond or opt out.
Capture status events without mistaking handoff for delivery
For production tracking, use a status callback as the event stream and store each event against the provider’s message SID. Twilio recommends callbacks for status logging; its message statuses and callback behavior are Twilio-specific, not a universal SMS standard.

Set up the event record
- When creating a message, persist the returned message SID and initial status. Twilio says a message sent without a Messaging Service initially has status
queued; an immediate send with a Messaging Service begins asaccepted, while a scheduled send begins asscheduled. The initial status does not itself trigger a callback. - Configure a status callback and persist each received event against that SID. Validate callback requests using the provider SDK’s request-signature validation approach.
- Make the callback handler tolerant of events arriving out of order and of optional payload fields changing. Twilio notes that network latency can reorder events and that callback payload fields may vary; do not assume every event has an identical set of fields.
- Store failure details, including
ErrorCodeand relevant provider diagnostics, forfailedandundeliveredoutcomes.
Interpret the status before acting
Twilio defines sent as acceptance by the nearest upstream carrier. It is a handoff state, not proof that the recipient received the alert. delivered indicates confirmation from the carrier and, where available, the destination handset. Keep the reported status and failure detail in the record rather than collapsing all non-error outcomes into “delivered.”
Use polling to reconcile delayed or missed callbacks
Polling is a reconciliation tool, not a substitute for the status event stream at scale. Twilio describes API polling as workable for low-volume use or ad hoc analysis, while callbacks are a better fit for large-scale status logging.

Reconciliation schedule
- If a message has not reached terminal status
deliveredorundeliveredwithin 12 hours, fetch its message resource by SID. Twilio gives 12 hours as its suggested polling point; the accessed logging guidance does not state a publication year. - Run reconciliation at least once a day to catch callback events that were missed. This cadence is Twilio’s recommendation in the accessed logging guidance; no publication year is stated.
- Update the stored status from the provider record and retain relevant diagnostics. Account for callback reordering so an older observation does not overwrite a newer status in your system.
Make resend decisions from the evidence
A status tells you what was observed; it does not, on its own, say whether a new alert is safe. First reconcile the provider record, then identify which situation applies:
- Nonterminal or pending: The message has not yet reached
deliveredorundelivered. Check the current provider resource before sending again; a missing callback is not proof that the original message failed. - Failed before send: Inspect the error code and provider diagnostics to understand why the send failed. Whether to retry depends on the error class and whether the cause has been corrected.
- Undelivered after handoff: Review the failure details and destination constraints before deciding whether another attempt is appropriate. A new message may create a duplicate or encounter the same restriction.
Define resend behavior around the error class, alert urgency, consequences of a duplicate, and destination-country rules. Twilio’s cited guidance covers status tracking and reconciliation, but does not establish one universal resend policy. In particular, do not convert a nonterminal status or an unobserved callback into an automatic fresh send without checking the provider record.
