Google’s September 5, 2023 Android Security Bulletin flagged CVE-2023-35674, a high-severity Android Framework vulnerability, as potentially subject to limited, targeted exploitation. CISA added it to its Known Exploited Vulnerabilities (KEV) Catalog on September 13, citing evidence of active exploitation. Google’s bulletin identifies two Android security patch levels—2023-09-01 and 2023-09-05—and says the latter or a newer level addresses every issue in that bulletin.
What was the Android zero-day?
CVE-2023-35674 was an elevation-of-privilege vulnerability in the Android Framework. Google rated it high severity and listed AOSP versions 11, 12, 12L, and 13 as affected. An elevation-of-privilege flaw can allow an attacker who has already gained a foothold to obtain permissions beyond those normally available; Google’s bulletin does not disclose an exploit chain or identify an attacker.
Google’s September 5 bulletin stated: “There are indications that CVE-2023-35674 may be under limited, targeted exploitation.” That wording describes a qualified, limited exploitation concern—not a claim that all Android users were being attacked.
Google’s Android Security Bulletin—September 2023 lists CVE-2023-35674 as a Framework issue. The bulletin also lists other vulnerabilities, including critical System remote-code-execution issues; those are separate flaws, not part of CVE-2023-35674.

What did CISA say about exploitation?
On September 13, 2023, CISA announced that it had added CVE-2023-35674 to its KEV Catalog. CISA said the additions were based on “evidence of active exploitation.” This is stronger wording than Google’s statement that there were indications the vulnerability “may be under limited, targeted exploitation.” Both notices establish a historical exploitation concern, but they should not be collapsed into one quotation or attributed to an unnamed individual.

What do the September 2023 Android patch levels mean?
Google’s Android bulletin groups fixes under two patch levels. The levels indicate which set of bulletin issues is covered; they are not two different names for the same update.

The two levels are useful because device makers may apply fixes on different schedules or provide different sets of fixes. Google’s bulletin is the reference for what each level covers; the level shown on a particular phone is the practical check for whether that phone has received the relevant fixes.

How does the Pixel bulletin differ?
Google published a separate Pixel Update Bulletin on September 18, 2023. It said supported Google devices would receive an update to patch level 2023-09-01 or later, and that this level or later addressed issues in both the Pixel bulletin and the Android September bulletin. That Pixel-specific statement does not establish when other manufacturers or carriers released updates.
The different phrasing reflects the scope of the bulletins: the Android-wide bulletin says 2023-09-05 or later covers all issues in its two groups, while the Pixel bulletin describes the patch level for supported Google devices in relation to both bulletins. How can you tell whether a device received the fix?
Check the device’s Android security patch level and compare it with Google’s September 2023 bulletin. A level of 2023-09-05 or later is the Android bulletin’s stated coverage for all listed issues. Google’s bulletin links to Android update guidance for checking the patch level, but the evidence here does not establish one universal Settings path or a single rollout date for every device.
- Open the device maker’s official instructions for checking its Android security patch level; the menu path can vary by manufacturer and device.
- Compare the displayed patch level with Google’s September 2023 Android Security Bulletin.
- If the device does not show the expected level, check the manufacturer’s or carrier’s update guidance for that specific model and region. The bulletin does not provide a universal installation sequence or release schedule.
The bulletin’s affected AOSP version list is not proof that every retail phone running one of those versions had the same exposure or received a fix on the same date. Device implementation and update availability depend on the manufacturer’s release for that device.

Why this is a historical security notice
These advisories were published in September 2023. They explain the vulnerability and patch coverage announced at that time; they do not establish the security status of a device in 2026. To assess a device now, use its current patch level and manufacturer guidance rather than treating the 2023 warning as a current threat alert.
