Keep the research step distinct from code generation, then validate the change and review actions that carry meaningful risk. This is a practical workflow supported by documented OpenAI examples—not a guarantee that an agent will find every relevant page or produce correct code.
What a documentation-first agent workflow does
Split the work into two responsibilities. A research agent finds current documentation relevant to a specific coding task and reports what it says, with links. A coding agent uses those findings alongside repository instructions and code to make a proposed change. Depending on the product, these can be separate agents or stages in one workflow; the important distinction is between retrieving evidence and applying it.
In OpenAI’s examples, MCP servers can make user-provided tools available to an agent, while project instructions and skills describe how and when those tools should be used. The Codex agent-loop explanation also describes tools supplied through the CLI and Responses API. Exact interoperability and configuration depend on the products and versions involved. OpenAI’s explanation of the Codex agent loop covers that tool-and-context model.
A practical sequence: retrieve, brief, change, validate
- Define the change. Give the agent the repository task, the relevant component or API, and any constraints such as supported versions or compatibility requirements. A focused question makes it easier to distinguish useful documentation from unrelated search results.
- Retrieve source material. Use an appropriate documentation search and page-reading tool to locate relevant pages. Ask the research stage to identify the applicable product or API version where the source provides it, and to return links alongside concise findings. Search results alone may not contain the detail needed to implement a change.
- Pass a bounded brief to the coding agent. Include the findings, source links, relevant version information, and constraints. Make clear which statements are documented requirements and which are assumptions or unresolved questions. The coding agent should consult the source pages when a detail is consequential or the brief is ambiguous.
- Make and inspect the change. Ask for a focused implementation and a summary connecting it to the documentation. Review whether the code actually follows the cited requirement; a link makes a claim traceable, but does not prove the agent interpreted it correctly.
- Run repository checks and review consequential actions. Use the project’s tests, linters, and other relevant validation. Set execution boundaries appropriate to the environment, and require explicit review for higher-risk actions such as changes with broader system or network effects. Logs can help establish what tools the agent used and what it changed.
This sequence synthesizes documented tool and repository practices; it is not a report of the implementation implied by the title.

Choose a documentation source the agent can actually use
Search live documentation when freshness matters
OpenAI’s Docs MCP page describes a public server at https://developers.openai.com/mcp that provides read-only search and page content for OpenAI developer documentation. It is a concrete connector for that documentation set, not a universal tool for every vendor’s docs. The page includes setup examples for supported agent and editor workflows and recommends telling the agent to consult the service when needed and to provide citations or links.
For setup, follow the current instructions on the Docs MCP page for the specific client you use; integrations and configuration can change. Ask the agent to return links to the pages it relied on, then check that those pages apply to the library, API, or version in your task.

Use a maintained repository knowledge base for project-specific context
External documentation often cannot explain local architecture, design decisions, or technical debt. OpenAI’s engineering account, “Harness engineering: leveraging Codex in an agent-first world,” describes keeping a structured docs/ directory as repository knowledge and using a short AGENTS.md as a map to deeper material. The account puts the principle this way: “One of the earliest lessons we learned was simple: give Codex a map, not a 1,000-page instruction manual.” That is OpenAI’s reported practice, not a required directory layout or instruction-file size for every project.
The same account describes cataloguing design documentation, keeping plans and technical debt in version control, and using linters, CI checks, and recurring doc-gardening to flag stale or obsolete material. A maintenance loop can make repository knowledge easier to find, but it does not eliminate documentation drift. When an agent struggles, the account describes looking for missing tools, guardrails, or documentation and feeding improvements back into the repository; engineers still prioritize work, set acceptance criteria, and validate results.

Keep tools, instructions, and skills distinct
- Tools retrieve or act on information. An MCP server is one way to expose a documentation search or page-reading capability to an agent. Other tool routes can include a CLI or API, depending on the environment.
- Instructions establish policy. Repository guidance can tell the coding agent where project knowledge lives, which checks to run, and what it must not change without review.
- Skills package repeatable procedures. A skill can tell an agent when to search docs, what information to extract, and how to report sources. OpenAI’s Plugins guide includes a
docs-helperexample that combines a documentation-search skill with OpenAI Docs MCP configuration. Its sample instruction says: “Use the openai_docs MCP server to find relevant documentation. Answer the question and link to the sources you used.” That is an example, not a universal prompt standard.
For a hosted agent application, OpenAI’s Agents API overview describes an agent in terms of a model, instructions, tools, and an optional environment, with examples including MCP and web search. A hosted API is one possible implementation, not a prerequisite for a repository-based workflow.

Documentation retrieval addresses one failure mode—working without relevant source material—but cannot ensure that a result is complete, current, or correctly applied. Search may miss an important page; a source may describe a different version; and an agent may misread a valid requirement. Keep source links, check the applicable version, and verify consequential details against the cited material and the repository’s own behavior.

OpenAI’s account in “Running Codex safely at OpenAI” describes a deployment approach built around technical boundaries, efficient low-risk actions, explicit handling of higher-risk actions, and telemetry for understanding and auditing agent activity. The account discusses constrained execution, network policies, managed configuration, and agent-native logs. These are practices described for OpenAI’s deployment; they are not automatically present in every coding agent.
In your own environment, choose permissions and review gates based on what the agent can access and change. A useful record for a code review is which docs were retrieved, their relevant version or date, what change followed, and which checks or human review were actually performed. Do not treat documentation links or a successful tool call as substitutes for testing and review.
