HHS’s Health Sector Cybersecurity Coordination Center (HC3) reported that the two early-December updates addressed 94 vulnerabilities; that total is HC3’s summary, not a single total stated in Google’s Android bulletin. To check your phone, find its Android security patch level in Settings and install any applicable update offered by its manufacturer.
What the 94-vulnerability figure means
HC3’s January 4, 2024 bulletin says Google/Android released two updates early in December that addressed 94 vulnerabilities: three rated critical and the rest high. HC3’s bulletin is the source for that combined count and severity split. Google’s Android bulletin organizes fixes by patch level rather than presenting that same aggregate total.
The December Android bulletin covers vulnerabilities affecting Android components. Separately, Google published a Pixel bulletin with additional fixes for Pixel devices; those device-specific issues should not be counted as general Android fixes or assumed to apply to other manufacturers’ phones.
How the two Android patch levels differ

Google explains that splitting the bulletin lets Android partners deliver a subset of fixes sooner, while encouraging partners to use the latest patch level and bundle fixes. The date displayed on a device therefore matters: a 2023-12-01 level is not equivalent to 2023-12-05 or later. Notable vulnerabilities in the bulletin
Critical remote code execution in the 2023-12-01 section
Google identifies CVE-2023-40088 in the System component as the most severe issue in the 2023-12-01 section. The bulletin says it could allow remote (proximal/adjacent) code execution without additional execution privileges or user interaction. Google’s Android bulletin provides the affected component and patch-level details.
Critical elevation of privilege in the 2023-12-05 section
The System entry for CVE-2023-45866 in the 2023-12-05 section is rated critical. Google describes it as a remote (proximal/adjacent) elevation-of-privilege vulnerability that requires neither additional execution privileges nor user interaction. This is an elevation-of-privilege issue, not the same vulnerability type as the remote code execution issue above. Google’s Android bulletin lists the details.

Google’s notice about possible targeted exploitation
Google noted indications that CVE-2023-33063, CVE-2023-33107, and CVE-2023-33106 may be under limited, targeted exploitation. That wording signals indications, not a claim that every vulnerability in the bulletin was exploited or that exploitation was widespread. The bulletin’s note contains Google’s qualification.
Additional security fixes for Pixel devices
Google’s Pixel bulletin is supplemental to the Android bulletin. It includes device-specific fixes, including critical issues in ShannonRcs, Exynos, and LDFW, alongside high- and moderate-severity issues in components such as the bootloader, GPU kernel module, cellular baseband, camera, and Exynos RIL. These entries concern Pixel devices and particular components; they are not all vulnerabilities affecting Android devices generally.

Google said supported Google devices would receive the 2023-12-05 patch level, covering both the Pixel bulletin and the Android bulletin. That statement describes Google’s supported devices at the time of the bulletin. It does not establish which Android models remain supported in October 2026, nor does it mean all manufacturers released their updates on the same date. Consult the Pixel bulletin for its device-specific coverage.

- Check the security patch level. Open your device’s Settings and look for the Android security patch level in the device’s software or security information. Menu names and paths vary by manufacturer and Android version.
- Check for an update. In Settings, open the system software update screen and check for available updates. The exact label varies by device maker.
- Install the offered update and check again. Follow the device’s update prompts, then return to the security patch level entry to confirm what was installed. If no update is offered, the bulletin alone cannot establish whether that model is still supported; check with the device manufacturer or carrier.
For the December 2023 Android bulletin, Google says the 2023-12-05 level or later covers both December patch levels. Whether a particular phone received that level depends on its manufacturer’s and, where applicable, carrier’s update delivery. The cited bulletins do not establish current support status for every model.
