Building useful AI for Pakistan starts with the problem, the people who will use the system, and the conditions in which it must work—not with choosing a model. Data access, compute and connectivity, language needs, governance, error costs, and the capacity to operate a system all shape what should be built. The right design will vary by use case; there is no single architecture suited to every Pakistani deployment.

Start with a consequential use case, not a model

A promising AI application is one that improves a defined outcome for a particular user in a real workflow. Before selecting a model or platform, establish what decision or task needs help, who is affected, what a successful result looks like, and what happens when the system is wrong. This use-case-first approach is also part of the direction set out in the Islamabad AI Declaration.

Pakistan’s government has named agriculture, mines and minerals, industry, commerce, trade, and youth empowerment as AI focus areas. These are priorities, not evidence that a particular system in any of these fields is already effective. The announcement does not compare the sectors or specify which applications should come first. Each project therefore needs its own assessment of the users, workflow, available data, operating environment, oversight, and consequences of error.

Specify the job and the cost of being wrong

Turn a broad ambition—such as improving a service or productivity—into a bounded task. Decide whether AI should classify, forecast, search, summarize, recommend, or assist a human decision-maker. Define the intended users and the point in their workflow where the output will be used. Then identify errors that could cause financial loss, deny access to a service, create safety risks, or trigger a legally significant decision. Those consequences determine how much validation, human review, and fallback capacity the system needs.

Evaluate the whole deployment, not just a model demo

A prototype can produce plausible answers and still fail in service. Assessment should include whether the required data can be accessed lawfully and maintained, whether connectivity and compute are available where the work happens, and whether users can understand and challenge outputs. For an agricultural tool, for example, the relevant test population, workflow, and error costs would depend on the actual task; the national priorities alone do not establish that any particular architecture or dataset is suitable.

Build around data and compute that can actually be accessed

Pakistan’s National Artificial Intelligence Policy describes planned foundations that include high-performance computing resources, centralized and sectoral data repositories, AI hubs, local model testing, and access to compute and data for at least 100 academic institutions. The figure of at least 100 academic institutions is a policy target attributed to the Ministry of IT & Telecommunication’s 2025 policy; it is not a count of institutions already receiving those resources.

Those measures point to an engineering challenge: a system’s design must fit the infrastructure and data a team can use now, while allowing for capabilities that may be developed later. The policy describes intended measures; it does not establish that a nationwide compute grid, all repositories, or every planned facility is operational. Teams should verify access, capacity, cost, connectivity, and continuity for their own deployment rather than treating a national plan as available infrastructure.

Make data stewardship part of the design

Data is not simply an input to gather before model training. A project needs to establish who controls it, whether it is representative of the intended use, what permissions govern its use, how it will be protected, and who can correct or remove it. Sectoral repositories may support local capability, but their existence or completeness cannot be assumed from the policy plan. Where essential data is unavailable, a narrower task or a human-led process may be more responsible than building around unverified assumptions.

Treat sovereignty, trust, and accountability as engineering requirements

The Islamabad AI Declaration frames sovereignty, trusted governance, human accountability, use-case-first development, and measurable public value as national principles and intentions. These principles are useful design prompts, but the declaration itself does not demonstrate system performance or completed outcomes. For a specific project, translate them into concrete decisions about data custody, access controls, auditability, responsibility for errors, and how affected people can obtain meaningful review.

Policy status matters. The Ministry of IT & Telecommunication’s policy register lists the National Artificial Intelligence Policy as approved on 31 July 2025, while its National Data Governance Policy 2026 entry is listed as a draft dated 26 June 2026. The Pakistan Digital Authority’s 30 June 2026 account also describes the data-governance policy as proposed. These are different statuses: do not treat the proposed policy’s provisions as binding law without a final instrument.

In its description of the proposal, the Pakistan Digital Authority says government data would remain under Pakistani law, jurisdiction, and control, and that decisions with legal or similarly significant effects should receive meaningful human review. These are proposed provisions, not established here as enforceable requirements. They nevertheless highlight design questions worth addressing: who is accountable for a consequential output, how a person can contest it, and whether a qualified human can review the case with enough information and authority to change the result.

Make oversight operational

Human review only provides protection when the reviewer can understand the basis for an output, has time and authority to intervene, and has a route for escalating uncertainty or harm. Define which decisions require review, what evidence the reviewer sees, how overrides are recorded, and what users should do if the system is unavailable or uncertain. For lower-risk tasks, monitoring and clear correction paths may be proportionate; for consequential decisions, review and accountability need to be designed into the workflow rather than added as a label.

Evaluate language access for the real task and users

Language coverage is a performance requirement, not just a launch feature. In October 2025, the Ministry of IT & Telecom and Meta announced ALIF, an Urdu interaction initiative for Meta AI in Pakistan. That announcement establishes an Urdu-language initiative; it does not establish quality across dialects, code-switching, regional languages, or high-stakes applications.

Evaluation should reflect how the intended users actually communicate and what the system is being asked to do. Depending on the use case, that may mean testing Urdu writing and speech, code-switching, local vocabulary, regional-language needs, and the kinds of questions users ask in context. Measure task success and consequential errors on relevant examples, not just whether the interface accepts a language. Comparative benchmarks establishing Urdu and regional-language performance across systems are not provided by the cited sources, so performance should be demonstrated for the specific application rather than assumed.

Plan for the institutions and people who must run the system

AI delivery depends on more than researchers or model access. A deployed system needs people who can maintain data pipelines, monitor quality, respond to failures, support users, and revise the service as conditions change. The government’s February 2026 announcement named several workforce and education commitments: a $1 billion investment by 2030, 1,000 fully funded AI PhD scholarships by 2030, AI curriculum for federally run schools, and training for one million non-IT professionals. These are announced plans and commitments, not achieved results.

The Ministry of Planning’s discussion of digital transformation also points to digital infrastructure, skills, payments, and e-government or data-backbone constraints. Those are government-reported challenges, not independently verified nationwide measurements in the cited account. For an engineering team, the practical implication is to check the deployment setting directly: users need suitable devices and connectivity, institutions need staff and operational processes, and services that depend on digital records or payments need those systems to work reliably.

Use a deployment checklist before choosing an approach

Because the title covers many sectors and system types, these criteria are a way to evaluate a specific proposal, not a ranking of architectures or a claim that one option is best for Pakistan.

  • Local value: Name the user, the workflow, and the measurable public or operational outcome the system is intended to improve.
  • Data: Confirm access, quality, representativeness, permission, stewardship, and applicable jurisdiction; identify what happens if a needed source is incomplete or unavailable.
  • Operating conditions: Check compute, connectivity, devices, maintenance capacity, and the consequences of outages in the actual deployment environment.
  • Language and task: Test the language patterns and tasks of intended users, including regional-language or code-switching needs where relevant.
  • Risk and accountability: Define error consequences, required human review, responsibility for decisions, user recourse, and fallback procedures.
  • Long-term operation: Identify who will monitor quality, handle incidents, maintain data and software, and update the service when needs or conditions change.

A technically capable model is only one component. The engineering choice should follow the use case and the realities of data, infrastructure, language, governance, and operating capacity; a national policy direction or announcement can inform that work, but cannot substitute for local validation.
