A layer 2 (L2) chain is a separate system that processes transactions away from a base blockchain such as Ethereum, then relies on that base layer for some combination of settlement, data availability, or security enforcement. It can help scale activity, but the label “L2” alone does not mean a network inherits all of Ethereum’s security.
What is a layer 2 chain?
In Ethereum terminology, Ethereum Mainnet is layer 1 (L1): the base blockchain that runs consensus. A layer 2 handles some transaction execution outside Mainnet and connects back to it for a defined protocol role. Ethereum.org gives the concise definition, “A layer 2 is a separate blockchain that extends Ethereum.” The important qualification is that different L2 designs rely on Ethereum in different ways. Moving execution away from Mainnet can reduce the amount of work each user transaction requires L1 to process directly. The L2 still needs a way to establish or report transaction outcomes back to the base layer. In many rollups, transactions are grouped into batches and transaction data or a summary is published to Ethereum, spreading the cost of L1 publication across multiple transactions. Ethereum’s scaling documentation describes rollups as one approach to scaling.
How do rollup L2s work?
Rollups execute transactions away from Ethereum and submit information about resulting state changes to Mainnet. Their key difference is how the protocol establishes that those state changes are valid. The names “optimistic” and “ZK” refer to different verification methods; neither label alone answers every question about data availability, bridges, or operator control.

Optimistic rollups
An optimistic rollup treats a submitted batch as valid unless someone successfully challenges it within a specified period. The challenge process uses fraud proofs to contest an incorrect state update. Ethereum.org describes a typical challenge period of about seven days, but that is not a universal withdrawal time: parameters and withdrawal routes vary by protocol. Ethereum’s optimistic rollup documentation explains the challenge model.
ZK-rollups
A ZK-rollup submits a cryptographic validity proof along with state information for Ethereum to verify. When the L1 contract accepts the proof, it accepts the corresponding state transition. “Zero-knowledge” describes the proof technique; it does not mean that transaction activity is necessarily hidden. Ethereum.org says ZK-rollups publish transaction state data to Ethereum. Ethereum’s ZK-rollup documentation outlines the approach.

Is every layer 2 a rollup?
No. Rollups are prominent L2 designs, but Ethereum’s scaling overview also describes state channels. In a channel, participants transact offchain and later settle with Mainnet; this differs from a rollup’s batch-and-proof or batch-and-challenge model. It is therefore more accurate to treat “L2” as a broad category than as another name for “rollup.” Ethereum’s scaling overview covers these approaches.
What does an L2 rely on Ethereum for?
The answer depends on the design. For a rollup that publishes transaction data to Ethereum, L1 publication can support data availability: the information needed to reconstruct the rollup’s state is on Ethereum. Other designs keep data elsewhere. For example, a validium can use validity proofs while relying on a separate data-availability arrangement. A validity proof and Ethereum-hosted transaction data address different parts of the trust model; one does not automatically guarantee the other. Other relevant dependencies include the bridge that connects assets and messages between L1 and L2, who can order transactions, and who can upgrade or intervene in the system. These features affect what users can do if an operator stops cooperating and what assumptions a bridge makes. Consequently, two systems both called L2 can offer materially different security and recovery properties.

Do not infer a network’s protections from its category name. Check the particular protocol and bridge rather than assuming every L2 inherits all of Ethereum’s security properties. - Data availability: Is transaction data published on Ethereum or held elsewhere?
- State validation: Are updates subject to fraud challenges, or checked with validity proofs?
- Bridge and escape behavior: What options are available if an operator stops cooperating, and what assumptions does the bridge rely on?
- Settlement and withdrawals: What timing applies to the exact protocol and route you plan to use?
- Operational control and maturity: Who can sequence transactions, upgrade contracts, or intervene, and what does an independent risk assessment say?
These questions are more useful than treating “L2” as a blanket security rating. Fees, throughput, challenge parameters, and project safeguards are network-specific and can change, so compare named networks only with current, clearly scoped information.
