Jeff Mahoney published a draft governance proposal for openSUSE on January 28, 2026. It outlines possible roles for a Technical Steering Committee (TSC) and a Community & Marketing Committee (CMC), while aiming to preserve maintainer autonomy and open participation. It is a proposal, not an adopted change: the February project updates described ongoing discussion and did not announce a final adoption timeline. The sources available here do not establish what happened after the openSUSE Conference 2026 session listed for the proposal.
What Mahoney’s proposal is intended to do
Mahoney presented the draft as a starting point for community discussion about how openSUSE makes decisions, resolves deadlocks, and coordinates work across the project. He described its direction as “governance by legitimacy, transparency, and process.” That phrase expresses an aim, not evidence that the proposed system has been put into effect. The draft’s main ideas were clearer roles and responsibilities, a TSC to provide project-level technical direction and arbitrate when consensus fails, and a CMC focused on community growth, communication spaces, and outreach. Mahoney said the proposal was meant to retain maintainer autonomy, open participation, and community elections.
Mahoney also said publishing the draft would not make it effective on its own, would not prescribe technical outcomes, and would not alter the existing openSUSE Board or its charter. The committees described in the draft should therefore be understood as proposed additions or responsibilities under discussion, not bodies confirmed as created or elected.

How the proposal evolved in February discussions
The committee sizes and decision procedures described in February came from different stages of discussion. They should not be combined into a single settled design.
February 4: committee sizes in the draft description
An openSUSE notice on February 4 described a draft with a TSC of seven to nine members and a CMC of five to seven members. It said elected community members would serve two-year terms. February 18 meeting: a smaller initial TSC and a voting discussion
In its February 19 account of the February 18 meeting, openSUSE described a discussion proposal for an initial five-member TSC, with the chair elected by the committee members. Participants discussed a +1 / 0 / -1 voting scheme: a proposal would pass without objection, while a -1 would trigger a dedicated meeting where attendees would decide the outcome by majority. An objection was expected to include a clear written rationale. These were meeting discussion points, not proof of an adopted procedure. Read the February 19 meeting report.
Escalation and proposed Board responsibilities
The meeting report described the CMC as handling outreach and community growth, with the possibility that it could serve as an initial escalation point. Matters it could not resolve might move to the Board. The report also discussed representation of the Infrastructure Team alongside the TSC, CMC, and Board.

In that proposed arrangement, the Board’s work would focus on representation, coordination with SUSE, governance oversight, conflict mediation, and strategic guidance. The report said operational duties might narrow over time toward supervision involving trademarks, budget approval, and final appeals. It announced no final adoption timeline and said discussion would continue through GitLab and future meetings.
How this relates to the existing openSUSE Board
The proposal does not, by itself, replace the Board or revise its charter. Mahoney described the Board’s practical role in a February 12 interview as separate from day-to-day technical operations: “The Board isn’t involved in any of the Project releases or in managing the infrastructure of the project.” He said it serves as an external contact point, helps resolve conflicts, handles potential legal matters such as trademarks, and provides guidance. The proposal’s distinction is therefore between project-level technical and community work that committees might handle, and oversight, representation, or escalation work associated with the Board. The details of that division remained under discussion in the February report.

The cited project updates do not establish that openSUSE adopted or rejected the proposal. The February 19 report said no final-adoption timeline had been announced. A listing for an openSUSE Conference 2026 session titled “Governance by Jeff” says it would cover the proposal’s current status and future planning, but the listing does not report what was said or whether a later draft was approved. Accordingly, the proposal’s post-conference status is not established by these sources. They also do not confirm that either committee was formally created or elected. A current draft, session recording or notes, or a later official openSUSE or Board announcement would be needed to establish a subsequent outcome.
How contributors can take part
When the February notices were published, openSUSE invited community discussion through a scheduled virtual meeting, its project mailing list, and an etherpad for questions. The February 19 report encouraged contributors to refine the GitLab draft with proposed text changes; Mahoney’s original announcement also invited feedback and alternatives.
For anyone engaging with the proposal, the most useful contributions are concrete: identify the wording or responsibility at issue, suggest replacement text, and explain how it would affect decision-making or escalation. The February meeting report also noted a challenge participants raised: building a strong culture of maintainer responsibility while bootstrapping a new structure. That was a concern voiced in discussion, not a demonstrated outcome.
