“Lines of resolution” describes how much picture detail an imaging system can distinguish, but its exact meaning depends on context. It may mean a television test-pattern measurement (TV lines or TVL), the number of raster scan lines in a format, or a broader measurement of detail captured by a camera. Those figures are not interchangeable.
What does “lines of resolution” mean?
In television, the phrase often refers to TV lines (TVL): a measure of visible detail based on how closely spaced alternating black and white lines remain distinguishable. The result is normalized to a span equal to the picture’s height. In digital-camera standards, resolution instead means a camera system’s measured ability to depict picture detail.
The phrase can also be used informally to refer to a format’s raster scan-line count. Because these describe different things, check whether a specification is reporting TVL, scan lines, pixel dimensions, or measured image detail.
How are TV lines of resolution measured?
A test chart presents alternating black and white vertical lines at progressively tighter spacing. The measurement is based on the finest pattern in which the lines can still be distinguished, expressed across a picture-height span. This convention is commonly used to describe horizontal detail; a corresponding approach can also measure vertical detail.

TVL is therefore a test-pattern measurement, not simply a count of the image’s horizontal raster rows. The Analog Devices video-format explainer describes the TV-lines convention and distinguishes the format’s stated resolution from detail that can actually be seen.
Is TVL the same as scan lines or pixels?
No. They refer to different properties of an image or signal:

A format can specify pixels or scan lines without guaranteeing that every detail is visible. The camera, signal path, processing and display can each limit the detail that survives from capture to viewing.
As historical format examples, Analog Devices gives approximate visible vertical format-line counts of 480 for NTSC, which has 525 total lines, and 575 for PAL, which has 625 total lines. These are examples of particular television formats—not universal definitions of lines of resolution, and not a claim that all total scan lines are visible picture lines.

How is digital-camera resolution defined?
ISO 12233:2024, the current fifth edition listed by the International Organization for Standardization, defines resolution as a measure of a camera system’s ability to depict picture detail. It cautions against treating resolution as simply the count of addressable photoelements, or pixels. The standard replaced the 2023 fourth edition.
ISO 12233 describes visual-resolution and spatial-frequency-response methods. It also distinguishes horizontal and vertical measurements by image dimension and chart-feature orientation: for a landscape image, horizontal resolution is measured along the longer dimension, generally using vertical or near-vertical chart features; vertical resolution is measured along the shorter dimension, generally using horizontal or near-horizontal features. “Visual resolution” is the spatial frequency at which a person can no longer distinguish every individual black and white line in the test pattern.

Different methods, image processing and chart features can affect the result. When comparing camera-resolution figures, look for the test method and capture conditions, not only the number. ISO’s public page provides informative excerpts; the full standard is paywalled.

- What is being measured? Identify whether the figure is a raster dimension, pixel count or resolved-detail result.
- Which direction? Check whether the figure describes horizontal or vertical detail.
- What unit and convention? TVL, scan lines, pixels, line widths per picture height and spatial frequency are not interchangeable units.
- What test method and pattern? A measured result depends on how detail was tested.
- Under what conditions? Camera settings, processing and the rest of the imaging chain can affect visible detail.
A resolution chart can help test a digital camera system using a defined pattern, but the chart is a measurement tool—not a requirement for understanding the term.
