Use an ordinary aggregate with GROUP BY when you want one result per group; use a window function when you want a calculation across related rows while keeping each row in the result. The same aggregate, such as AVG or SUM, can serve either purpose: adding OVER (...) makes it a window calculation in the documented database systems.
How their results differ
An ordinary aggregate summarizes a set of rows. In a grouped query, it returns group-level results, so the original detail rows are no longer individually represented. A window function calculates a value across rows related to each current row and adds that value to the result without collapsing those rows. PostgreSQL describes a window function as performing a calculation across rows related to the current row in its window-function tutorial.
For example, this query returns one average salary for each department:
SELECT department, AVG(salary) AS department_avg
FROM employees
GROUP BY department;This version keeps each employee row and shows that employee’s department average alongside it:

SELECT department, employee_id, salary,
AVG(salary) OVER (PARTITION BY department) AS department_avg
FROM employees;The average is repeated for employees in the same department. The difference is not the calculation itself, but the shape of the result: group summaries in the first query, detail rows with a related summary in the second.
GROUP BY and PARTITION BY do different jobs
GROUP BY department forms groups that shape a grouped query’s output. PARTITION BY department inside OVER (...) divides rows into sets for the window calculation, but does not itself remove individual rows from the result.

Think of GROUP BY as deciding which rows become one output group. Think of PARTITION BY as deciding which related rows a window calculation can look across while still returning each row. They are not interchangeable syntax for the same operation.
The same aggregate can be used in either role
SUM, AVG, and other aggregate functions can summarize a group in an ordinary aggregate query. Add an OVER clause and the aggregate calculates a window value instead. MySQL 8.4 documents aggregate functions used with or without OVER in its aggregate function reference; PostgreSQL illustrates AVG in a window query in its tutorial.

For instance, SUM(amount) in a grouped query can produce one total per group. SUM(amount) OVER (PARTITION BY account_id) can show an account total beside each transaction for that account.
Use window ordering and frames deliberately
An ORDER BY inside OVER (...) establishes the ordering used for the calculation. It does not sort the final query output; use the query-level ORDER BY when you need to control display order.

A window frame can narrow which rows contribute to a calculation. In PostgreSQL, when a window has an ORDER BY and no explicit frame overrides the default, the frame runs from the start of the partition through the current row and includes peers with equal ordering values. As a result, rows tied on the ordering value can receive the same cumulative result. PostgreSQL documents these behaviors in its window-function tutorial and window-function expression reference.
For running totals or moving calculations, specify the ordering and intended frame when the distinction matters, and check the exact frame syntax and behavior for your database. Duplicate ordering values are especially important: decide whether tied rows should share a result or whether a tie-breaker should give them a deterministic sequence.

Filter a window result in an outer query
In PostgreSQL, window functions can appear in the SELECT list and query ORDER BY, after WHERE, GROUP BY, HAVING, and ordinary aggregate processing. That means a window value cannot be used in the same query’s WHERE clause. Calculate it in a subquery or common table expression, then filter the result outside:
SELECT department, employee_id, salary, rn
FROM (
SELECT department, employee_id, salary,
ROW_NUMBER() OVER (
PARTITION BY department
ORDER BY salary DESC, employee_id
) AS rn
FROM employees
) AS ranked
WHERE rn <= 3;This pattern returns up to three employees per department, ordered by salary, with employee_id as a tie-breaker. Whether this exact syntax is supported should be checked against the database in use.
Choose based on the output you need

These are practical defaults, not limits on what a SQL query can combine. Queries can aggregate in one stage and apply windows in another, and exact syntax varies by database.
Check your database’s syntax and version
Window and analytic processing is documented by PostgreSQL 18, MySQL 8.4, Microsoft’s Transact-SQL documentation, and Oracle Database 19c, but supported functions and options are not identical. Microsoft notes that support for ORDER BY, ROWS, and RANGE depends on the function in its Transact-SQL OVER clause reference. MySQL also documents syntax differences from standard SQL in its window function usage reference.
Before relying on a particular function, frame clause, or default, check the documentation for the engine and version that will run the query. The PostgreSQL, MySQL, SQL Server, and Oracle references describe their own products; syntax or behavior in one should not be assumed portable to another.
